Abstract

The goal of this research is to improve the community’s economy through development strategy at the Department of Manpower Trade, Cooperatives, and Small and Medium Enterprises (UMKM) in Padang Pariaman Regency affected by the Covid-19 pandemic, and especially after the economic crisis. This study is a descriptive analysis that employs a qualitative method and relies on both primary and secondary data. In this study, informants were chosen using a purposive sample strategy that was based on certain features. The interviews, observations, and documentation studies using reliable and accurate sources are used to acquire data. The method and source triangulation are two techniques for assessing the veracity of data. While this data analysis approach employs data processing, data analysis, data reduction, and producing conclusions. According to the findings of this study, the strategy used to improve the community's economy can be seen through four indicators: (1) creation of a business climate for UMKM; (2) making integrated information; (3) establishment of a consulting and business development center; and (4) joint marketing system.

Abstract

This article discusses the leadership communication of the Barulak village head in Tanjung Baru sub-district in managing village government policies in Barulak Village, Tanjung Baru District, Tanah Datar Regency. Communication problems in the leadership of the Barulak Village Head in managing village government policies are very diverse and complex. Some of the problems in Barulak Village Head are as follows: lack of effective communication, unavailability of information, rigid hierarchical communication, social media and technology, limited resources, and irregular communication patterns. The method used in this study is qualitative research with a descriptive approach. Data collection techniques are based on direct observation, interviews, and literature studies. The results of the analysis of this article are that the leadership communication of the Barulak village head has an important role in building good relationships between leaders and the community, as well as in ensuring better decision-making for the village's progress. Here are some principles and strategies of leadership communication that the village head can apply: transparency, two-way communication, delivery of vision and goals, community involvement, adaptation of communication styles, conflict management, utilization of technology, education and awareness, and consistency.

Abstract

This research aims to find out and understand the management of the regional revenue and expenditure budget at the South Solok Regency Regional Financial Management Agency, as well as the obstacles and efforts made. The type of research carried out was descriptive-qualitative. Researchers select informants according to certain predetermined criteria. Data collection techniques in this research used observation, interviews, and documentation studies. The data analysis technique in this research was carried out using four data analysis steps, namely data collection, data reduction, data presentation, and drawing conclusions. Based on the research results, it was found that managing regional income and expenditure budgets requires four stages, namely the planning, implementation, monitoring, and evaluation stages. In the monitoring stage, there are two important roles that must be played, namely community participation and NGOs. With the active and involved participation of the community and NGOs in monitoring the implementation of regional revenue and expenditure budgets, there has been a positive increase in the accountability of regional fund management. Technical obstacles to realizing accountability in managing regional revenue and expenditure budgets in South Solok Regency. Efforts to overcome obstacles in managing regional income and expenditure budgets in the BPKD of South Solok Regency include increasing supervision through internal and external audits, active community participation, and increasing the competence of village officials and organizational commitment. By involving all relevant parties and implementing mechanisms that allow for regular monitoring and evaluation, it is hoped that better accountability can be created in managing regional income and expenditure budgets.

Abstract

The purpose of this study was to determine the inhibiting factors in the management government finance of Nagari in 2018, especially in the Nagari Government Budget (APB Nagari) in Kamang Magek District, Agam Regency, West Sumatra Province, namely Nagari Kamang Hilir. This study uses qualitative methods with descriptive analysis. The technique of collecting data using the interview approach consisted of 8 informants (Section of Financial Development and Wealth of Nagari DPMN, Financial and Development Management Section of Nagari DPMN, Secretary of Sub-District Head, Guardian of Nagari, Secretary, Treasurer, Head of Planning, Head of Government, and Bamus Nagari), focus group discussion (FGD) consisted of 5 informants (Wali Nagari, Secretary, Bamus, KAN, Youth, and Wali Jorong), and documentation studies. The results showed that the inhibited factors in management government finance of Nagari are still not following Permendagri Number 113 of 2014. There are inhibited factors in management government finance of Nagari including less supportive human resources, low community self-help, public oversight is still lacking, community participation is still low, and there is a change in the budget for reporting accountability.
