Abstract

Tekanan optimal pada paradigma New Public Management (NPM) telah menciptakan berbagai pendekatan tandingan. Pendekatan tandingan tersebut telah berkontribusi kepada produksi pelayanan publik dengan basis nilai yang berbeda akan tetapi pelayanan publik seharusnya diperlakukan secara kontekstual. Selain itu dengan munculnya tawaran-tawaran pendekatan pasca NPM juga tetap disertai dengan kritik tajam seperti kelemahan pendekatan governance yang ternyata tidak selamanya memiliki efek positif akan tetapi juga negatif. Hadirnya studi interdisipliner tentu dapat juga memperkaya studi pelayanan publik. Mengambil tiga level perpesktif tersebut studi ini merumuskan sebuah proyeksi fundamental pelayanan publik yang menciptakan keselarasan menuju trayek pelayanan publik ideal. Pemikiran akhir dari tulisan ini menghasilkan beberapa titik awal untuk mengoperasikan proyeksi tersebut.

Abstract

To date on Indonesia’s government performance, innovation agenda has encouraged public’s hope as bureaucracy reformation has been closer to policy failure. Innovation becomes a trend to make public’s ends meet, mainly innovation which is introduced by local governments. As the most innovative local governments, Yogyakarta City, has proceeded many thrive innovations from their local agencies such as Yogyakarta City Licensing Service Office. For long time, the office is recognized  as good practice of public service provision in Indonesia.  At that case, it can be assured through Licensing Service Clinic Unit (KLIPPER) innovation which gains considerable advantages, both internal and external stakeholder. KLIPPER is a licensing consultation program for investors who will make complex building construction permits. Furthermore, KLIPPER improves both license output and law-abiding performances. This study explores process behind innovation. It is prominent objective because scholars have argued innovation process as a blackbox and a conundrum.  We applies innovation process theory which separates to the threefold linear stages of the  procesess (initiation, implementation and diffusion). This study used qualitative approach to interpret involved actor’s experiences in innovation process. Finally, the study sums up that innovation is an evident work, it is not an accidental action because it can be traced back through to the dramatic steps, consequently it could be proposed as a framework to carry out innovative program for the others local governments agencies

Abstract

The shift in governance from a centralized to a decentralized system has made local governments increasingly significant in managing public affairs and delivering services to society. The high expectations of the public and changes in the global environment present unique challenges for local governments. Consequently, local governments are required to be more adaptive and innovative in their governance practices. In line with public sector management reforms, the last two decades have seen both practices and studies in public administration emphasizing the importance of adopting management tools or instruments known as public sector strategic management. This research seeks to explore the development of theories and concepts of strategic management as studied by researchers and published in internationally reputable databases. A systematic literature review method is applied to the theme of public sector strategic management in local government to examine the development of this theme over the past two decades. This research identifies gaps and highlights the evolving themes in strategic management, underscoring the need to integrate interdisciplinary methodologies and global perspectives. Future studies should prioritize leveraging digital tools, participatory frameworks, and equity-driven approaches to address rapidly changing governance demands.

Abstract

This study examines 392 Scopus-indexed publications (1975–2025) on innovation incentives in public policy using bibliometric methods through the Bibliometrix® application. Findings show a 7.66% annual growth rate, accelerating after 2010 as innovation incentives gained prominence in sustainability and digital transformation agendas. Research output is concentrated in core journals such as Sustainability (Switzerland), Research Policy, and the Journal of Cleaner Production, with Research Policy leading in scholarly impact. Keyword analysis and thematic mapping indicate a shift from fiscal and regulatory instruments toward broader themes of sustainability, governance, and organizational culture. Thematic evolution further reflects a movement from sector-specific cases, such as pharmaceuticals, to systemic perspectives on collaborative innovation and green development. Conceptual and co-occurrence analyses reveal two dominant orientations: one focused on economic and regulatory tools, the other on governance and sustainability. International collaboration networks highlight North America, Europe, and China as key hubs, while Latin America and Africa remain more regionally confined, underscoring global research asymmetries. Overall, the field is rapidly expanding and interdisciplinary but remains fragmented, with limited theoretical integration and uneven geographic representation. Strengthening comparative frameworks and fostering North–South collaboration are essential for more inclusive and context-sensitive policy insights.

Abstract

This study explains the trajectory of public administration (PA) time to time. Public Administration has experienced many significant developments since the writing of the study of administration  by Wilson in 1887. Starting from the identity crisis, the re-recognition of the study of public administration to the emergence of new public administration was increasingly growing when the new public management was introduced. The journey of PA has found its own way as a science that must be interpreted as a science that cannot stand alone but has its own character, especially how to look at the affairs of the public sector or everything related to the public in general. PA is not a science that has no clear boundaries or has a high degree of blurring. As long as the criticism shows the dynamics that actually employs PA studies instead of shutting down PA studies themselves. PA experiences patterns from the past to the future can be conceptualized into an PA trajectory. This trajectory certainly cannot be considered full and absolute effect, of course there are several loopholes and really in need to be criticized. The development and change of the PA study has reached an encouraging stage when in the current era the PA study has been considered as a tool to achieve a better society and country life, if the government is considered bad government then the PA is used as a guide to reform as well as being used to review current government performance  through various kinds of PA theories that already exist.
