Abstract

Abstract. After 3 years the Ministry of Energy and Mineral Resources Regulation (MEMR) No. 38 of 2014 on Mineral and Coal Mining Safety Management System was published, Mining Companies in Indonesia are still having difficulties in applying this regulation. In this study, the gap between the current and the expected condition are quantified, the causes are described, and strategies to improve the situation are developed by using Soft System Methodology. The population of this study is limited to mining companies whose permits are granted by MEMR. The results of evaluation showed that only 41% had achieved the expected level, as for now there are many barriers including: 1) Internal Factor: lack of understanding, management support and unstable workforce; 2) Difficulties in managing service companies); 3) Nature of Company: lack of resources, lack of familiarity with system concept); 4) Poor Audit; and 5) Lack of information from Government. This policy should be continued. The Government Interventions should be taken, including: 1) Promotion to Top Level Management; 2) Competency Development for Mine Inspector and Mining Companies; 3) Setting Minimum Criteria for Service Companies; 4) Optimizing the Audit; 6) Supervision; 7) Safety Award; 7) Strict Sanctions; 8) Increasing Awareness and Recognition.Keywords: Mining, occupational health and safety management, public policy evaluation, soft system methodology, system thinkingAbstrak. Setelah tiga tahun Peraturan Menteri Energi dan Sumber Daya Mineral Nomor 38 Tahun 2014 tentang Penerapan Sistem Manajemen Keselamatan Pertambangan Mineral dan Batubara, Perusahaan Pertambangan masih mengalami kesulitan dalam menerapkannya. Dalam studi ini, kesenjangan antara kondisi saat ini dan yang diharapkan diukur, penyebab kesenjangan dijelaskan, dan strategi untuk memperbaiki situasi dikembangkan dengan Soft System Methodology. Penelitian ini terbatas pada perusahaan pertambangan yang izinnya diterbitkan oleh Kementerian ESDM. Hasil evaluasi menunjukkan bahwa hanya 41% perusahaan yang telah mencapai tingkat penerapan yang diharapkan, dimana terdapat banyak kendala implementasi, antara lain: 1) Faktor Internal Perusahaan: kurangnya pemahaman, dukungan manajemen, dan tidak tetapnya tenaga kerja; 2) Kesulitan dalam mengelola perusahaan jasa penambangan); 3) Sifat Perusahaan: kurangnya sumber daya, kurang terbiasa dengan konsep sistem; 4) Tidak optimalnya pelaksanaan audit: dan 5) Kurangnya informasi dari program pemerintah. Secara umum, kebijakan ini memiliki tujuan baik dan harus dilanjutkan. Intervensi Pemerintah yang harus diambil untuk memperbaiki situasi, antara lain: 1) Sosialisasi kepada Manajemen Tingkat Puncak Perusahaan; 2) Pengembangan Kompetensi untuk Inspektur Tambang dan Perusahaan; 3) Penetapan Kriteria Minimal Implementasi untuk Perusahaan Jasa; 5) Optimalisasi Fungsi Audit; 6) Pengawasan; 7) Inovasi untuk Safety Award; 8) Pemberian Sanksi Tegas; 9) Peningkatan Kesadaran dan Pengakuan.Kata kunci: Evaluasi kebijakan publik, keselamatan dan kesehatan kerja, pertambangan, soft system methodology, system thinking

Abstract

Social security is an essential instrument for protecting people from falling into poverty due to economic shocks in the event of sickness, work-accident, old age, and death of income producers. Indonesia introduced Law no. 40 Year 2004 on National Social Security System to implement mandatory social security programs for all. Despite the compulsory participation for all, the national social security system's coverage continues to be low and mostly relies on government aids. This study explores and analyzes key factors that need to be considered during the policy options formulation process to ensure the intended policy can support the national social security system's implementation. The findings show the need to build an integrated ecosystem model that is critical for social security implementation by considering the combined use of decision-making approaches and five consideration factors during the policy options formulation. An integrated ecosystem model contributes better policy options formulation that can support the effective implementation of the national social security programs while minimizing implementation risks.

