Abstract

KUBE is one of the poverty alleviation programs under the Directorate of Social Empowerment and Poverty Reduction, Ministry of Social Affairs. This program aims to empower the poor groups through the financial assistance to support productivity in economy. KUBE in Keparakan Village, Mergangsan, Yogyakarta City is one of the KUBE in DIY Province which is the best KUBE candidate in DIY. Ironically, within 3 years implementation of the KUBE Program, from 6 KUBE, 4 KUBE sustainable and the other 2 was discontinued. This paper seeks to examine what are the supporting and inhibiting factors for the implementation of sustainability KUBE in Keparakan Village.SWOT analysis and indicator of KUBE’s sustainability from the government can be used to interpret the causes of sustainable and discontinued KUBE.This research is using descriptive qualitative method and the data is collected using observation, deep interview, documentation, and audio visual. The results show that the internal factors gave the biggest impact for the sustainability of KUBE in Keparakan Village.All these sustainable KUBE has strong internal factors. It is reflected by the member’s commitment to obey the rules of the group. On the other hand, the discontinued KUBE has weak internal factors for its member ignorance to the rules. Besides, the role from KUBE facilitator wasn’t optimal enough to solve the problems faced by two discontinued KUBE.

Abstract

Abrasi pesisir menjadi ancaman serius bagi masyarakat Dusun Pasir Putih, Desa Sukajaya, Karawang. Kondisi ini mendorong PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) untuk melaksanakan program CSR Jaga Alam Melalui Pemberdayaan Masyarakat Pesisir (JAM PASIR) dengan konsep New Land, New Hope. Program ini menggabungkan inovasi teknis melalui teknologi APPOSTRAPS dengan pemberdayaan sosial-ekonomi masyarakat pesisir. Penelitian ini bertujuan menganalisis implementasi JAM PASIR sebagai inovasi sosial CSR yang berdampak multidimensi. Metode penelitian menggunakan pendekatan kualitatif studi kasus dengan teknik wawancara, observasi, dokumentasi, dan analisis data sekunder, serta validasi melalui triangulasi. Hasil penelitian menunjukkan bahwa JAM PASIR memberikan manfaat signifikan. Dari aspek ekonomi, program meningkatkan pendapatan kelompok ekowisata, UMKM perempuan nelayan, serta pendapatan desa, di samping efisiensi biaya abrasi. Dari aspek sosial, masyarakat terselamatkan dari abrasi, memperoleh alternatif pekerjaan, serta peningkatan kapasitas perempuan dan anak pesisir. Dari aspek lingkungan, terjadi pemulihan lahan abrasi, penambahan garis pantai, peningkatan keanekaragaman hayati, serta penyerapan karbon melalui penanaman mangrove. Dari aspek kesejahteraan, masyarakat menunjukkan perubahan perilaku lebih sadar lingkungan, peningkatan kesiapsiagaan anak, indeks kepuasan tinggi, dan nilai SROI 3,50. Program JAM PASIR menjadi model CSR inovatif yang layak direplikasi di wilayah pesisir lainnya di Indonesia. Coastal abrasion poses a serious threat to communities in Pasir Putih Hamlet, Sukajaya Village, Karawang. This condition encouraged PT Pertamina Hulu Energi Offshore North West Java (PHE ONWJ) to implement a CSR program called Jaga Alam Melalui Pemberdayaan Masyarakat Pesisir (JAM PASIR) with the concept of New Land, New Hope. The program combines technical innovation through the APPOSTRAPS technology with socio-economic empowerment of coastal communities. This study aims to analyze the implementation of JAM PASIR as a CSR-based social innovation with multidimensional impacts. The research applied a qualitative case study approach, using interviews, observations, documentation, and secondary data analysis, with validation through triangulation. The results show that JAM PASIR generates significant benefits. Economically, it increases the income of ecotourism groups, women’s cooperatives, and village revenues, while reducing abrasion handling costs. Socially, it protects communities from abrasion, creates alternative jobs, and strengthens the capacity of women and coastal children. Environmentally, it restores degraded land, extends coastlines, enhances biodiversity, and contributes to carbon sequestration through mangrove planting. In terms of wellbeing, it fosters pro-environmental behavior, strengthens disaster preparedness among children, achieves a high community satisfaction index, and delivers a Social Return on Investment (SROI) value of 3.50.JAM PASIR stands as an innovative CSR model that can be replicated in other coastal areas of Indonesia.
