Abstract

Customer satisfaction or dissatisfaction is determined, among others, by a service that is desired by customers. Quality assurance is a top priority for Honda motorcycle dealers, who at this time in particular are used as a benchmark for the competitive advantage of Honda motorcycle dealers. In providing satisfaction services to customers CV. Anugerah Niaga gives more priority to other Honda motorcycle dealers. The purpose of this study is to find out: 1) the role of the leader in improving customer service such as Honda motorcycles; 2) constraints faced by the leadership in improving motorcycle customer service; 3) efforts made by the leadership in improving customer service for Honda motorcycles on the CV. Anugerah Niaga in the City of Padang. This type of research is qualitative research using descriptive methods, namely the problem solving procedure investigated by describing or describing the condition of the subject or object of research of a customer or recipient of service and society at present based on facts that are visible and as they are. The selection of informants in this study was selected by incidental sampling which is sampling by taking individuals who can be reached or encountered .. The data types are primary data and secondary data collected through interviews, observation, and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: activities carried out by the leadership of CV. Angerah Niaga not only makes sales, but also serves motorcycle service. To service service services, there is a need for service quality standards provided by the company so as to provide even satisfaction for all consumers. In an effort to improve service quality standards, the leadership conducted a series of training and development. The conclusion that can be taken is the service in the sale of Honda motorbikes by the leadership of CV, Anugerah Niaga able to protect consumers by convincing consumers even though there are still obstacles faced and efforts to overcome these obstacles. Suggestions are to make selling procedures more convenient; sales conditions are somewhat relaxed; the best service procedures for consumers; and maintain achievement by increasing employee and consumer loyalty.

Abstract

One of the efforts to support the management of archives in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra is to create an archival application system that can be operated via a computer network, with the aim of increasing the acceleration of the search service process for an archive. This research is: 1) To find out what are the obstacles faced in the archive management system in the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 2) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra; 3) To find out what are the efforts made to overcome the obstacles in the archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra. This type of research is qualitative research. Qualitative research is research that intends to understand the phenomena experienced by research subjects (such as behavior, perception, action, etc.), holistically, and by means of descriptions in the form of words and language, in a specific natural and natural context. by utilizing various natural methods (Moleong, 2012;: 87). Informants are people who are used to provide information about the situation and conditions of the research background. So he continues to have a lot of experience in the research setting. As a team member with kindness, volunteering can provide views of values, attitudes and culture, which are the background for local research (Moleong; 2012: 90). The types of data are primary data and secondary data collected through interviews, observation and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: recording or distribution of archives in the General Bureau of the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province uses several types, namely the Electronic Service Manuscript System (TNDE) and the outgoing mail agenda book. The conclusion that can be drawn is the dynamic archive management system in the field of the General Bureau at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra Province in the aspects of creating and receiving archives, storing, maintaining, and shrinking, namely: in terms of creating and receiving archives, they have followed the existing archival provisions The most frequently created and received dynamic archives are correspondence records (letters). The archive storage system used at the General Bureau is the Electronic Service Manuscript Administration (TNDE) system. This TNDE system is so that letter data will be stored in a centralized database management system, making it easy to maintain data. The search for the TNDE system cannot be done automatically in the access feature in the system. For archival maintenance, the implementation of fumigation is carried out twice every year. In the context of shrinking the archives, there is an alternating dynamic archive assessment team. Archive shrinkage is in accordance with the Archive Retention Schedule (JRA), archives that have passed JRA will be immediately destroyed by burning. Suggestions include the implementation of a good archive management system at the Secretariat General of the Ministry of Public Works and Public Housing of West Sumatra, it should be equipped with supporting facilities and infrastructure.

