Abstract

The purpose of this study is to demonstrate how decentralization affects public services differently in Sumenep Regency’s mainland and island regions. Twenty-seven subdistricts make up the Sumenep Regency; nine of these are dispersed as islands, while eighteen are situated on Madura Island. The discrepancies in growth between mainland and island are caused by this geographic structure. The infrastructure, health, and education sectors are the main subjects of this study. According to this study, obstacles that impede the optimization of education in island locations include school references and far from the Education Office and the Ministry of Religion’s oversight. In the meantime, there is disparity in the number of medical professionals and healthcare facilities in the industry. Building infrastructure that complements the features of the islands and does not harm the surrounding ecosystem requires the use of appropriate technologies. Since the natural environment has a significant influence on the characteristics of islands, the decentralization proposed cannot be compared to decentralization found on the mainland. This study recommends asymmetric decentralization for island regions as a result. Asymmetric decentralization based on maritime factors refers to decentralization that is applied to regions while accounting for the unique features of islands.

Abstract

The presence of women in legislative institutions represents a form of symbolic representation obtained through general elections. Generally, there is an expectation from the public, particularly voters, that through the presence of women in legislative institutions, female legislators will focus more on issues that impact women. This research is an extension of previous studies on women in politics, where the focus has often been on the process of women entering political institutions. This study examines women's involvement in the budgeting process in Batu City, East Java. The research method used is qualitative research. Data was collected from document analysis, observation, and interviews with female DPRD (Regional Representative Council) members and local government bureaucrats. The findings show that the executive uses a technocratic approach to control the regional budgeting process. The budgetary board discusses the budget draft with the attending legislative members in the legislative branch. The budgeting procedure limits the participation of women legislative members in the budget committee. The participation of female DPRD members in budgeting is hindered by the dominance of political parties and the patriarchal culture within political parties. Not all female DPRD members on the budgetary board can be involved in the budgeting process; only senior politicians can join the budget committee. Thus, at the regional level, the representation of women in the DPRD is still in the category of symbolic representation.

Abstract

Margaret E. Robert book builds on a foundation of the basic law of economy which is the relationship between supply and demand. She argues that censorship Chinese government censorship has violated free market law. In her book, she specified three mechanisms of censorship; fear, friction, and flooding (Roberts 2018). She explained in detail how Chinese’s people reactions toward the censorship in chapter four, five and six. In this paper, I challenged Roberts idea that fear is not part of the censorship mechanism. I have two arguments; first fear is emotion it needs stimuli to appear. Second fear and curiosity are motivation behind information seeking. Fear appeared from negative experience while curiosity appeared from positive outcomes. Fear is part of information behavior, it works like a brake system (Heinstrom 2010). Through fear, the disappointment and punishment will be evaluated by individuals to decide the next move. Fear is something dynamic, as time evolve it creates sensitivity, but it does not stop the basic need of information. American astronaut Thomas P. Stafford mentioned that evolution made us the ultimate learning machine, and the ultimate learning machine needs to be oiled by curiosity (Stafford 2012). At the end of my paper, I suggested Roberts to consider using word threat as one of censorship mechanism rather than fear.

Abstract

Pemerintah telah menyediakan kanal pengaduan secara resmi seperti melalui Ombudsman, SP4N Lapor dan melalui Kantor Staf Presiden. Pemerintah Kabupaten Blitar sendiri telah memiliki kanal pengaduan resmi https://dashboardpsc.blitarkab.go.id/landing dan sms center. Namun masyarakat terkadang lebih memilih menyampaikan keluhannya melalui media social yang mereka miliki. Sebagaimana kalimat “no viral no justice”. Pelatihan ini bertujuan memberikan pengetahuan tentang pengaduan masyarakat kepada siswa dan siswi MAN 1 Blitar. Metode pelatihan yang digunakan adalah klasikal non randomize control group pre-test and post-test design. Pelatihan diberikan dalam bentuk pre-test, post-test, pemberian materi dan pemberian buku saku pengaduan masyarakat. Terdapat 15 pertanyaan yang sama diberikan kepada peserta dalam pre-test dan post-test. Hasil pre-test dan post-test menunjukkan adanya kenaikan rerata nilai dari 45% ke 57%. Walau nilai ini masih kurang dari harapan namun pengetahuan siswa dan siswi terkait kanal pengaduan resmi pemerintah yang dapat digunakan untuk menyampaikan pengaduan masyarakat meningkat tajam. Begitupun pengetahuan mereka tentang faktor yang mempengaruhi pengaduan, jenis identitas yang harus dimiliki untuk menyampaikan pengaduan, serta instansi yang mengawasi pelayanan publik.
