Abstract

The government continues to encourage the development and development of tourism in Indonesia, which is oriented towards regional development that relies on the community and is empowering the community, which includes various aspects, such as human resources, marketing, destinations, science and technology, cross-sector linkages, cooperation between countries, empowerment of small businesses, and responsibility in the utilization of natural and cultural resources. The main purpose of this study is to assess the preservation of nature and culture as an asset of a tourist village in Hargotirto, Kulonprogo. The study method is carried out using a qualitative descriptive data analysis technique, which is a research method that utilizes qualitative data and describes it descriptively. This type of qualitative descriptive data analysis is frequently used to analyze events, phenomena, or circumstances in a social way. The assessment results were carried out on Water Resources Management, Water Use Management System, Waste Management, Waste Management, and Waste Management, which have varying levels of importance.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi langkah-langkah strategis yang dapat dilakukan guna meningkatkan kualitas sumber daya manusia (SDM) melalui pendekatan teknologi dan digitalisasi pendidikan. Dengan menggunakan metode Systematic Literature Review (SLR), penelitian ini menganalisis berbagai artikel jurnal nasional yang relevan untuk mengungkap tema-tema utama seperti kesiapan infrastruktur digital, pengembangan kompetensi tenaga pendidik, implementasi kebijakan pendidikan berbasis teknologi, keterlibatan stakeholder lokal, serta tantangan-tantangan dalam penerapan strategi digitalisasi pendidikan. Hasil penelitian menunjukkan bahwa Kalimantan Timur memiliki potensi besar untuk mengintegrasikan teknologi dalam proses pendidikan, didukung oleh peningkatan infrastruktur digital dan kebijakan pemerintah daerah yang progresif. Namun, beberapa tantangan masih perlu diatasi, seperti kesenjangan akses di daerah terpencil, literasi digital yang rendah, serta keterbatasan anggaran untuk pelatihan tenaga pendidik. Oleh karena itu, strategi pendidikan di Kalimantan Timur harus mencakup pendekatan holistik yang melibatkan semua pihak, mulai dari pemerintah, sektor swasta, hingga masyarakat lokal. Dengan langkah-langkah tersebut, diharapkan Kalimantan Timur dapat menjadi model pendidikan berbasis digital yang berkelanjutan dan berkontribusi pada peningkatan daya saing SDM di tingkat nasional dan internasional.

Abstract

Pendidikan inklusif telah diadopsi sebagai strategi nasional di Indonesia untuk menjamin akses pendidikan yang merata bagi semua anak, termasuk anak berkebutuhan khusus (ABK). Namun, data empiris menunjukkan bahwa implementasinya di tingkat satuan pendidikan masih menghadapi tantangan struktural dan kultural yang kompleks. Studi ini bertujuan untuk mengevaluasi efektivitas pelaksanaan kebijakan pendidikan inklusif di Indonesia melalui pendekatan kajian pustaka, dengan menganalisis dokumen kebijakan, studi-studi empiris sebelumnya, dan menggunakan model evaluasi CIPP (Context, Input, Process, Product) serta lensa keadilan sosial. Hasil analisis menunjukkan bahwa kebijakan pendidikan inklusif telah selaras secara normatif dengan tujuan global seperti Sustainable Development Goals (SDGs), namun implementasinya masih menghadapi hambatan serius pada aspek input dan proses. Di antaranya adalah keterbatasan pelatihan guru, infrastruktur yang belum memadai, lemahnya koordinasi lintas lembaga, serta minimnya mekanisme pemantauan dan evaluasi berbasis data. Selain itu, orientasi kebijakan yang cenderung administratif belum sepenuhnya merefleksikan prinsip keadilan sosial dalam praktik. Temuan ini berkontribusi pada diskursus global mengenai efektivitas kebijakan pendidikan inklusif di negara-negara berkembang, dengan merekomendasikan perlunya pendekatan kebijakan berbasis evaluasi kontekstual, peningkatan kapasitas aktor pendidikan, penguatan sinergi antar pemangku kepentingan, serta perumusan kebijakan yang lebih responsif terhadap kebutuhan lokal.

Abstract

Effective leadership plays a crucial role in determining the sustainability of community empowerment initiatives in educational advancement, yet the relationship between leadership styles and long-term program sustainability in learning centers remains underexplored. This systematic literature review aims to examine the relationship between leadership styles and sustainability of community empowerment initiatives for educational advancement in learning centers, identify contributing factors to program sustainability, and analyze how contextual characteristics moderate leadership effectiveness. Following PRISMA 2020 guidelines, this review analyzed 24 studies published between 2008-2025 retrieved from Scopus database. Articles were systematically screened using predetermined inclusion criteria focusing on leadership styles, community empowerment, and educational contexts. Data extraction covered bibliographic information, methodological characteristics, contextual factors, and key findings. Thematic analysis was conducted to synthesize findings across studies. Transformational leadership emerged as the most effective style for promoting sustainable community empowerment, demonstrated through enhanced vision creation, stakeholder engagement, and distributed leadership practices. Authentic leadership development programs showed significant impact on breaking barriers and creating sustainable empowerment opportunities. Key sustainability factors include gender-inclusive approaches, community coalition building, empowering supervision mechanisms, and systematic quality management. Contextual moderators such as cultural background, institutional size, resource availability, and program orientation significantly influence leadership effectiveness. Technology-mediated leadership approaches show promise for extending reach and impact of empowerment initiatives. Sustainable community empowerment requires integrated leadership models combining transformational, authentic, and distributed approaches with systematic attention to contextual factors. Success depends on both individual leadership capabilities and supportive organizational systems that facilitate collaboration, inclusion, and quality management. Future research should prioritize longitudinal studies, cross-cultural comparisons, and technology-mediated leadership development.

Abstract

This community service aims to understand the empowerment of the tourism village community in the Development of Ecotourism Potential in Malahing Tourism Village, Tanjung Laut Indah Village, South Bontang District, Bontang City, East Kalimantan Province. The main problem is the sustainability of the creative economy community empowerment program for the community, especially batik craftsmen. The research method used in qualitative descriptive research displays data as it is in Malahing Tourism Village without a process of manipulation or other treatments, including exposure and clarification of existing data from a phenomenon that occurs. PT Pupuk Kalimantan Timur's CSR approach is carried out holistically, including social responsibility programs by paying attention to social, economic, and environmental aspects that emphasize the sustainability of community development for strategic stakeholders. The study results show that community empowerment in Malahing Tourism Village can independently improve the quality of life without dependence on the program organizer, CSR (Corporate Social Responsibility) PT Pupuk Kalimantan Timur.
