Abstract

Artikel ini mengkaji interaksi aktor kebijakan yang terlibat program Pengolahan Sampah Energi Listrik (PSEL) di Kota Makassar dengan menggunakan kerangka analisis Advocacy Coalition Framework (ACF). Berdasarkan pada penelitian kualitatif artikel ini mendeskripsikan interaksi aktor kebijakan baik secara formal dan informal dalam program PSEL di Kota Makassar dan melihat potensi dampak terhadap kebijakan tersebut. Hasil penelitian menunjukkan bahwa aktor yang terlibat dalam kebijakan PSEL terbagi menjadi dua, yaitu aktor negara meliputi pemerintah kota dan parlemen lokal yang memiliki keputusan untuk melaksanakan program, dan aktor non-negara terdiri dari perusahaan dan masyarakat sipil. Aktor kebijakan tersebut saling berinteraksi satu sama lain dan berusaha melibatkan kepentingan yang berbeda yang menciptakan pola ketergantungan. Dari interaksi tersebut terbentuk koalisi pro dan koalisi kontra yang menghasilkan potensi dampak terjadinya konflik antara eksekutif dan legislatif, penentuan lahan pembangunan, dan perencanaan kebijakan yang berkelanjutan. Temuan ini berkontribusi dalam mengidentifikasi faktor-faktor yang menyebabkan kebijakan program PSEL yang menghadapi tantangan  implementasi di tingkat lokal. Para pengambil kebijakan dapat mengambil pelajaran berdasarkan studi kasus ini untuk pembelajaran kebijakan terkait aktor-aktor yang terlibat untuk menjembatani kesenjangan antara formulasi dan implementasi kebijakan program PSEL di Indonesia.

Abstract

Villagers have been long marginalized and frequently treated as merely vote getters by outsiders’ power [the elites] to compete for their social and political support. This has been taking places for such a long time including during the time of Soeharto’s New Order. The legislation of Laws Number 22 Year 1999 on Regional Autonomy, and then the Laws Number 32 Year 2004 have provided better hope for a more democratic treatment for the villagers, particularly by the application of Village Autonomy [Otonomi Desa]. Village democracy through Village Autonomy is actually not a new concept in this country. Due to various obstacles, however, this sort of autonomy has never been successfully applied. Since the application of Laws Number 32 Year 2004, by the establishment of Village Democratic Board, it is hoped that village democracy may be successfully realized, not only on its formal aspects but also on its substantial ones.

Abstract

This paper aims to show importance of the Urban Regime Theory in observing and analysing political dynamics in urban area development policies. Based on some research studies that done by some scholars, this paper shows fact that in context of the urban development policies, there is actor who playing very dominant roles more than others. Although there are various actors with different backgrounds and but the policy still dominate by the dominat actor. This actor is ultimately influences direction and inclination of a development policy in the urban area that is called as the Urban Regime.

Abstract

The making of regional budgets involves several actors who have an interest in the Regional Revenue and Expenditure Budget (APBD). The relationship between each actor forms a structured and systematic network and arranges strategies to accommodate the interests of actors in the APBD. This article aims to explain how the relationship between actors and budget politics forms interests in the making of the APBD. The research method used is qualitative with a descriptive analysis type to describe the relationship of each actor by using actor-network theory and public policy. The results of the study found that the actors involved in the making of regional budgets were grouped into two, namely formal actors and informal actors. The main actors who dominate the making of regional budgets are the regional head as the highest decision holder and family relations as informal actors who influence decision making. Each actor forms a network to accommodate their interests in the APBD by strengthening their relationship with the highest decision-makers in regional budgeting. The strategy of actors in entering and guarding their interests in the APBD uses four political strategy frameworks, namely position strategy, power strategy, player strategy, and perception strategy. This article contributes to understanding that APBD budget politics cannot be separated from the role of formal actors and informal actors who have formed networks in guarding their respective interests.

Abstract

The covid-19 pandemic has had a considerable impact not only in the economic and health sectors but also in the political field, simultaneous regional elections which should have been held in September 2020 but due to the high number of covid-19 cases in Indonesia, it was postponed until December 2020 which made the Idris-Imam winning team required to be more creative because of mass restrictions and limiting direct campaigns so that crowds do not occur and limiting direct campaigns so that new clusters are not formed, This study aims to find out what strategies were carried out by the Idris-Imam successful winning team so that they were able to win the 2020 simultaneous regional elections in Depok City.

Abstract

The Covid-19 pandemic brought multi-sector changes in Indonesia not only in the fields of education and the economy, but also affected the democratic system in Indonesia in the implementation of the simultaneous Pilkada which was planned to be held in September 2020 postponed for up to 3 months. By continuing to carry out the Pilkada it was proven that the organizer, namely the KPU, issued regulations regarding campaigns during the Covid-19 pandemic so as not to trigger new clusters, which in the end made the candidates, including Idris-Imam, consider his marketing strategy so that he could win the contest that took place in Depok City. The aim of this paper is to describe the marketing strategy for the 2020 Depok Mayor and Deputy Mayor elections, this is interesting to review because of its implementation in the Covid-19 era. This study used a qualitative method whose analysis used descriptive data whose data were obtained from informants from the Idris-Imam winning team, members of the social media division and members of the winning team, while also using a number of articles or documents related to this paper. The results of this study indicate that the marketing strategy used by Idris-Imam follows the marketing concept of Nursal (2004): 1) Push Marketing, in marketing Idris-Imam interacts directly with the public from door to door by applying applicable rules, 2) Pull Marketing, the covid-19 pandemic is not an obstacle for Idris-Imam optimizes many social media platforms to disseminate its activities to gain public attention, 3) Pass Marketing, in marketing cooperates with religious figures and influencers to gain support to strengthen Idris-Imam reputation in public.

Abstract

Political coalitions in the multi-party system was an interesting pheno­mena in the political studies. Theoretically, political coalitions form were very variatif depending on the reason of the existence, duration, interesting,  supporting, as well as the system adopted by the govern­ment. All of this depends on the interests of political parties. This paper seeks to answer the questions: first, how do the model of coalition of politics in post-Suharto order; second, how do the trends of coalition in post-Suharto order. Based on a literature review, the results showed: first, basically a political coalition formed after Suharto showed two models, legislative coalition and government coalition. Second, the coalition that occurred in Indonesia today tend to be oriented pragmatic, especially on agreements at the political parties level.