Abstract

The aim of this study is to propose a framework model to capture the knowledge management (KM) process and KM enablers and their connection to improving learning and growth in creative industries. This study is a literature review that analyses several articles related to KM and creative industries. Field observations were conducted at two creative industries to verify the literature review results. This review explores several studies of KM enablers and KM processes to identify KM’s relationship with organizational performance. Organizational performance can be measured from several perspectives, one of which is the tangible perspective of learning and growth. The framework model comprises three interrelated concepts of KM and performance: KM enablers, KM processes, and learning and growth as an intangible type of performance. Further study is needed to identify the types of KM enablers and KM processes to obtain a better understanding of how to improve the performance of creative industries. This study is limited to knowledge management in creative industries. Studies of KM strategies in creative industries are limited, including in Indonesia. Previous studies identify the relationship between KM implementation and improving tangible performance measurements, such as financial and customer performance. This study contributes to our knowledge of implementing KM to improve intangible performance in creative industries.

Abstract

In 2015, the Indonesian FDA issued Head of Indonesian FDA Regulation Number 14 of 2015 revised by Head of Indonesia FDA number 2 of 2017 then Head of Indonesia FDA number 21 of 2019 concerning the Implementation of the Risk Management Program (RMP) on Food Safety in Food Industry. This regulation mandatory requires foodstuff intended for particular nutritional uses (such as milk formula) and low acid can food industry in Indonesia to implement a risk-based food safety self-regulatory control system. This study aims to identify parameters of costs, problems, challenges, and benefits in implementing and operating RMP as a policy evaluation in the perspective of economic aspect. The result showed cost parameters that were considered important in the implementation of RMP, including documenting system, costs related to staff training, the cost for investment in new technology and equipment, and external consultant. While the benefit parameters that are expected by the industry in implementing RMP include the fast-track scheme optimization which is a special benefit from RMP, RMP branding to the public, and lifting obligation for HACCP certification for foodstuff intended for particular nutritional uses industry. These parameters are expected to be the basis for policymakers to improve the implementation of RMP.

Abstract

The cosmetic industry has been designated as one of the priority sectors, as stated in the Master Plan of National Industry Development 2015-2035. The priority development programs in the cosmetic sector are mastering technology and building international standard manufacturing capabilities. The cosmetic industry's ability to comply with international standards, including good manufacturing practices (GMP), is mandatory, mainly since the ASEAN Harmonized Cosmetics Regulatory Scheme was fully implemented. It has been almost 14 years since the scheme's implementation, and the Indonesian FDA has enforced all stipulations within the scheme framework. This study aims to evaluate the policy impact of GMP compliance on cosmetic industries in Indonesia through a cost-benefit analysis. A qualitative descriptive method is conducted to identify the benefits and the costs of GMP compliance and determine the importance or significance of the benefits and costs components. The result findings showed the more significant cost components include maintenance of building and facilities, quality control, maintenance of equipment, and sanitation and hygiene. In comparison, the weight scores of the benefit components do not differ much, with the benefit of increased product sales being perceived to be the most important.

Abstract

In Indonesia, selling cosmetic products that do not have a distribution permit is an unethical business practice and even a criminal act that violates regulations that require every cosmetic must have a distribution permit and meet safety and quality standards. This business practice certainly can threaten the Indonesian cosmetic business climate and threaten Indonesian cosmetic consumers with both economic and health consequences. This study aims to identify the factors causing illegal cosmetic circulation in the Indonesian online marketplace. Collected data from consumer surveys, observation, and interviews, were analyzed by the problem analysis triangle. The result shows that seven factors are causing illegal cosmetic circulation in the Indonesian online marketplace: consumer's lack of awareness on cosmetic legality; difficulty in identifying the legality of cosmetic products; seller's opportunity to sell illegal cosmetic products; seller's motive; seller's lack awareness on cosmetic legality; lack of supervision in the marketplace; and less controlled environment. The result of the study can be used as a basis for the Indonesian FDA to develop a comprehensive prevention strategy.

