Abstract

Smart Indonesia Card programme almost ten years after president’s instruction. The goal is for insurance Indonesia's student rights to study at school. Hence, through this research hopefully can be the solution of the programme’s problem. The method of this qualitative research is the approach from Cunningham (2016). Reason of declined drop out's number is the minimum of control in Smart Indonesia Card utilisation

Abstract

ABSTRACT Bureaucratic Reform in Indonesia almost ten years after announced. The one of aim is assurance Civil Servant give the service for public efficiently. Accrossingly, still found that some issues need to be improve. So, through this research can be one of implementation solution regard Law Number 20 Year 2023. Used qualitative method based on Bureaucratic Reform Grand Design 2010-2025. The result is this approach able to make the goal sukses. Key Words: Bureaucratic Reform; Law; Implementation

Abstract

Since its inception, many parties expect much that regional autonomy will be one of the gateways that bring Indonesian society to prosperity and prosperity. The current local autonomy raises the issue of where regional heads can’t cooperate with the regional heads above because they feel the same or equal to the governor and the number of corruption cases perpetrated by the regional head. The implementation of decentralization and deconcentration has not been able to significantly change the welfare of the people in the region. Implementation of local autonomy is still far from the ideals that have been established together. The implementation of regional autonomy requires the improvement of the legal constitution, especially the second amendment Constitution of the Republic of Indonesia. In keeping with the principle of granting greater authority to the regions to manage and prosper itself, it will be far more effective than providing central government obligations to distribute welfare.

Abstract

Law Number 5 Year 2014 on State Civil Apparatus (ASN) is in the process of amendment in the House of Representatives. The discussion process has been conducted since the end of 2016 with the focus of discussion related to K-2 honorary staff, KASN existence and ASN management. Amendment of the law as a response of the House of Representatives to the wave of demonstrations conducted by K-2 honorary workers. The amendment law is intended to complement, improve or refine existing. Therefore, the amendment of law No. 5 of 2014 on ASN needs to be done carefully with various considerations in the goal that the law will be more able to provide an integral law for the State Civil Apparatus (ASN).

Abstract

The Government of Banten Province in 2017 has a yellow public service compliance value for the assessment conducted routinely by the Indonesian Ombudsman Institute. This condition is interesting to study related to improving the quality of state civil apparatus, because the quality of state civil apparatus is correlation to the performance of public services. On the basis of research conducted illustrated Banten Provincial Government has a strong commitment in improving the quality of state civil apparatus as an effort to improve the quality of public services, although there are still some things that need to be improved. Commitment to improvement is illustrated by the intensity and quality of the training carried out, work control as an effort to realize work discipline and foster role models of superiors to subordinates. With the better quality of state civil apparatus owned by itself the quality of public services will increase significantly. It is not surprising when in 2018, the Indonesian Ombudsman gave an 80.74 compliance value from 50 administrative service products in Banten Province. This means that the public services of the Banten provincial administration are deemed appropriate to enter the green zone, parallel to the Provinces of West Java and DKI Jakarta.