Abstract

Implementation of personnel administration at PT. Ganda Prabu Nusantara begins with the process of human resource planning, the activities carried out to determine the human resource needs of a company. The purpose of this research is to: 1) find out how the implementation of personnel administration management at PT.Ganda Prabu Nusantara; 2) find out what are the obstacles encountered in the implementation of personnel administration management at PT. Ganda Prabu Nusantara; 3) find out what are the efforts made to overcome obstacles in the implementation of personnel administration management at PT. Ganda Prabu Nusantara Pekanbaru. This type of research is a qualitative study using descriptive methods, namely research that tries to describe, tell, and interpret a phenomenon that occurs at the present time. . The selection of informants in this study was chosen by incidental sampling, namely sampling by taking individuals who can be reached or met .. The type of data is primary data and secondary data collected through interviews, observation, and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: the implementation of personnel administration management at PT. Ganda Prabu Nusantara Pekanbaru that the planning was carried out by the chief director and his senior staff in order to obtain a mature plan regarding the programs of PT. Ganda Prabu Nusantara going forward. The conclusion is the implementation of personnel administration management at PT. Ganda Prabu Nusantara is that in recruiting employees requires a workforce planning process, because there are no mistakes in recruiting employees in recruitment. The method used by PT. Ganda Prabu Nusantara is the open and closed method. In recruiting PT. Ganda Prabu Nusantara employees have certain criteria that must be possessed by prospective employees, although there are obstacles but there are efforts to overcome them. Suggestions: expected by the leadership of PT. Ganda Prabu Nusantara in carrying out personnel administration must be increased again in order to experience maximum performance improvement; there are trainings and there are adequate incentives for employees based on policies from the leadership.

Abstract

The objectives of this study are: 1) To determine the leadership strategy in increasing employee motivation at LPP RRI Bukittinggi; 2) To find out solutions in dealing with obstacles faced by leaders to increase employee motivation at LPP RRI Bukittinggi. This research was conducted using a qualitative approach. The qualitative descriptive approach according to Mukhtar (2013) is a research that is intended to reveal an empirical fact in an objective scientific manner based on the scientific logic that is occupied. Informants are people who are used to provide information about the situation and condition of the research setting. So he continues to have a lot of experience in the research setting. As a team member with kindness, volunteering can provide views on values, attitudes and culture, which are the background for local research (Moleong; 2012: 90). The types of data are primary data and secondary data. Data collection techniques were collected through interviews, observations, and library research. The analysis technique used is qualitative analysis. The results of this study indicate that: the leadership strategy applied by the Head of RRI Bukittinggi Station is transformational leadership, proven to fulfill all the dimensions possessed by transformational leadership, namely charismatic, inspirational, individual consideration and intellectual stimulation. Broadly speaking, the leadership of the Head of LPP RRI Bukittinggi Station is modern leadership that humanizes humans. Leaders view humans or subordinates in their company not as objects, but as individuals who have the same character, traits, weaknesses, and strengths as leaders. The transactional leadership dimension does not apply to his leadership style. He does not give rewards or exceptions and special rules to his subordinates. The forms of motivation given by the head of the LPP RRI Bukittinggi station are establishing good personal relationships with employees (subordinates) in the form of giving rewards to employees who excel, gathering and evaluating together with employees, giving freedom to be creative and developing themselves, giving freedom of opinion (participation). employee).

Abstract

This research aims to find out and understand the management of the regional revenue and expenditure budget at the South Solok Regency Regional Financial Management Agency, as well as the obstacles and efforts made. The type of research carried out was descriptive-qualitative. Researchers select informants according to certain predetermined criteria. Data collection techniques in this research used observation, interviews, and documentation studies. The data analysis technique in this research was carried out using four data analysis steps, namely data collection, data reduction, data presentation, and drawing conclusions. Based on the research results, it was found that managing regional income and expenditure budgets requires four stages, namely the planning, implementation, monitoring, and evaluation stages. In the monitoring stage, there are two important roles that must be played, namely community participation and NGOs. With the active and involved participation of the community and NGOs in monitoring the implementation of regional revenue and expenditure budgets, there has been a positive increase in the accountability of regional fund management. Technical obstacles to realizing accountability in managing regional revenue and expenditure budgets in South Solok Regency. Efforts to overcome obstacles in managing regional income and expenditure budgets in the BPKD of South Solok Regency include increasing supervision through internal and external audits, active community participation, and increasing the competence of village officials and organizational commitment. By involving all relevant parties and implementing mechanisms that allow for regular monitoring and evaluation, it is hoped that better accountability can be created in managing regional income and expenditure budgets.

