Abstract

The Village Fund does not have a significant effect on reducing the poverty rate in rural areas in Indonesia. The misallocation of the village fund budget was due to the improper village policy planning process. The key solution of improving policy and village governance is a rational problem-solving and decision-making . The method of formulating the rational aproach is meta-analysis related to meta theory, meta methods and meta-data. The results of the literature study formulated a systems thinking approach related to the formulation of a more participatory village policy design. Several aspects that need to be considered in the design of village fund policies, namely; developing support capacity and preparing the process of village fund policy formulation as a critical point for village policy practice, integration of village development policies, the importance of creating agile-adaptive governance, operational policy design and causal relationships, and evaluation of several districts in Bengkulu regarding village fund policies. All of those are formulated in a meta-analysis design in the form of a policy design flow chart that can be used as a researchguidance on the development of village fund policy formulations in Bengkulu Province

Abstract

The aim of this research is to find out the effectiveness of licensing services on the performance of the Bengkulu City Investment and One Stop Licensing Service. The population used in this study is the licensing applicant from the Bengkulu City Investment and One-Stop Service Office. The sampling technique uses descriptive qualitative based on predetermined criteria. Data collection techniques in this case are observation, documentation and questionnaires. The results of this study conclude that the effectiveness of licensing services on performance at the Bengkulu City Investment and One Stop Service Service is that the Effectiveness of Licensing Services at the Bengkulu City Investment and One Stop Service Service is still less than 82% or accept H0.

Abstract

This study aims to identify the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province, and explain the factors that influence the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province. This research is descriptive research with a qualitative approach. The determination of subjects in the study was carried out by purposive sampling and snowball sampling methods. There were 12 (twelve) research subjects, namely Talang Saling Village Head, Dusun Baru Village Head, Pasar Tais Village Head, and 3 (three) people who use public services from each Lurah Office. From the analysis using the tangible dimension, the reliability dimension, the responsiveness dimension, the assurance dimension, the empathy dimension, and the factors that influence the quality of public services, it can be explained that the tangible dimension ( tangible) At the Lurah Office in Seluma District it has not implemented well regarding the comfort of the place, ease of service, discipline of officers, ease of access and use of assistive devices. Dimensions of Reliability (reliability), the Lurah Office in Seluma District is still lacking regarding unclear service standards, the ability of officers is still lacking, and there is no expertise possessed by service officers. Responsiveness dimension (response/response), At the Lurah Office in Seluma District, the service process is not smooth and timely, so service users do not feel comfortable. Assurance dimension (guarantee), the Lurah Office in Seluma District does not have timely guarantees for service users but there is no cost for bureaucracy in services. The Empathy Dimension, Officers at the Lurah Office in Seluma District serve the community in a friendly and polite manner, but officers still prioritize their interests over the interests of service users. Two factors influence the quality of public services, namely internal factors and external factors. The internal factors are inadequate infrastructure, lack of service personnel, and lack of tools. While external factors, namely service patterns and procedures for providing services that have not been maximized.

Abstract

This study aims to describe and understand the factors that influence the development of the Sebelat Elephant Training Tourism Object, Suka Baru Village, Marga Sakti Sebelat District. This study uses a qualitative approach. Data collection techniques through observation, interviews and documentation. The informants in this study were the Suka Baru Village Government and the PLG Management who managed the tourism object, and the community as tourists. The results of the study concluded that of the ten factors that influence the development of the Gajah Sebelat training tourist attraction in Suka Baru Village, Marga Sakti Sebelat District, 6 factors that have been well supported, namely tourists, tourist attraction, natural resources, prices, tourism organizations/perpetrators and regional characteristics while the other 4 factors namely accessibility, tourist facilities, human resources and information have not optimally supported the development of the Gajah Sebelat training tourism object, Suka Baru Village, Marga Sakti Sebelat District.

