Abstract

Shifting from intra-regional trade to that of investment is the major aim of the economic integration of Southeast Asia. This article attempts to analyse the two essential factors of it, one is intra-regional trade and two is economic community. For the first analysis it selects Indonesia, Malaysia and Thailand as the observed countries and for the second analysis it takes Indonesia as the field study. Firstly, this article finds that free trade agreement is effective to increases intra-regional trade but ineffective to attract investment therefore Southeast Asia needs to amplify its open-regionalism principle. Secondly, it finds that private sector is ready towards the economic community therefore the ASEAN Economic Community is fit for the recent Southeast Asia’s integration.

Abstract

This study aims to observe the utilization of Free Trade Agreement (FTA) in the Special Region of Yogyakarta. The findings are obtained by processing primary data collected from in-depth interviews and a survey of firms by applying descriptive analysis. The findings show that FTA is utilized by merely 44% of the total population of 64 firms in Yogyakarta. The benefits of FTA obtained by firms include market access, ease of processing custom documents, and lower preferential tariffs. However, the disadvantages include onerous document requirements, limited information, and difficulties in understanding regulations. Another issue related to the utilization of FTA concerns the additional provisions, such as product certificates, timeliness in obtaining COO, guidelines on information access, and registration procedures. The policy implications of the findings are discussed in conclusion.

Abstract

Abstrak ASEAN membentuk integrasi ekonomi, seperti ASEAN Free Trade Area (AFTA), AFTA+1, dan ASEAN Economic Community (AEC), untuk meningkatkan perdagangan intra dan investasi antarnegara ASEAN. Tujuan dari penelitian ini adalah untuk meneliti dampak integrasi ekonomi ASEAN terhadap ASEAN FDI (AFDI) dan perdagangan intra ASEAN (AIT). Penelitian ini menggunakan data sepuluh negara ASEAN dan enam negara mitra selama periode 2001-2017 dan di estimasi dengan menggunakan Generalized Least-Square (GLS). Hasil estimasi menunjukkan CEPT-AFTA ASEAN6 tidak dapat meningkatkan AIT dan AFDI. Dampak positif CEPT-AFTA pada AFDI dan AIT hanya terjadi pada tahun 2015, meskipun dampak pada AIT tidak signifikan. Penelitian ini mengindikasikan bahwa AFTA+ dapat meningkatkan AIT dan AFDI antara negara-negara ASEAN+6. AEC memiliki dampak positif pada AFDI dan dampak negatif pada AIT. Penelitian ini juga menyimpulkan bahwa jika dengan kerangka ASEAN+ menyebabkan investment creation di kawasan ASEAN+6. Untuk memperkuat perdagangan dan investasi, maka pemerintah perlu memperkuat kerja sama melalui Regional Comprehensive Economic Partnership (RCEP). Kata Kunci: ASEAN, FDI, AFTA, Perdagangan Intra, AEC Abstract ASEAN created several economic integrations, such as the ASEAN Free Trade Area (AFTA), AFTA+1, and ASEAN Economic Community (AEC), to increase intra-trade and investment between ASEAN countries. This study aimed to examine the impact of ASEAN economic integration to ASEAN FDI (AFDI) and ASEAN Intra-Trade (AIT). The data consists of ten ASEAN countries and six partner countries from 2001 to 2017. It was estimated using the Generalized Least-Square (GLS). Estimation results showed that CEPT-AFTA ASEAN6 could not increase AIT and AFDI. The positive impact of CEPT-AFTA on AFDI and AIT occurred in 2015, with insignificance on AIT. The study also indicated that AFTA+ could increase AIT and AFDI between ASEAN+6 countries. Contrarily, AEC provided a positive impact on AFDI and an insignificant negative impact on AIT. The study concluded that the ASEAN+ framework causes investment creation in ASEAN and partner countries. The government needs to strengthen cooperation through Regional Comprehensive Economic Partnership (RCEP) to escalate FDI and trade. Abstract