Abstract

Deputy for Law Enforcement (Deputy IV) is a strategy for strengthening the Indonesian FDA (BPOM) in responding to future law enforcement challenges that have functions and duties of the regulation and comprehensively eliminate crime in the Drug and Food sectors. They required a well-planned strategic plan to carry out their tasks and responsibilities, including a performance management system based on the Balanced Scorecard (BSC) approach. This research aims to evaluate the effectiveness of Balanced Scorecard (BSC) implementation at Deputy IV. The qualitative descriptive methodology was used in this research, analyzing primary data sources obtained through interviews with internal stakeholders. The result shows that there are essential factors on each system performance evaluation category such as integrity, commitment, responsibility, strategy map, key performance indicator (KPI), cascading, valid and balanced measurement, realistic target, individual and objective alignment, cascading, human resources, budgeting process, strategic planning process, data collection, and reporting. The recommendation, Deputy IV must be maintained the essential factors of BSC implementation to improve their future performance. This research is intended to assist public officials as policymakers in strategic planning and performance management evaluation.

Abstract

The Indonesia Sehat Fixed Income Mutual Fund is a business innovation launched by BPJS Kesehatan through collaboration with three Investment Managers, namely PPT Bahana TCW Investment Management, PT Danareksa Investment Management, and PT Mandiri Manajemen Investasi. This product was created to help BPJS Kesehatan in achieving two targets, first to fulfill the OJK Regulation No. 1 of 2016 on investment of state securities for non-bank financial services institutions, and second to increase revenue collection with donation schemes through crowdfunding mechanisms.This research focuses on how BPJS Kesehatan can implement effective strategies to increase the number of retail investors in Indonesia Sehat mutual fund products. In this study, an external and internal analysis was used, using tools and frameworks such as PEST, Porter Five Forces, STP, VRIO, and supported by interviews and surveys to internal BPJS Kesehatan. Nex step is mapping the strengths, weaknesses, opportunities, and threats through the SWOT Matrix, as well as determining the root cause of the problems. From the results of the study, it was found that the root cause that hinders the growth of Indonesia Sehat mutual funds is the selection of segmentation and target investors that are too narrow combined with the very limited promotion of the products, and also cooperation that needs to be reviewed with three investment managers. Author recommends an evaluation of cooperation with the three existing investment managers, as well as changes in marketing strategies to increase the number of retail investors.

Abstract

Covid-19 pandemics are giving a huge impact and uncertainties. Both business owners and customers have to adapt in doing business activity, to face the challenge of shifting purchasing behavior to necessary spending through online shopping. Home and living products become one of the priorities that can be seen through the increasing supply and demand, because of the restriction of mobility, that makes people more aware about their home decoration. Fluffy Fellas Studio is one of the home and living businesses which started in a pandemic and within a year, some of the products managed to become the top 3 best sellers in one of the marketplace in Indonesia, with increasing number of visitors and sales every month, but the retention and conversion rate are decreasing every month. Since the future challenges are still unpredictable, scenario planning framework is used to define four alternative solutions. The key focal issue of the research is what plausible scenarios and future strategies are suitable for Fluffy Fellas in 2 years. The critical uncertainties of Fluffy Fellas are Covid-19 pandemics and industry dynamics, which resulted in four scenarios assigned with their own narratives, implications, options, and early warning signals which should be analyzed carefully to determine which scenario to be implemented. To better prepare for all the scenarios, Fluffy Fellas should prioritize the improvement in supply chain, research and development, and social media planning. Abstract

An interesting phenomenon occurred in a remarkably effective and efficient shift in campaign strategy carried out by young millennial parliamentarians who won the 2019 DKI Jakarta legislative elections by controlling the parliamentary seats of the DPRD DKI Jakarta by 30%. Millennials are the majority community group of DKI Jakarta residents who actively use social media. The young generation of DKI Jakarta millennials is the target of Potential Market (Voters) by young legislative candidates as Segmentation, Targeting, and Positioning Marketing in conveying the concept of their work program to win the election and win the hearts of the grassroots community in the 2019 DKI Jakarta Legislative Election and be able to beat the senior incumbent politician with experience in politics. The research methodology used with a qualitative and quantitative research approach, which carries out a primary research approach, by distributing questionnaires using random sampling techniques. Furthermore, this research also conducted direct interviews with young legislators who won the 2019-2024 Legislative Election. The quantitative research such as external analysis and internal research by carrying out approaches through Benchmarking analysis and PESTEL Analysis. As well as internal analysis with the C12 New Wave Marketing approach and VRIO Analysis. From the results of studies that have been carried out, it is indicated that the implementation of Strategic New Wave Marketing by implementing and formulating the 12C implementation that prioritizes New Wave Value can form a distinctive personal brand of a politician who can form bonds with grassroots communities in their chosen area.
