Abstract

As a neoliberal institution, European Union has succeded in integrating. However, after the treaty establishing a constitution for Europe was failed to be ratified, European Union is experiencing setback of legitimacy. European Union later imposed Lisbon Treaty that was arranged right after the failure of constitution treaty. Still, the implementation of Lisbon Treaty triggered some new issues due to its content that is more or less similar to the previous unratified treaty. One of the issues came from the migration policy. The rejection from some of the member countries explained the legitimacy crisis on the institution of European Union. This legitimacy crisis is surely a negative precedent for European Union as a neoliberal institution. As in neoliberal institutionalism, an institution is supposed to be an independent variable when a state decides to cooperate and integrate itself in an institution. This writing is aimed to review the neoliberal institutionalism of European Union in the problems of the migration policy implementation upon Lisbon Treaty.This research used qualitative method, with neoliberal institutionalism as its core theory. This research found that European Union as an institution lacks of consideration towards the condition of its member states in making regulations. This can be seen on how the migration regulation on Lisbon Treaty still could not be implemented uniformly on all the member states. Besides, the refusal of Estonia, Hungary and Slovakia upon this migration regulation strengthen the crisis of legitimacy in European Union as a neoliberal institutionalism.. The spesific finding upon this migration issues on Lisbon Treaty brought us to a conclusion that the neoliberal institutionalism in European Union needs to be examined due to the decadence of the institution’s legitimacy.

Abstract

The European Union is an example of regional cooperations that represents regional identity. In the midst of the process of integration and expansion of membership, the European Union has an interest in building good relations with non-member countries in the immediate region, including the Mediterranean. The process of establishing cooperation between the European Union and the Mediterranean countries continues to change. The Euro-Mediterranean Partnership (EMP) in 1995 was the place for regional cooperation with most member countries and had a well-structured pillar of cooperation. However, the two entities re-formed a new cooperative platform, The Union for Mediterranean (UfM) in 2008. This study aims to explain why the European Union and Mediterranean countries changed the Euro-Mediterranean Partnership (EMP) into The Union for the Mediterranean (UfM) in 2008. Using the theory building approach in the Alex Warleigh-Lack regionalism concept, the findings in the research resulted in an answer that EMP has negative values that are not in accordance with the development of the issue so that it becomes a reason for the formation of UfM.

Abstract

Penelitian ini membahas mengenai strategi Buck-passing Amerika Serikat kepada Ukraina terhadap konflik yang terjadi antara Rusia dan Ukraina. Pada tahun 2021 Amerika Serikat dan Ukraina menjalin kerjasama untuk menjadikan Ukraina sebagai "Mitra Strategis” Amerika Serikat. Hal tersebut memicu amarah Presiden Rusia Vladimir Putin, melihat kemesraan antara Ukraina dengan Amerika Serikat membuat Rusia mengirim pasukan militer ke daerah perbatasan Ukraina dengan dalih untuk melakukan pelatihan militer. Untuk menganalisis masalah tersebut, penelitian ini menggunakan paradigma realisme yang diusung oleh Kenneth Waltz, dimana negara berusaha untuk mempertahankan keamanan dan kepentingan nasional mereka melalui strategi kekuasaan seperti diplomasi, penggunaan kekuatan militer dan aliansi. Periodesasi penelitian ini bermula dari tahun 2021 sampai tahun 2023 saat pertama kali Presiden Ukraina Volodymyr Zelensky menerima undangan Gedung Putih pada tanggal 1 September 2021. Penelitian ini adalah penelitian kualitatif yang menggunakan konsep buck-passing dimana Amerika Serikat (Great Power) tidak terlibat secara langsung dalam perang, melainkan hanya memberikan dukungan finansial dan persenjataan kepada negara yang menjadi buck-catchernya (Ukraina). Hasil kajian menunjukkan bahwa strategi buck-passing Amerika Serikat bisa dikatakan efektif pada periode 2021-2023, karena strategi tersebut dapat menahan serangan Rusia terhadap Ukraina.

Abstract

Lebak Regency has the second-highest prevalence of stunted toddlers in Banten, at 27.3%. The causes are not only malnutrition among pregnant women and toddlers but also a lack of maternal understanding of parenting practices that support the development of early childhood (0-6 years). Child development encompasses physical, cognitive, social, and emotional changes from birth to adulthood. At the Curugbitung Public Health Center (Puskesmas), midwives have not been equipped with comprehensive knowledge about child development, such as the Stimulation, Detection, and Early Intervention of Child Development (SDIDTK) program from the Indonesian Ministry of Health. The focus of midwives has remained limited to the 'Growth' aspect, such as height and weight, without considering the 'Development' aspect, which includes cognitive, social, emotional, and language development. Additionally, midwives are unable to provide age-appropriate developmental stimulation due to limited knowledge, time, and facilities. The solution offered by the Community Service team (PKM) from the International Relations Study Program of Universitas Budi Luhur is training to improve the quality of early childhood development based on a website to support the achievement of SDGs goal 4. This training aims to enhance midwives' knowledge and skills in early childhood care and development, with a holistic and integrative website-based learning module. This module facilitates midwives in providing counseling to parents, thereby improving the quality of early childhood education. The outcome of this activity is an increase in knowledge, skills, and the quality of health services, as well as the transfer of knowledge and technology to the community of Curugbitung, Lebak, Banten.
