Abstract

Penelitian ini menyelidiki kepercayaan masyarakat terhadap mekanisme e-voting yang digunakan dalam proses pilkades di Desa Barombong, Kecamatan Gantarang, Kabupaten Bulukumba. Meskipun metode e-voting memiliki dasar hukum, metode ini tidak diterima secara luas dalam praktiknya. Akibatnya, penerapan teknologi tidak selalu diterima dengan baik oleh masyarakat. Penelitian ini menggunakan metode deskriptif kualitatif untuk menggambarkan fenomena dan keadaan yang ada dalam penerapan dan proses berjalannya E-voting di Pemilihan Kepala Desa Barombong, Kabupaten Bulukumba, serta memberikan interpretasi mendalam terhadap data yang diperoleh. Dengan teknik wawancara sebagai proses pengambilan data. Hasil penelitian ini menjelaskan e-voting di Desa Barombong telah meningkatkan partisipasi politik masyarakat dengan peningkatan partisipasi mencapai 67,98%. Masyarakat Bulukumba antusias menggunakan e-voting karena dianggap dapat meminimalkan kecurangan dan lebih praktis dibanding sistem manual. Secara umum, konsep pemilihan kepala desa melalui e-voting dapat diterima oleh masyarakat Desa Barombong setelah dilakukan sosialisasi dan mereka terlibat langsung dalam proses pemilihan menggunakan sistem tersebut.

Abstract

This paper describes the leadership of the village head. Community response is a benchmark for running an administration in Lembang Parang. The method used in this paper is qualitative research that uses primary data sources by direct observation by the author in Lembang Parang Village, Barombong District, Gowa Regency. Researchers collect data and information through interviews with related parties. This research is supported by data sources and information from books and documents that help research themes, journals, and electronic information media. The results of the study show that the transactional efforts used by the leadership of the Village Head towards his constituents are effective by observing the community's enthusiasm in actively participating in Village programs. The people of Lembang Parang received Transactional Leadership from Mursalim Abubaedah. On the other hand, the transformational leadership pattern implemented by Fatmawati as Lurah was also well received by the people of Lembang Parang. For the people of Lembang Parang, the transformational design implemented by Fatmawati is seen as an effort to improve people's lives in Lembang Parang.

Abstract

This study examines the complex dilemma faced by Indonesia in managing refugees, particularly the tension between humanitarian diplomacy objectives and domestic political imperatives. Despite not being a signatory to the 1951 Refugee Convention and the 1967 Protocol, Indonesia has become a significant transit country for refugees, with approximately 12,000 displaced persons currently seeking protection within its borders. Employing a qualitative approach and thematic analysis through the theoretical lens of humanitarian diplomacy, this research identifies key political factors influencing refugee management policies in Indonesia. The findings reveal that security concerns, economic considerations, public sentiment, and interest group dynamics significantly shape Indonesia's approach to refugee management. The study demonstrates how Indonesia's humanitarian diplomacy is frequently constrained by competing domestic political discourses and contested protection practices. The research contributes to the literature by analyzing local diplomatic approaches developed by regional governments to navigate these tensions. The study concludes that addressing this dilemma requires systemic transformation through stronger political commitment and a holistic, sustainable approach that harmonizes regulations with international protection standards while acknowledging legitimate domestic concerns. Abstract

This research aims to analyse Fahmi Adam's personal branding strategy through the Instagram platform in the context of the 2024 Gowa Regency DPRD General Election campaign. The research method used is qualitative with a descriptive approach, combining Instagram content analysis, participatory observation, and in-depth interviews with Fahmi Adam, the campaign team, and active audiences. The results showed that Fahmi Adam succeeded in building an authentic, consistent, and relevant self-image with strong social, religious, and youth values. This personal branding strategy not only increased the engagement of his followers on social media, but also created emotional closeness and public trust, especially among young voters. The findings confirm the importance of using social media as a space for two-way dialogue and interaction in modern local politics, and show how a strategic digital communication approach can strengthen politicians' electability. The benefits of this research lie in providing practical insights for local politicians in designing effective and ethical digital campaigns, as well as academic contributions in the development of digital political communication studies at the local level.

