Abstract

This research aims to obtain a comprehensive and complete picture of local potential-based MSME HR competency development interventions in improving the community economy in Girikerto Village. The findings of this research are that the Girikerto community has various local resources that are developed and utilized to become more economically valuable and competitive.  Interventions for developing MSME HR competencies have been carried out by relevant stakeholders consisting of government, academics, supporting institutions, and funding institutions in the form of policies, training programs, mentoring, development, and facilitation in a coordinative and collaborative manner.  This research focuses on interventions to develop MSME HR competencies, while previous studies have focused more on the importance of competencies, types of competencies, and the role of HR competencies in MSMEs. This research uses qualitative methods, primary data collection was carried out through observation and interviews with the MSME's Actor in Girekerto, while secondary data was obtained from documents, articles, and social media. The findings from this research have implications for the Village Government and related institutions in preparing intervention strategies for developing MSME HR competencies based on local potential. The government must intervene in collaboration and coordination with related institutions in formulating policies, programs, and facilitation for MSME groups based on available resources. Policies, programs, and facilitation must be carried out continuously and coordinatedly.

Abstract

Penelitian ini tentang Implementasi Kebijakan Pembangunan Kalurahan Berdasarkan UU Keistimewaan di Daerah Istimewa Yogyakarta. Latar belakang dilakukannya penelitian ini adalah bahwa meskipun pembangunan telah dilaksanakan namun angka kemiskinan yang ada di Daerah Istimewa Yogyakarta  tergolong masih cukup tinggi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan analisis deskriptif yang berasal dari dua sumber data yaitu data primer dan data sekunder. Penelitian ini ditelaah menggunakan teori implementasi kebijakan  publik yang dikemukakan oleh Merilee S. Grindle serta  melihat capaian indikator keberhasilan dari Implementasi Kebijakan Pembangunan Kalurahan Berdasarkan UU Keistimewaan di Daerah Istimewa Yogyakarta. Dari hasil penelitian yang telah dilakukan disimpulkan bahwa masih terdapat beberapa kendala/hambatan dilihat dari indikator teori Merilee S. Grindle dan capaian indikator Implementasi Kebijakan Pembangunan Kalurahan Berdasarkan UU Keistimewaan di Daerah Istimewa Yogyakarta belum memiliki pengaruh yang signifikan terutama pada pengurangan angka pengangguran.

Abstract

This study aims to determine the implementation of the Cultural Village program in Argomulyo, Kapanewon Cangkringan, Sleman Regency and to identify the factors that support and hinder the evaluation of the CIPP. This research technique was qualitative and descriptive. The data was collected using interviews, observation, and documentation. Overall, the CIPP evaluation assessment obtained quite favorable results. Community awareness, community participation, an abundance of cultural potential, strong mutual cooperation values, natural resource potential, and strong commitment and support from both the regional and subdistrict administrations are factors that aid in the implementation of the program. While the inhibiting factors include a lack of coordination and regular meetings, limited expertise of assistants, a lack of media development, a lack of adjustments to the schedule of training and mentoring activities, a lack of network and budget, and a lack of media development. This study encourages inquiry on the effectiveness of the management of the cultural village program.Keywords: CIPP, Cultural Village, Program Evaluation, Public Policy

Abstract

Konsep desa wisata di Indonesia saat ini terus mengalami perkembangan yang signifikan. Kabupaten Sleman, sebagai salah satu Kabupaten yang ada di Daerah Istimewa Yogyakarta merupakan wilayah yang memiliki kontur geografis beragam dan memiliki banyak destinasi desa wisata. Dinas Pariwisata Sleman mencatat pada tahun 2019 desa wisata yang terdapat di Kabupaten Sleman berjumlah 47 mulai dengan status rintisan, tumbuh, berkembang, dan mandiri. Desa Wisata Gamplong salah satunya, merupakan bagian dari 47 desa wisata yang terdapat di Kabupaten Sleman dan juga mampu menyandang status desa wisata mandiri. Hasil dari penelitian ini diketahui bahwa bahwa dalam aspek perencaaan, desa wisata Gamplong sudah memiliki langkah perencanaan yang baik dan matang dan strategis. Namun dalam pelaksanaan dan upaya pengembangan masih terdapat kendala yang cukup berarti. Mulai dari pandemi, penyamaan persepsi dengan stakeholder, hingga terkait dengan keberpihakan.

Abstract

Penataan Kelembagaan Sekolah Wirausaha Aisyiyah (SWA) bertujuanuntuk membantu penataan kelembagaan yang profesional danmembangun koordinasi antar struktur Aisyiyah yang lebih baik. SWAdimaksudkan untuk membangun jiwa kewirausahaan dan mewujudkankemandirian ekonomi perempuan. Kota Yogyakarta menjadi pilotproject Majelis Ekonomi dan Ketengakerjaan Pimpinan Pusat„Aisyiyah (MEKPPA) dalam menjalankan programnya. Selama 4(empat) tahun berjalan Pimpinan Daerah „Aisyiyah Kota Yogyakartatidak memiliki komitmen untuk menggerakkan program SWA dan tidakmemahami peran dan tanggungjawabnya. Target luaran dari kegiatanini adalah adanya penataan kelembagaan Sekolah Wirausaha„Aisyiyah (SWA) yang lebih baik dan profesional mengasu pada 4fungsi manajemen yaitu perencanaan, pengorganisasian,penggerakan, dan pengawasan. Metode yang digunakan adalahdiskusi terarah dan workshop. Hasil dari pelaksanaan FGD danworkshop ini adalah terbentuknya penyempurnaan panduan SWA yangmemuat bagan struktur organisasi pengelola SWA di daerah besertaketugasan masing-masing tiap jabatan. Selain itu, MEKPPA masihperlu memberikan pendampingan dan menjalankan koordinasi kepadaPDA dalam pelaksanaan penyelenggaran SWA.

