Abstract

In the context of family law, fathers play an essential role as the head of the family and the decision-maker who directs the family in various aspects, including decisions related to social and political interests. This study aims to describe the role of household heads as active agents in influencing family political choices. This research uses mixed methods to analyze the role of Muslim household heads in making political choices in the Luwu Raya region, South Sulawesi Province, Indonesia. Data were collected from 30 informants in the Luwu Raya regions using purposive sampling. Data in the form of interview documents, coded in several categories and then reduced according to the needs of the problem formulation. In addition to qualitative data, quantitative data percentages were also used to map political preferences, which were presented as diagrams. Finally, the data was narrated and interpreted to reach the right conclusion. The results show that the head of the family plays a role in shaping the political preferences of his family members by conducting more intense communication and persuasion. On the other hand, some family members have different political preferences due to their education and political experience.

Abstract

This study discusses the financial relationship between the central government and regional governments. It examines the pattern of monetary authority in the implementation of regional autonomy to know the system of implementing regional autonomy and reviewing financial regulations related to the performance of regional autonomy. The results of this study show that regional autonomy can be fully implemented if the central government explicitly decentralizes financial authority and state financial laws are adjusted to the concept of autonomy. The relationship between central and regional financial controls in the context of autonomy still requires regulation. The results of this study become a reference to realize sustainable central and regional economic relations

Abstract

Environmental pollution caused by mining activities is a complex issue that requires comprehensive handling through strict and effective criminal laws. Holders of a Mining Business License (IUP) have a legal obligation to comply with environmental protection and management regulations. While some studies examine criminal environmental liability in general, this study specifically analyzes the criminal liability of IUP holders. It focuses on factors that influence the effectiveness of law enforcement and formulates a criminal law enforcement model that can enhance environmental protection from the negative impacts of mining activities. Using a normative legal research method, this study analyzes the legal basis for the criminal liability of IUP holders in cases of environmental pollution caused by mining activities. It identifies factors that influence the effectiveness of criminal law enforcement against IUP holders and formulates a criminal law enforcement model to enhance environmental protection from the negative impacts of mining activities. The study analyzes primary legal materials, such as Law No. 32 of 2009 on Environmental Protection and Management, related regulations, and previous research findings. The results of the study indicate that the legal framework for the criminal liability of IUP holders is based on the principle of comprehensive liability, encompassing both corporate and individual liability, with the application of progressive criminal sanctions. The effectiveness of environmental criminal law enforcement is influenced by the complexity of interagency coordination, human resource capacity, the application of the ultimum remedium principle, and a monitoring system that requires improvement. This study contributes to developing more effective environmental criminal law enforcement policies by strengthening interagency coordination, improving human resource capacity, and using technology for monitoring.

Abstract

Designing bureaucratic reforms is not only about simplifying the bureaucratic structure, but the main thing is to change the mindset and bureaucratic culture patterns in governance. Therefore, reinventing Government is implemented into the government system. This study aims to analyze reinventing Government in the innovation of the Palopo City regional government and the strategy for developing regional innovation. This type of qualitative descriptive research is used to analyze and examine Reinventing Government in the Innovation of Regional Government Bureaucracy. Data collection in the fields through observation, interviews with innovation innovators, community users of innovation services, those responsible for the Palopo City Regional Innovation Index, and focused group discussions with public policy experts, and documentation, the data obtained are then analyzed by data reduction, displaying data, concluding conclusion, and verification. The study results indicate that regional innovations made in Palopo City are based on the principles of Reinventing Government, such as catalytic Government, mission-driven Government, results-oriented Government, decentralized Government, and anticipatory Government. However, the principles of reinventing governance, such as customer-oriented Government, community-owned and market-oriented Government, and entrepreneurial Government, have not been wholly implemented because the regional innovations created are individual, so it is hopefully that collaborative innovation can be applied to develop new ideas and creative solutions in regional Government.
