Abstract

This study is trying to project some trends of U.S. foreign policy based on the results of presidential election in 2016. The United States had recently held presidential election on November 8, 2016. The victory of Republican candidate Donald Trump shocked the world that he defeated Democratic Hillary Clinton, who had excelled in some polls before the election. Various controversies raised by Trump did not prevent him from becoming the president-elect, as the global community soon became concerned with the possibility of the unstable international politics. After describing Clinton and Trump’s stand on foreign policy during their campaign, the study will present the results of the presidential election. Trump’s foreign policy is expected to show “the great American power,” but at the same time his favor of protectionism could threaten international economic cooperations involving the United States. The U.S. could see its image of “world police” reduced, but this would not automatically make the world safer. Under the leadership of Trump, American foreign policy will face many problems and challenges that are not easy to solve. Tulisan ini mencoba untuk memproyeksikan beberapa kecenderungan kebijakan luar negeri Amerika Serikat berdasarkan hasil pemilihan presiden tahun 2016. Amerika Serikat baru saja menyelenggarakan pemilihan presiden pada tanggal 8 November 2016. Kemenangan kandidat Partai Republik, Donald Trump, mengejutkan dunia. Ia mengalahkan kanditat partai Demokrat Hillary Clinton, yang unggul dalam beberapa jajak pendapat sebelum pemilu. Berbagai kontroversi yang disampaikan oleh Trump tidak mencegahnya memenangkan pemilihan, membuat masyarakat dunia segera menjadi khawatir dengan kemungkinan politik internasional yang kacau. Setelah menggambarkan posisi Clinton dan Trump pada isu luar negeri selama kampanye mereka, studi ini akan menyajikan hasil pemilihan presiden tahun 2016. Kebijakan luar negeri Trump diharapkan menunjukkan “kekuatan besar Amerika,” tetapi pada saat yang sama kecenderungan proteksionismenya bisa mengancam kerja sama ekonomi internasional yang melibatkan Amerika Serikat. AS akan melihat bahwa citra “polisi dunia”-nya bisa berkurang, tapi ini tidak akan otomatis membuat dunia lebih aman. Di bawah kepemimpinan Trump, kebijakan luar negeri Amerika akan menghadapi banyak masalah dan tantangan yang tidak mudah untuk dipecahkan.

Abstract

This article seeks to map the patterns of humanitarian diplomacy carried out by China as emerging power in responding to the COVID-19 pandemic. Departing from the debate about political motives in the humanitarian diplomacy strategy carried out by the states, it is increasingly relevant and crucial to examine how humanitarian action, which should be a solution in a crisis situation such as a pandemic, can actually be exploited to serve political interests and how the state humanitarian diplomacy can affect the whole performance of international humanitarian system. The focus on China as a developing country as well as a non-Western donor country (emerging donors) in the international humanitarian aid regime is expected to provide an alternative perspective in seeing the dynamics of actors in the regime. It will be argued that in the context of efforts against COVID-19, China’s humanitarian diplomacy is a mixture of normative and political motives to serve three main national interests, namely normative obligation, stigma management to defend international reputation, and domestic legitimacy of national government. These interests cannot be separated from its status as emerging power trying to fit in the established international humanitarian system while defending its eligibility as influential power in global politics. Penelitian ini berupaya untuk memetakan pola pelaksanaan diplomasi kemanusiaan yang dilakukan oleh negara emerging powers dalam merespon pandemi COVID-19. Berangkat dari perdebatan tentang motif politik dalam strategi diplomasi kemanusiaan yang dilakukan oleh negara selama ini, penelitian ini menjadi semakin relevan dan krusial untuk dilakukan untuk mengetahui bagaimana aksi kemanusiaan yang seharusnya menjadi solusi di tengah situasi krisis semacam pandemi dapat dimanfaatkan untuk memenuhi kepentingan politik negara. Selain itu, fokus terhadap Tiongkok sebagai negara berkembang sekaligus negara donor non-Barat (emerging donors) dalam rezim bantuan kemanusiaan internasional diharapkan dapat memberikan pandangan alternatif dalam melihat dinamika karakteristik aktor dalam rezim tersebut. Argumen utama yang dibangun adalah diplomasi kemanusiaan Tiongkok dalam konteks memerangi pandemic COVID-19 adalah perpaduan antara motif normative dan politik untuk memenuhi tiga kepentigan utama, yakni obligasi normative, manajemen stigma untuk mempertahankan reputasi internasional dan legitimasi domestik dari pemerintah pusat. Kepentingan-kepentingan ini tidak dapat dilepaskan dari status dan posisi Tiongkok sebagai emerging power yang harus beradaptasi dan beroperasi di dalam sistem kemanusiaan internasional sekaligus berjuang menjaga eligibilitasnya sebagai negara berpengaruh di dunia.