Abstract

The research aims to answer the problem of the conditions, problems, and objectives of the drug abuse prevention policy among students in the city of Bengkulu. The framework adopted by the program advocacy model consists of activities; mapping conditions and constraints, looking for leverage points, and developing accepted policy objectives (Young and Quinn, 2012). The exploratory qualitative research method is a phenomenological approach. The unit of analysis is a group of students, lecturers, policy practitioners (Provincial BNN, counselors, rehabilitants, police,) and the community. Research informants were taken as many as 25 people. The research was carried out in September-October 2022 in Bengkulu by collecting data through FGDs. Interview and literature study. Triangulation (source, time, actors) was carried out to test the validity-reliability of the data and data analysis was carried out in an interactive process. The results of the study show that micro-policy support will be provided by universities such as constructing an education/teaching program that can leverage the success of the Movement to Prevent Narcotics Abuse among College Students. The implication is social policy where the anti-drug education policy model needs to be implemented in the movement to prevent drug abuse

Abstract

Era pasca pandemic dan Society 5.0 membawa keadaan volatility, uncertainty, complexity dan ambiguity pada aparatur front line. Penelitian ini bertujuan tujuan menganalisis dan menjelaskan persepsi aparatur front-line birokrasi kelurahan serta bagaimana keterkaitan antara determinannya dalam pembentukan persepsi melalui permodelan yang terstrukur. Kerangka pemikiran dikembangkan dari konsep persepsi aparatur pelaksana (Lipsky) dengan determinannya(Robbins&Judge). Kerangka tersebut menghasilkan hipotesis yaitu: H1 = Faktor personal berpengaruh positip dan signifikan terhadap persepsi aparatur, H2 = Faktor situasi kerja berpengaruh positip dan signifikan terhadap persepsi aparatur, dan H3 = Faktor target / tujuan kerja berpengaruh positip dan signifikan terhadap persepsi aparatur. Penelitian didesain dengan pendekatan quantitative eksplanatif. Penelitian dilaksanakan pada Mei-Agustus 2022 di lingkup aparatur pemerintah kelurahan di Kota Bengkulu. Populasi sebanyak 148 dengan sampel 94 responden. Analisis Structural Equation Model (SEM) dikembangkan melalui instrumen kuisioner yang telah diuji validitas dan reliabilitasnya. Analisis data dilaksanakan dengan asumsi dan teknik statistika dengan bantuan aplikasi SmartPLS 3.2.9 dan SPSS 21. Hasil penelitian menunjukkan persepsi aparatur terdiri dari pekerjaan digital, kejelasan organisasi, pekerjaan terukur, dan peningkatkan kompleksitas pelayanan. Perseptor adalah refleksi dari kualifikasi hasil, sikap pelayanan, dan keikhlasan. Konteks merupakan refleksi dari keterjangkauan lokasi dan dukungan masyarakat. Target asalah refleksi dari kemudahan, karier/hasil kerja, balas jasa, kedekatan dengan atasan, dan iklim kerja. Model fit untuk outer model dan model structural memiliki jalur yang positip-signifikan. Hasil uji secara parsial nilai t masing masing jalur yaitu ; X1à Y (t= 3.026), X2à Y(t=1.679), X3à Y(t= 4.043). Koefisien determinasi sebesar r square = 0,631(63,1%) menunjukkan nilai moderat(sedang). Nilai Q2=0,37 >0,05 menujukkan model memiliki nilai prediksi yang tepat. Model dapat memperkaya pendekatan bottom-up dalam manajemen dan kebijakan publik sebagai pendekatan strategis berbasis aktor yang paling mempengaruhi aksi kebijakan.

Abstract

SMK Negeri 1 Bengkulu City is a vocational high school located in Bengkulu City. Guidance and counseling services at school to help students in an effort to find themselves, get to know the environment and plan for the future of students. The purpose of this research is to facilitate students in obtaining counseling guidance information, conducting counseling guidance, and also reporting a finding of events that occur at school. Chat Bot Application of Students’ Counseling Guidance at SMK Negeri 1 Bengkulu City can be accessed online, where there are 2 interfaces, namely web-based which is accessed through the link https://bkchatbotsmkn1bkl.site/ and chat bot-based which can be accessed via telegram with @chatbotkonseling bot account. Chat Bot Application for students’ counseling guidance at SMK Negeri 1 Bengkulu City can facilitate and assist students in conducting students’ counseling through chat bot application, so that the problems experienced are known. In addition, this application can facilitate students in obtaining counseling guidance information, conducting counseling guidance, and also reporting a finding of events that occur in school environment at SMK Negeri 1 Bengkulu City. Based on counseling conducted through telegram chatbots on students, the results show that the system can reply to messages automatically according to the message command format sent by students via telegram, and the system can help provide information on the results of counseling according to the knowledge based on symptoms felt by students through the command format that has been set in the system and successfully display the results of counseling guidance. Based on the results of the alpha testing, it can be concluded that this telegram chat bot application is quite helpful in students’ counseling guidance and will be used by SMK Negeri 1 Bengkulu City.