Abstract

MSMEs (Micro, Small, and Medium Enterprises) play a crucial role in supporting Indonesia’s economy, including the furniture sector, which holds significant development potential. XYZ Regency is well-known as a furniture MSME hub with products exported widely. However, challenges such as raw material cutting efficiency, production quality standardization, and limited working capital remain obstacles for business actors. The XYZ Regency Government is planning to develop a furniture industrial center to improve community welfare, increase global market competitiveness, and benefit various stakeholders. This study aims to evaluate the business feasibility of a furniture industrial center in XYZ from a financial perspective. The quantitative method used involved data collection through surveys and questionnaires engaging 1,155 furniture MSMEs in A and B Subdistricts. Analysis was conducted by calculating cost of goods manufactured (COGM), labor costs, overhead, and projected profit and loss. The results indicate that annual labor costs reach IDR 1,513,046,088, overhead is IDR 997,270,000, and non-production operational costs are IDR 724,560,000. The estimated Cost of Goods Sold (COGS) is IDR 3,234,876,088, with annual revenue potential of IDR 4,464,000,000 and a net profit of IDR 629,123,912. Projections show that the Break-Even Point (BEP) is expected to be achieved between the 8th and 9th years, with optimum operational targets being reached by the 10th year. This study provides a basis for XYZ Regency Government to make informed decisions regarding the development of the furniture industrial center business in the future.

Abstract

Mount Merapi, an active volcano, poses constant threats to the surrounding communities. Pancoh, a village located 9.6 km away, has embraced resilience efforts in response to the eruption in 2010. This research aims to explore the community's preparedness, disaster risk management strategies, and investments in disaster risk reduction, focusing on the development of sustainable ecotourism. A qualitative descriptive approach was employed for this study. The research findings reveal that resilience initiatives in Pancoh Tourism Village commenced after the 2010 eruption of Mount Merapi. Disaster risk management is achieved through the promotion of sustainable ecotourism. The research concludes that Pancoh Tourism Village has made commendable progress in building resilience since the Mount Merapi eruption in 2010. The integration of sustainable ecotourism, community involvement, and investments in disaster risk reduction showcases a holistic approach to mitigating the impact of volcanic disasters.

Abstract

The application of organizational values is important in human capital management in order to drive performance to be more competitive in achieving company goals. This study aims to determine the implementation of the 5C values (Commitment, Competence, Communicative, Collaborative, Customer Focus) and identify the supporting and inhibiting factors. The research method used is descriptive qualitative. Data collection was conducted through observation, documentation, and interviews. The results show that the implementation of commitment and competence values has been optimal, as indicated by employee responsibility and capability. However, the values of communication, collaboration, and customer focus are still not optimal due to the awkwardness and challenges faced by each individual. The supporting factors for the implementation of the 5C values are SOPs, environment, spirituality, discipline, and concern, while the inhibiting factors are length of service and generational characteristics. Morning briefings are effective in building communication and need to be maintained. Efforts to improve the implementation of values include performance appraisals, rewards or sanctions, internal company training, and periodic evaluations, which are expected to have a positive impact on work culture and bridge the gap between employees and the company in improving future performance.

Abstract

This Community Service activity aims to transfer knowledge about raising KUB chickens, including maintenance, coop management, feed management, disease prevention, product marketing, networking, and the application of technological innovations, to the community for the welfare and prosperity of the community. The activity was carried out in the Sleman region in collaboration with the Kampung Unggul Balitbangtan Sleman Utara. The method used in this program was a Participatory Action Research (PAR) approach, which involved the activities of planning, training, and technical guidance on KUB chicken maintenance, practical assistance in raising chickens, and the establishment of the Kampung Unggul Balitbangtan Mandiri Sejahtera Chicken Farmers Association. The results achieved were increased knowledge, the formation of an association, changes in husbandry patterns, and the active role of farmer members of the association in coordinating, discussing, and sharing ideas, innovations, and strategies in Kampung Unggul Balitbangtan chicken farming. This activity motivates the community to raise chickens, generating income for economic independence.

Abstract

The ongoing data security crisis, in conjunction with the recent enactment of the Personal Data Protection Law (PDP Law), has presented a substantial challenge to Indonesian civil society organizations as they seek to establish comprehensive and effective data governance frameworks. The objective of this study is to conduct a thorough analysis of the data protection policy formulation process at Muhamamdiyah, employing a qualitative case study methodology to elucidate the underlying dynamics. This study utilizes a multifaceted approach, incorporating document analysis and interviews with a diverse array of key actors, ranging from strategic leaders to operational implementers. This comprehensive methodology enables the study to address the following research question: What is the process by which member data management policies (NBM) are formulated? The results of the study indicate a robust synthesis, wherein Muhammadiyah not only adheres to the regulatory obligations of the PDP Law, but also deliberately incorporates noble Islamic values such as amanah (trust), syura (deliberation), and 'adl (justice) as the ethical foundation of its policies. A rigorous analysis employing Dunn and Anderson's theoretical framework substantiates that this collaborative endeavor is directed towards formulating effective, efficient, and equitable policies. In conclusion, Muhammadiyah offers a data governance model through the concept of "Digital Trust" that uniquely integrates the demands of modernity with its ideological foundations. This model is relevant as a reference for similar organizations.
