Abstract

In this study we estimate the impact of the Raskin subsidy policy on poor households' nutritional intake in Indonesia. The effect of Raskin subsidies on household rice consumption, calories from eight household consumption commodities and total household calories usingdemand function theory. Households are grouped according to the amount of rice consumption before the Raskin subsidy policy was implemented. The hypothesis of Raskin subsidy impact on calorie consumption is positive. Using panel data approach and two-stage regression (2SLS) is estimated coefficient, whether there is substitution effect or income effect. Suspected of endogenous relationship between rice consumption and subsidy then used the interaction ownership of social protection card and Post as an instrument variable. The results of the study showed that the impact of subsidies on calories is increasing in household groups with low rice consumption level, while the high level of calories consumption is reduced.

Abstract

This study focuses on the difference in spending policy behavior between regions having re-running incumbents in the 2015 election and regions that have the last-period incumbent. Hypothetically, re-runner incumbents would try to enhance their re-election probability by increasing their targeted expenditures in the times leading to the election time; in contrary, the last-period incumbents will do the opposite. Ordinary Least Square (OLS) cross-sectional data has been used to analyze the politicians’ behavior on fiscal spending policy for 237 municipalities. The study result shows that there is no difference in behaviour between regions having re-running incumbent and regions that have a last-period incumbent. Compared to regions with lame ducks, grant expenditure tends to be higher on election year in regions having a re-running incumbent. There is also a tendency that the higher grant expenditure in the year prior to the election, the lower grant expenditure during an election year in those regions.

Abstract

Abstract

Abstract

Less profitable socioeconomic factors could cause mental health problems like depression and stress symptoms. Previous studies have investigated the effect of cash transfers on physical health, education, and socioeconomic status. However, this study tends to investigate the effects of BLT and BLSM unconditional cash transfers on the mental health of the underprivileged households in Indonesia. In measuring mental health scores, we provide CES-D score with a score range of 0-30, which higher score means better mental health. Using IFLS 2007 and 2014 data and applying the Two-Stage Least Squared method, we found that BLT and BLSM recipients experienced an increase in mental health score by 1.5 points or 6.3% of the CES-D mean score. Our study also suggests that cash transfers affect the mental health of the recipients through two channels: psychological health, i.e., religiosity; and physical health, i.e., the number of disease symptoms. These programs have the potential to increase an individual’s religiosity and reduce the number of disease symptoms, hence, can enforce mental health improvements.

Abstract

This study aims to analyse the inclusion rate of two programs, namely Layanan Keuangan Digital (LKD) and Laku Pandai. We found that inclusion rate of LKD program and Laku Pandai program are 28% and 43% respectively when we define inclusion as use of service (access inclusion). However, the rate falls to 5% and 25% respectively when we define inclusion as account ownership. Laku Pandai program has advantages in increasing financial access of people who live in rural area, have low education, and generate low income. We also found that knowledge/certainty in transaction costs (for LKD) and size of access costs in the form of transaction costs and transportation costs (for Laku Pandai) are important determinants of account ownership.

Abstract

Abstract

A reduction of child and maternal mortality is among the targets of the Sustainable Development Goals (SDGs), namely the third goal. An important determinant of child and maternal mortality risk is the utilization of maternal and child health (MCH). This study aims to analyze the relationship between women's autonomy and the continuum of MCH services utilization in Indonesia using IDHS 2017. The unit of analysis was women of childbearing age who were married or living together, gave birth to at least one child in the five years before the survey, and had the last child aged 1 to 3 years, totalling as many as 6,575 samples. The analytical method used is multinomial logistic regression. The dependent variable in this study is the continuity of MCH services utilization and is divided into three categories, namely not a continuum, partial continuum, and whole continuum. The primary independent variable used in this study is women's autonomy with the demographic and socioeconomic factors as control variables. The results show that the proportion of mothers who used all MCH services continuously in Indonesia was 22.14 percent. Utilization of PNC and K4 became the most dominant services from disconnection of every mother from utilizing all MCH services continuously. Mothers with higher autonomy had a higher probability of taking advantage of some and all stages of the continuum of MCH services utilization. Therefore, the government must continue to increase women's autonomy to increase the continuum of MCH services utilization and achieve the SDGs targets.

Abstract

Welfare and health analysis in developed countries is the primary focus of various policies. The poor population health due to chronic diseases emerges as a vulnerability and threat to the country's economic stability. One of the chronic diseases that causes the highest global morbidity and mortality is hypertension. The burden or costs incurred due to hypertension are not only suffered by the patients but also for other household members, including paying for medical expenses. Thus, this study aims to estimate vulnerability due to hypertension using the vulnerability of expected poverty (VEP) method. This study employed data from the fourth and fifth waves of IFLS. The VEP calculation was done using the three-step feasible generalized least squares (FGLS) method. The results showed that households with hypertension tended to have lower consumption expectations than households without hypertension. Therefore, hypertension significantly increases household vulnerability in the future.