Abstract

This article interrogates the enduring character of non-binding, sovereignty-centric refugee governance across Southeast Asia by analyzing the role of Indonesia within two principal displacement episodes: the Indochinese refugee crisis (1975–1996) and the ongoing Rohingya crisis. Applying the analytical lens of historical institutionalism and foregrounding the notion of path dependency, the account demonstrates how operational norms forged under the Comprehensive Plan of Action—including temporary humanitarian shelter, conditional burden redistribution, and the construal of displacement as a temporary aberration—have resurfaced in Indonesia’s present-day posture. Archival records, policy tracts, and a selective review of the secondary literature furnish a reconstruction of Jakarta’s stewardship of the Galang Island camp and an assessment of its recent practices toward the Rohingya, encompassing semi-offshore rescues and deference to international humanitarian actors. The inquiry substantiates profound institutional and normative continuities that circumscribe Indonesia’s capacity and readiness to construct durable, rights-respecting protection frameworks, notwithstanding a shifting geopolitical and humanitarian tableau. By embedding Indonesia’s trajectory within the regional governance matrix, the study illuminates historical legacies that continue to inform Southeast Asian refugee policy and underscores the constraints afflicting reactive, episodic cooperation in the face of protracted displacement. Abstract

This paper critically evaluates Indonesia’s involvement with ASEAN in the governance of refugees, contextualizing this within a regional impasse associated with an enduring prioritization of national sovereignty over collective obligations to promote humanitarian response. The paper examines Indonesia’s participation in the Bali Process, its bilateral refugee management efforts and its response to the Rohingya crisis to assess whether Indonesia is a positive or negative influence on the development of a cohesive ASEAN refugee framework. The results underscore the fragmented nature of ASEAN’s approach, driven by the principles of non-interference, the securitization of migration, and the lack of binding legal obligations, that stand in the way of the development of a structured and rights-based approach to asylum. As high-profile as Indonesia has been in demonstrating humanitarian leadership in some crises, it adopts restrictive domestic asylum policies that preclude engagement in foreign policy advocacy for regional solutions. The study contends that unless the region is able to transcend sovereignty-based limitations and adopt necessary institutional reforms, ASEAN’s standing regarding refugee governance will remain compromised.

Abstract

This article reinterprets Indonesia’s refugee governance and ASEAN’s regional approach as sites of norm contestation rather than mere institutional or capacity gaps. While the 1951 Refugee Convention promotes universal protection, Southeast Asia largely avoids fully integrating these norms. Indonesia exemplifies this paradox: it champions humanitarian diplomacy in forums like the Bali Process. It offers ad-hoc aid during crises, such as the 2015 Rohingya influx, yet it simultaneously upholds a restrictive asylum policy and remains outside key international refugee agreements. ASEAN, similarly, resists formalizing refugee protection, adhering to its core tenets of non-interference, informal regionalism, and consensus. Drawing on regionalism, securitization, and postcolonial theories, the article argues these are not failures, but deliberate political choices driven by concerns of sovereignty, security, and normative pluralism. It reveals how Southeast Asian refugee governance stems from conflicting regional identities and historical legacies, fostering a fragmented landscape where humanitarianism becomes a selective political tool. This analysis enriches critical discussions on refugee protection in the Global South and highlights the limitations of liberal humanitarian norms in diverse postcolonial contexts.

Abstract

Artikel ini membahas urgensi pangan biru sebagai pilar ketahanan pangan global dan implementasinya dalam diplomasi Indonesia dengan menyintesis tiga rumpun literatur—pangan biru, ekonomi biru dan tata kelola laut, serta kebijakan dan diplomasi pangan Indonesia—untuk mengembangkan kerangka “diplomasi pangan biru Indonesia”. Pangan biru, yang mencakup sumber daya akuatik seperti ikan dan rumput laut, dipandang menawarkan solusi terhadap krisis iklim dan kelaparan karena memiliki jejak lingkungan yang relatif lebih rendah sekaligus berkontribusi besar pada pemenuhan gizi dan penghidupan masyarakat pesisir. Sebagai negara kepulauan dengan kekayaan laut melimpah, Indonesia memiliki potensi signifikan untuk menjadi pelopor transformasi pangan biru melalui penguatan kebijakan ekonomi biru, integrasi pangan biru dalam perencanaan pembangunan nasional, dan diplomasi pangan yang inklusif. Artikel ini menyoroti tantangan utama yang dihadapi, antara lain dinamika geopolitik Indo‑Pasifik, regulasi perdagangan dan standar keberlanjutan yang berpotensi proteksionis, praktik IUUF, serta keterbatasan tata kelola dan kapasitas nelayan kecil, dan menawarkan strategi diplomasi pangan biru yang berlandaskan penguatan kebijakan nasional, pembentukan koalisi internasional berbasis kepentingan bersama, dan pemberdayaan masyarakat pesisir. Dengan langkah yang terarah, Indonesia berpeluang tampil sebagai pelopor transformasi pangan biru di kawasan sekaligus aktor normatif dalam tata kelola pangan laut global yang berkeadilan dan berkelanjutan.
