Abstract

Currently, the political transaction through trade-off anak adat (customary child) status is wider applied in Papua local election. Benefiting from the direct elections, the elites competed for political power in the regions by mobilizing ethno-religious sentiments and utilizing money-politics. The voters, in return, behave as clients as they seek to gain material benefits from their preferred candidates in exchange for political loyalty. This condition caused the high-cost politics during the local election. Based on this problem, this paper attempts to analyze the hijacking of adat (customs) through trade-off anak adat status as a form of political transaction which impacted to high-cost politics. This study cultivates the theory of political transactions to analyze the political transaction in Papua local election especially in the gubernatorial election 2018 and election of DPRD (Regional Representative Council)’s member in 2019. This form of political transaction has caused the high-cost of local election in Papua, which is not only in the form of money, but also carried the social cultural high-cost impact. Of course, vote buying will make the candidates have to spend a lot of money. The trade-off of anak adat status from other than Papuan through buying and selling mechanism rather than using achievement and acknowledgement from the adat community would harm the Papuans. Moreover, this practice has brought detrimental destruction to the socio-cultural values of Papuan adat community. This study is qualitative research that use political approach to observe the local election processes in Papua. We used the criteria of credibility and confirmability to validate the data in our qualitative research.

Abstract

The need for infrastructure development in West Java Province during 2018-2023 is IDR 861.9 trillion, while the local budget (APBD) capacity is only IDR 54.9 trillion, so there is a gap in financing needs of IDR 807 trillion. The West Java Provincial Government can use municipal bonds as an alternative for regional development financing, but this opportunity has yet to be utilized. This study aims to analyze the obstacles to issuing municipal bonds in West Java Province and establish issuance strategies. The bond success theory, according to Hardwood (2000), and the municipal bond aspect theory, according to Djaenuri (2012), are used to answer the research question. The methodologies used involve qualitative study. Data was obtained through document reviews and interviews. The results revealed that the obstacles are the commitment of the governor, project selections, regulation of the minister of finance regarding procedures for issuing municipal bonds that have yet to be published, and the readiness of the DMU. The strategies that can be implemented are commitment, project selection, regulatory, and DMU preparation strategies.Keywords: Municipal Bond, Infrastructure Financing, Creative Financing

Abstract

The Renewable Energy Directive (RED) is a vehicle for environmental NGOs concerned about biodiversity destruction in Indonesia, for European biodiesel producers to admit new competitors, and for European Union (EU) interests to build a secure and sustainable economy for their region. In other words, it is a manifestation of the different interests of many agencies that share grace and favour over palm oil development in the EU. By observing the RED as the vehicle and the EU system of governance as its course, this paper records the interactions between those agencies in shaping the policy. The observations allow for agencies contributions to the images of palm oil. It depicts that biodiversity destruction is the basis for the sustainability criteria in the RED but it was not the only cause of the slowing down in the pace of the Indonesian palm oil market penetration in the region. To some extent, the RED is considered a trade barrier for Indonesian palm oil. However, the RED is an incentive to strengthen the image of the palm oil industry in a more constructive way and ensure the longevity of the industry.

Abstract

Transmigration is the program which cannot be separated with the success story of palm oil development in Indonesia. Transmigrants becomes the engine to build the palm oil smallholder. The involvement of transmigrant in the PIR-Trans program, primary credit for member Scheme (KKPA), and revitalization scheme has been accelerating the palm oil plantation development in Indonesia. However, the “success” of developing palm oil plantation in Indonesia through scheme mentioned above was not without flaws. Unclear of land status or overlapping claim become the biggest problems faced nowadays. This paper aims to observe the development transmigration program and palm oil development in Indonesia. By analyzing policies of both transmigration programs and palm oil development from different political administration, this paper shows that, first, transmigration policy went from narrative of security, economic growth to border development and security. Second, under those different policy narratives, transmigration policy has been accommodated to the development of palm oil in Indonesia. Transfer of central authority to local government in executing transmigration movement and settlement has been addition to local government operational permission authority for palm oil development.