Abstract

Basically, health centers in the BPJS era act as gate keepers. Gate keeper is a concept of a first-level health service system that acts as a provider of basic health services, functions optimally according to its competency standards and provides health services according to medical service standards. The purpose of this study was to analyze how Ujung Karang Health Center plays the role of gatekeeper in the public health service system (Study at the Ujung Karang Public Health Technical Service Unit, Central Bengkulu Regency) and to analyze the obstacles in implementing the gatekeeper model at Ujung Karang Health Center, Central Bengkulu Regency. The approach used in this study is a qualitative approach. This research will be conducted at the Ujung Karang Public Health Technical Service Unit, Central Bengkulu Regency). This UPTD is located on Jalan Bengkulu - Kepahiang, Ujung Karang, Karang Tinggi District, Central Bengkulu Regency, Bengkulu. Data collection techniques used in the study were in-depth interviews, observation, and documentation. This study uses triangulation techniques through three data collection techniques, namely interviews, observations, and documentation. Based on interviews and observations, this study found that the Ujung Karang Public Health UPTD has carried out its function as a gatekeeper in the health service system quite effectively. This role is reflected in the implementation of initial services, patient monitoring, referral systems, and the diversity and quality of services. However, there are still obstacles in terms of limited medical personnel, supporting facilities, limited referral systems, and access to medical personnel training. Therefore, it is necessary to strengthen the capacity of resources to support the optimization of the role of UPTD as the main implementer of first-level health services. Abstract

The Regional Secretariat (Setda) of Central Bengkulu Regency is one of the regional apparatus that functions as a center for administrative and strategic coordination in the implementation of government at the district level. As an organization, every member of the organization, both at the highest and lowest levels, must have discipline in carrying out their duties. As a member of the organization in the Regional Secretariat, of course, it is the State Civil Apparatus (ASN) who works in the Regional Secretariat itself. ASN discipline is not only in carrying out obligations but of course also discipline against the prohibitions that have been determined. If the obligations and prohibitions are violated, then ASN who commits violations should receive disciplinary sanctions, in accordance with the State Civil Service Agency Regulation Number 6 of 2022 concerning the Implementation Regulation of Government Regulation Number 94 of 2021. Without the discipline of ASN within the Regional Secretariat, it is difficult for the Regional Secretariat to achieve good performance. Therefore, this research is focused on ASN discipline on obligations and prohibitions as well as disciplinary sanctions. This research is a qualitative descriptive research, with the method of utanma data collection is interviews with informants. The information used is 6 people. The results of the research conducted show that not all obligations and prohibitions have been implemented by ASN within the Regional Secretariat of Central Bengkulu Regency consistently. Especially in the aspect of the obligation to come to work every working day, to go to work on time and to return to work after the time and the prohibition of leaving the workplace during working hours. ASN who violate discipline are given disciplinary sanctions in accordance with State Civil Service Agency Regulation Number 6 of 2022 concerning Implementation Regulations of Government Regulation Number 94 of 2021. The decision-makers at the Regional Secretariat of Central Bengkulu Regency are advised to improve the discipline of ASN in their environment and provide disciplinary sanctions against ASN who do not comply with obligations and prohibitions by not distinguishing between one ASN and another.  Keywords: Discipline on obligations, discipline on prohibitions and disciplinary sanctions.

Abstract

Efforts to realize self-existence are something that is considered normal among women in early adulthood who will generally make various efforts to maintain or improve their physical condition in such a way as to get a positive assessment from their environment. This happens because the assessment of body image positively and negatively depends on the individual himself in perceiving himself about how he should behave according to personal standards. Self-concept and gratitude are related to how individuals perceive their body image to be positive. The purpose of this study was to empirically examine the relationship between self-concept and gratitude and body image in early adult women. The sample in this study were women aged 20-25 years in the Jakarta, Depok and Bekasi areas. Data collection using a questionnaire. This research method uses a quantitative design with multiple correlation data analysis techniques and Pearson product moment correlation analysis. The results of this study indicate that self-concept and gratitude simultaneously have a positive relationship with body image in early adult women by 67.7%. Partially, only gratitude has no relationship with body image.