Semakin rendahnya biaya perdagangan antar negara menyebabkan peningkatan kegiatan perdagangan dengan skema Global Value Chains (GVC) yang terbukti memberikan banyak manfaat bagi negara antara lain percepatan industrialisasi, transfer teknologi, penyerapan tenaga kerja dan peningkatan nilai tambah industri. Partisipasi dalam GVC terdiri dari dua komponen yakni forward participation dan backward participation dimana keduanya memiliki karakteristik yang berbeda. Penelitian ini bertujuan untuk mengidentifikasi apakah ekspor komoditi primer (karet dan CPO) negara ASEAN 6 berhubungan dengan partisipasi GVC forward dan ekspor komoditi manufaktur (elektronik dan otomotif) berhubungan dengan GVC backward serta mengeksplorasi faktor-faktor yang dapat mendorong partisipasi GVC. Studi ini menggunakan data panel dinamis dengan metode GMM dan menemukan bahwa ekspor komoditi primer berhubungan dengan GVC forward kecuali untuk produk CPO sedangkan ekspor komoditi manufaktur berhubungan dengan GVC backward. Peningkatan GDP berpengaruh negatif terhadap partisipasi GVC sehingga peningkatan produktivitas sangat diperlukan untuk mendorong partisipasi, sedangkan FDI yang masuk ke wilayah ASEAN 6 diindikasikan lebih kepada resource dan market seeking bukan network seeking. kualitas infrastuktur berhubungan positif dengan forward participation karena kualitas produk hasil sumber daya alam berpengaruh dari kualitas infrastruktur. Kualitas pembiayaan dalam negeri dan kualitas institusi perlindungan hukum atas hak kekayaan intelektual berhubungan dengan backward participation. Pemodalan juga sangat dibutuhkan oleh industri untuk mendukung kegiatan perdagangannya serta kualitas perlindungan atas hak kekayaan intelektual juga berhubungan positif dalam mendorong backward participation.

Abstract

Penyebab belum selesainya negosiasi Indonesia-European Union Comprehensive Economic Partnership Agreement (IEU CEPA) adalah masih adanya poin pembahasan yang belum disepakati kedua belah pihak, salah satunya adalah usulan Uni Eropa untuk menghapus kebijakan bea keluar Indonesia. Studi ini menggunakan unit observasi komoditas ekspor kode harmonized system enam digit dalam rentang waktu 2007-2019 secara bulanan, dan mengaplikasikan metode fixed effect model, simultaneous equation model serta seemingly unrelated regression. Hasil estimasi menunjukkan bahwa bea keluar dan volume ekspor berkorelasi secara simultan. Peningkatan permintaan ekspor dari Uni Eropa secara signifikan meningkatkan tarif bea keluar Indonesia, dan tarif bea keluar Indonesia secara signifikan mengurangi volume ekspor ke Uni Eropa. Artikel ini menemukan bahwa kebijakan bea keluar Indonesia atas ekspor tujuan Uni Eropa dapat meningkatkan suplai di dalam negeri.

Abstract

This study aims to find empirical evidence of whether importing input as an external source of knowledge and technology transfer for developing countries affects export quality. Empirical data shows that over 75 percent of Indonesia's total import values are intermediate products used in the manufacturing process. This study combines custom data with a dataset of Indonesia's Firm-Level data of the Large and Medium Manufacturing Industry from 2010 to 2015. It applies the fixed-effect regression method and finds that imported input has a less significant effect on the export quality. Given its numerous populations, this study indicates that increasing imported input aims to meet Indonesian domestic demand instead of export quality.

Abstract

This paper modifies the Regulatory Impact Assessment (RIA) method in Indonesia's trade, investment, and industrial incentive policies. First, it analyses the Indonesian Bilateral Trade Agreements of Indonesia - Japan Economic Partnership Agreement (IJEPA) and Indonesia - Pakistan Preferential Trade Agreement (IP-PTA) This paper found if the trading partner has GNI per capita higher than Indonesia's then the expected outcome was the increasing FDI inflows and if its GNI per capita lower therefore the most top foreseeable result was the rising net trade balance of Indonesia. Second, it analyses industrial sector incentive analysis and found that firms prefer supply-side than fiscal incentives.
