Abstract

One method of evaluating the procurement is a merit point system (value system). In a merit point system price is one of the evaluation criteria, with the understanding that the more complex technical requirements and the more difficult to compare bid proposals, the lower the price weights. In general, the total value for technical bids is higher than price bids. At the auction using the merit point system, there are two main things that greatly affect the results of procurement, namely the determination of technical weighting and the price that will be used when evaluating bids and the method of weighing technical bids. When this is done correctly and appropriately, the company will get the right contractor in accordance with needs and can avoid the opportunity to commit fraud or corruption in the process of procurement. For this reason, the authors conduct research on the determination of technical weight and price as well as the method of weighting technical offerings with a case study of the selection of contracting IPM Geothermal Drilling through the Analytical Hierarchy Process (AHP) approach where the results of the study indicate that the AHP can assist the Procurement Planner to determine the technical weight and price as a reference for evaluating bids through the Merit Point System. AHP also helps the Procurement Implementer to rank technical bids during the technical evaluation. Keywords: merit point system, analytical hierarchy process, IPM Geothermal Drilling

Abstract

AbstractThe term of takaful originates from Arabic verb ”kafalah” which means ”to help one another” or ”mutual guarantee”. Now takaful can be defined as an Islamic insurance concept which is grounded in Islamic muamalat, and regulations of Islamic law. This concept has been practiced in various forms. Theoretically, Takaful is perceived as cooperative or mutual insurance, where members contribute a certain sum of money to a common pool. Takaful is invited since commercial/conventional insurance is prohibited in Islamic law. Commercial/conventional insurance is strictly disallowed for Moslem because it contains the elements of gharar (uncertainty), maysir (gambling), and riba (usury).Islamic Insurance or Sharia Insurance is based on mutual cooperation, responsibility, assurance, protection and assistance between groups of participants. Sharia Insurance gives members the opportunity to benefit in two ways ; from the financial security of a risk sharing arrangement, and from the spiritual benefit. Indonesia Islamic Insurance Association (AASI) said the growth of Takaful industry in 2013 reached 30-40 per cent. This year is expected better than before because Indonesia has prospect for the insurance industry to grow.Keywords: Islamic Law, Risk Sharing, Mutual Cooperation

Abstract

Salah satu cara untuk meningkatkan mutu dan kualitas pendidikan Indonesia adalah pemilihan jurusan secara cerdas dan tepat untuk Sekolah Menengah Kejuruan. Sistem Pendukung Keputusan (SPK) merupakan sistem berbasis komputer interaktif yang membantu mengambil keputusan memanfaatkan data dan model untuk menyelesaikan suatu masalah. Didalam SPK terdapat beberapa metode untuk mengambil keputusan, diantaranya Analisis Perbandingan Metode Analytical Hierarchy Process (AHP) dan Technique For Order Preference By Similarity To Ideal Solution (TOPSIS). Pada penelitian ini akurasi yang akan dilakukan adalah akurasi yang akan dibandingkan untuk mengetahui metode yang lebih baik dalam melakukan penunjang keputusan pemilihan jurusan baru di SMKS Binong Permai. Dibutuhkannya sebuah sistem aplikasi dan sistem informasi untuk dapat menyelesaikan masalah tersebut dengan menggunakan metode waterfall yang mana dapat membantu dalam hal perancangan sistem aplikasi atau sistem informasi yang akan dibuat dengan menggunakan bahasa pemograman PHP sebagai dasar pembuatan program serta konsep-konsep pemograman agar lebih terstruktur dalam pembuatan program, pengujian validasi menggunakan Focus Group Discussion, serta pengujian kualitas perangkat lunak yang dihasilkan menggunakan Mccall’s.. Dengan hasil analisis perbandingan metode AHP dengan Topsis ini dapat memberikan sebuah perhitungan yang mendekati keakurasian hasil dalam pemilihan jurusan untuk tercipatnya peningkatan mutu di SMK Binong Permai An Nurmaniyah.
