Abstract

Penerimaan Negara Bukan Pajak (PNBP) merupakan salah satu sumber penerimaan negara yang saat ini keberadaannya menjadi semakin penting. PNBP pasca produksi merupakan hasil reformasi kebijakan yang dihasilkan oleh KKP dalam rangka peningkatan pengelolaan perikanan nasional secara lebih efisien dan berkelanjutan. Penelitian ini bertujuan untuk mengevaluasi kualitas layanan  terhadap pelaksanaan kebijakan PNBP pasca produksi. Penelitian dilakukan melalui observasi dan wawancara dengan responden yaitu pelaku usaha. Metode penentuan responden dilakukan secara purposive sampling dengan jumlah responden sebanyak 60 orang. Analisis data menggunakan analisis gap lima aspek dimensi pelayanan. Pengolahan data analisis gap menggunakan perangkat lunak Microsoft excel. Hasil penelitian berupa informasi kesenjangan kualitas pelayanan melalui persepsi pelaku usaha terhadap penerapan PNBP pasca produksi di PPS Belawan. Hasil analisis gap menunjukkan bahwa terdapat gap yang cukup tinggi pada lima aspek dimensi pelayanan yang dianalisis. Dimensi yang perlu menjadi prioritas utama untuk perbaikan dalam hal kesiapan PPS Belawan dalam implementasi PNBP pasca produksi adalah dimensi tangible dengan nilai gap sebesar -0.80 yang berkaitan erat dengan kesiapan infrastruktur untuk mendukung penerapan PNBP pasca produksi. Urutan prioritas berikutnya adalah dimensi reliable, empathy, assurances, dan responsiveness.

Abstract

This research focuses on the design and fabrication of a high-power LED (HPL) light that integrates red, green, and blue LEDs for underwater lighting, commonly known as "lacuda," used on floating fishing rafts. The lamp features an aluminum heatsink with integrated fins for efficient heat dissipation and is coated with a resin-catalyst mixture for durability. The study involved measuring, drafting, assembling, and wiring the LEDs, followed by field testing in Krueng Raya Bay, Aceh Province. The primary objective was to evaluate the performance of HPL LED lights compared to traditional tubular fluorescent lamps (TL) used on floating rafts. Results showed that the HPL LED lights met design specifications and were technically suitable for fishing operations. Notably, they proved more efficient than TLs by providing superior light penetration when submerged, addressing the limitations of surface-mounted lighting. These findings suggest that HPL LED lights are a viable alternative for underwater lighting in fishing operations.

Abstract

Small-scale capture fisheries have a very important place globally, but unfortunately are still mostly unregulated. Typically, they are defined based on capture fisheries characteristics, technical attributes of fishing vessels, and socio-economic attributes of fishers. Indonesia uses the term ‘small-scale fisher’ (nelayan kecil), currently defined to include fishing boats of ≤ 10 gross tons (GT), which previously covered only boats of ≤ 5 GT. Because small-scale fishers are by law granted a privilege by government to be exempted from fisheries management measures (e.g. fisheries licensing system), its current definition jeopardizes fisheries sustainability and significantly increases the size of unregulated and unreported fisheries. It is also unfair, as it legitimizes the payment of government support to relatively well-off fishers. This paper aims to develop a functional definition of small-scale fisheries (perikanan skala kecil) to guide policy implementation to improve capture fisheries management in Indonesia. A definition of small-scale fisheries is proposed as a fisheries operation, managed at the household level, fishing with or without a fishing boat of < 5 GT, and using fishing gear that is operated by manpower alone. This definition combines attributes of the fishing vessel (GT), the fishing gear (mechanization), and the unit of business decision making (household) to minimize unregulated and unreported fishing and focus government aid on people who are truly poor and vulnerable to social and economic shocks. The terms small-scale fisheries and small-scale fishers must be legally differentiated as the former relates to fisheries management and the latter relates to empowerment of marginalized fishers.

Abstract

Pada tahun 2016, produksi perikanan tangkap di Kota Sorong tercatat sebesar 47.328 ton, namun pada tahun 2017 mengalami penurunan menjadi 44.710 ton (BPS, 2017). Penurunan dan fluktuasi hasil produksi tersebut umumnya dipengaruhi oleh jenis alat tangkap yang digunakan serta kapasitas kapal yang beroperasi. Berangkat dari kondisi ini, penelitian dilakukan untuk mengkaji sejauh mana variasi ukuran bukaan mulut bubu memengaruhi hasil tangkapan ikan di perairan Sorong, Papua Barat Daya. Penelitian menerapkan metode experimental fishing dengan membandingkan tiga ukuran bukaan mulut bubu, yakni Ø30 cm, Ø40 cm, dan Ø50 cm, selama periode enam bulan (Januari–Juni 2024). Hasil penelitian memperlihatkan adanya pengaruh signifikan dari perbedaan ukuran bubu terhadap jumlah dan komposisi ikan yang tertangkap. Secara total diperoleh 124 ekor ikan dengan berat kumulatif 122,4 kg yang terdiri atas 20 spesies. Bubu dengan bukaan Ø50 cm memberikan hasil paling tinggi, ditandai dengan dominasi tangkapan Kakap Timor (Lutjanus timorensis) sebesar 19 kg. Analisis data menggunakan Rancangan Acak Kelompok (RAK) yang dilanjutkan dengan Uji Beda Nyata Terkecil (BNT) menguatkan temuan bahwa ukuran bukaan bubu berpengaruh nyata terhadap produktivitas hasil tangkapanKata