Abstract

This research examines the patron-client relationship between politicians and bureaucrats in the implementation of the simultaneous regional elections in North Buton Regency in 2024, focusing on the influence of patronage patterns on bureaucratic politicisation and the dynamics of political support in the regional bureaucracy. The main objective of the research is to reveal patterns of patronage, forms of bureaucratic politicisation, and their impact on governance during the Pilkada process. The method used is a qualitative case study approach, with data collection through participatory observation, in-depth interviews, and documentation. Data were analysed using the Miles and Huberman model and thematic analysis techniques to identify patterns and main themes. The main findings reveal the formation of two patronage axes that split the bureaucracy into two competing political forces, where bureaucrats' loyalties are strongly influenced by patron-client relationships based on merit and political dependence. The politicisation of the bureaucracy is visible through the practice of abuse of authority, politicisation of social assistance programs, project distribution, recruitment of honorary employees, and transactional promotions. This finding is important because it illustrates how a strong patronage culture is a serious obstacle to bureaucratic professionalism and accountable local governance, as well as providing strategic recommendations for bureaucratic reform and strengthening ASN neutrality in local democracy.

Abstract

The relocation of Indonesia’s national capital to East Kalimantan reflects spatial-political dynamics in which state, corporate, and community interests collide. This study employs a qualitative case study combining field observations, document analysis, and in-depth interviews with the IKN Authority, East Kalimantan provincial officials, Dayak and Balik traditional leaders, NGOs such as AMAN, and civil society actors. Findings show that spatial planning is dominated by the central government and investors, while local participation remains limited. Key policy instruments, including the IKN Law and Detailed Spatial Plan (RDTR), tend to override indigenous rights, marginalize traditional living spaces, and prioritize long-term land concessions for corporations. Such exclusionary practices have intensified land conflicts, forced evictions, and ecological damage in the Sepaku and Samboja areas, including deforestation, biodiversity loss, and water resource degradation. The results indicate that IKN development is not a neutral technical exercise but a contested political project. This aligns with Lefebvre’s conception of space as a contested social product shaped by power. The study contributes to debates on spatial politics in Indonesia while underscoring the need for inclusive, just, and ecologically sustainable planning.Peralihan Ibu Kota Negara Indonesia ke Kalimantan Timur mencerminkan dinamika spasial-politik di mana kepentingan negara, korporasi, dan masyarakat saling bertabrakan. Studi ini menggunakan metode studi kasus kualitatif yang menggabungkan pengamatan lapangan, analisis dokumen, dan wawancara mendalam dengan Otoritas IKN, pejabat provinsi Kalimantan Timur, pemimpin tradisional Dayak dan Balik, LSM seperti AMAN, dan aktor masyarakat sipil. Temuan menunjukkan bahwa perencanaan ruang didominasi oleh pemerintah pusat dan investor, sementara partisipasi lokal tetap terbatas. Instrumen kebijakan utama, termasuk Undang-Undang IKN dan Rencana Tata Ruang Terperinci (RDTR), cenderung mengabaikan hak-hak masyarakat adat, menggeser ruang hidup tradisional, dan memprioritaskan konsesi tanah jangka panjang bagi korporasi. Praktik-praktik eksklusif ini telah memperparah konflik tanah, pengusiran paksa, dan kerusakan ekologi di wilayah Sepaku dan Samboja, termasuk deforestasi, kehilangan keanekaragaman hayati, dan degradasi sumber daya air. Hasil penelitian menunjukkan bahwa pengembangan IKN bukanlah praktik pembangunan yang bersifat netral, melainkan proyek politik yang kontroversial. Hal ini sejalan dengan konsepsi Lefebvre tentang ruang sebagai produk sosial yang diperebutkan dan dibentuk oleh kekuasaan. Studi ini berkontribusi pada debat tentang politik ruang di Indonesia sambil menekankan perlunya perencanaan yang inklusif, adil, dan berkelanjutan secara ekologi.