Abstract

This study aims to find out and examine how the role of the Head of the Sangir Batang Hari Education UPTD is whether it has been carried out properly or not. This study uses a descriptive qualitative method which explains in depth the role of the Head of Education UPTD Sangir Batang Hari District, South Solok Regency in improving employee performance. Data collection techniques using interview techniques, observation and documentation. Data analysis techniques, namely by triagulation, data reduction, data presentation and drawing conclusions. The result of this research is that the role of the Head of the Sangir Batang Hari Education UPTD has been very good in carrying out his role in improving employee performance and discipline. Meanwhile, the obstacle faced by the Head of the Education UPTD Sangir Batang Hari Subdistrict in improving employee performance at the Education UPTD itself, namely the most important obstacle was the lack of staff in the Education UPTD which was one of the most influential obstacles in improving performance at the Education UPTD. Furthermore, the constraints that exist in the UPTD itself also affect the human resources (HR) in the UPTD of Education who are not yet disciplined. Factors that influence the performance of UPTD Education staff in Sangir Batang Hari District, namely: Head of UPTD Education in Sangir Batang Hari District, South Solok Regency in order to increase the role that is more motivating for employees to carry out tasks according to the goals to be achieved so that employee performance can be even better for the sake of structure work and goal attainment.

Abstract

This research examines the execution of the zoning-based New Student Admissions (PPDB) policy at SMA Negeri 2 Padang, in alignment with the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 1 of 2021. This policy aims to enhance equitable access to and the quality of education across Indonesia, stipulating that schools must admit a minimum of 50% of new students through the zoning pathway, which is determined by residential proximity. Nonetheless, enacting this policy encounters many challenges affecting educational institutions, local government bodies, and the broader community. This study employs a qualitative descriptive methodology, utilizing comprehensive interviews with school principals, educators, PPDB committee members, parents of students, and representatives from the Education Office. Additionally, data collection methods encompass the analysis of relevant policy documents and direct observational research. The findings indicate significant impediments to policy dissemination and the technical dimensions related to zoning. Numerous parents express confusion regarding the metrics for distance measurement and the allocation of quotas for academic achievement, affirmative action, and transfer pathways. The inadequacy of school infrastructure further contributes to public discontent. Despite the policy’s intent to foster equity, the perception of preferred schools persists. Enhanced dissemination of information, rigorous policy oversight, and infrastructural enhancements are imperative in educational institutions in less developed areas to effectively realize the objective of educational equity.

Abstract

This article examines how the Land and Building Acquisition Duty (BPHTB) can be managed to increase Local Own-Source Revenue (PAD) in Lima Puluh Kota Regency, Indonesia. Using a qualitative, phenomenological case study, the research gathered data through observation of service flows, in-depth interviews with revenue officials and taxpayers, and document analysis, triangulated to enhance credibility. The analysis is structured by the Planning–Organizing–Actuating–Controlling (POAC) framework and aligned with public service principles. Findings show that BPHTB has been institutionalized through clear procedures, receipt and verification of SSPD, validation, and issuance of payment codes, yet several constraints persist: under-realization against PAD targets, taxpayer undervaluation of acquisition prices, limited literacy about obligations, and lean staffing for technical verification. Ongoing improvements include periodic data updating, scaled taxpayer socialization, workflow standardization, and integrated supervision. Proposed enhancements involve a lightweight valuation reference database, explicit escalation criteria for outlier cases, and transparent service-time pledges to strengthen trust while preserving speed. The study concludes that disciplined application of POAC, coupled with citizen-centric service design and modest digital support, can raise voluntary compliance and stabilize BPHTB collections without introducing new taxes. Practical implications include prioritizing inter-agency coordination (with land offices and notaries), targeted staff training, and continuous public communication. The article contributes an operational roadmap for districts seeking to translate BPHTB’s legal mandate into sustained PAD growth.

Abstract

This research paper offers an extensive literature review concerning the effects of legal alterations on the operational efficiency of municipal administrations. Despite implementing numerous legislative modifications to improve administrative efficacy, many local governing bodies encounter obstacles such as bureaucratic procedures, corruption, and insufficient institutional capabilities. Successful instances in nations like South Korea and Singapore underscore the significance of digitalization within public administration and unwavering political dedication in overcoming these hindrances and bolstering transparency. Conversely, in regions such as India and various African countries, obstacles like institutional shortcomings and widespread corruption hinder the effectiveness of reform initiatives. Critical elements for the success of such reforms encompass institutional capacity, political backing, and the integration of information and communication technologies. Public involvement and the effective management of bureaucratic opposition are also paramount. This analysis furnishes valuable insights for policymakers and scholars aiming to devise and execute more effective legal reforms. Policy recommendations entail continual training for governmental officials, persistent political dedication, and customized strategies tailored to local reform implementation obstacles.
