Abstract

MCases of abuse of Narcotics and illegal drugs (Drugs) in Indonesia are currently increasing. Batam City is one of the cities that has a significant influence on the increase in cases of drug abuse and trafficking in Indonesia. This is what makes Batam City the main destination for drug trafficking. This paper will unravel the common thread of drug trafficking in Batam City and the strategies for dealing with it. This type of research is descriptive qualitative research. The results of the study show that there are 5 factors causing Batam to become the main destination for drug trafficking, namely: (1) the high number of drug users in Indonesia, Riau Islands and Batam; (2) the lifestyle of the Indonesian people who are easily influenced into users, dealers and drug dealers; (3) Geographical location of Batam city; (4) The legal sanctions received by convicts in drug cases have not yet produced a deterrent effect; (5) The ratio of security forces and objects being monitored is not ideal; There are 4 strategies that can be applied to minimize the entry of drugs from within and outside the country into Batam: (1) reducing the number of drug users in Indonesia, Riau Islands and Batam; (2) improving the lifestyle of the Indonesian people so that they are not influenced by being a drug user, dealer or dealer; (3) increase the number of security and law enforcement officers tasked with supervising vital objects that have the potential to become entry points for drug trafficking in Batam and increase the budget; (4) imposing the most severe criminal penalties on convicts in drug cases so that those who have not been caught are deterrents or potential perpetrators of drug crimes. The results of this study are expected to be material for consideration of relevant stakeholders in overcoming drug trafficking and overcoming it.

Abstract

Poverty is still a severe problem in Indonesia. Statistics show that until the end of 2017, the number of poor people in Indonesia is 26.58 million people or 10.12 percent of the total population. Uniquely, when the poverty rate has decreased in various regions in Indonesia, the poverty rate in Batam has increased. At present, the number of poor people in Batam City is 28,674 families. Although there is a reasonably high interest in poverty, the amount of research in Batam is still limited. The purpose of this study is to describe and analyze poverty reduction programs in Batam City. This research was conducted using qualitative descriptive research. The research proves that the poverty reduction program in Batam City has five impacts on public problems: first, the poverty reduction program has not been able to reduce poverty; second, the target group feels that their lives are better after receiving a poverty reduction program; third, the target group continues to live in poverty; fourth, the target group feels that the state is present in their lives; fifth, the target group has resigned to living in poverty. Besides, poverty reduction programs have two effects on the spillover effect; first, the emergence of social jealousy in the community; second, increase incumbent electability. In closing, this study recommends that poverty reduction programs still need to be continued but need to be revised. The improvement is to provide education and stimulation to recipients of poverty reduction programs so that they can escape poverty.

Abstract

This study aims to analyze administrative service efforts provided and constraints faced by Galang District. The results of the study indicate that efforts in administrative services include: submitting application files through (entrusted) to the local kelurahan, file storage through providers of pompong, joint ceremonies and meetings at the beginning of each month (first and second week), providing official housing around sub-district complexes, files can be submitted at the official residence of the employee outside of service hours and socialization has been carried out to improve understanding of service information. This condition shows that there is an interaction between the community and the apparatus in finding a shared solution related to services that can benefit. The obstacles faced include: first, inadequate internet network and only re-installed at the beginning of 2018. Secondly, electricity which still relies on generators and is only affordable by PLN at the end of 2018. Thirdly, damaged E-KTP recording devices so the community must move to the nearest sub-district to do the recording. Fourth, the lack of public understanding of the service system concerning the terms and procedures that must be passed so that the assumption arises that the service is difficult. This has an impact on the comfort and speed of service. The low level of public understanding of the service system is the responsibility of the apparatus to translate it so that it is easily understood.

Abstract

The purpose of this study is to find out how to manage the allocation of village funds in Guru Agung I Village in 2021. The research methods are interviews, documentation, and observation. The results of the research on Analysis of the Management of Village Fund Allocation in Kaur Regency (Study in Guru Agung Village, North Kaur District, Kaur Regency, Bengkulu Province), show that: 1) The planning stage of Village Fund Allocation in Guru Agung Village applies the principle of transparency. 2) At the stage of implementing ADD, Guru Agung village carried out self-management because the village government also wanted to improve the welfare of the community. 3) The stage of ADD accountability in Guru Agung Village, both technically and administratively, is good. Conclusion The Village Fund Allocation Management (ADD) carried out by the village government of Guru Agung I, North Kaur District, Kaur Regency has followed the guidelines in the legislation. The village government has implemented the principles of managing the Village Fund Allocation

Abstract

This study aims to determine the effectiveness of the Family Hope Program on the aspects of the goals and impacts of Lubuk Sahung Village, Sukaraja District, Seluma Regency. The subject of this research is the Beneficiary Family in Lubuk Sahung Village which consists of 9 informants. Data collection methods used are interviews, observation, and documentation with data analysis techniques. The results showed that the Family Hope Program in Lubuk Sahung Village, Sukaraja District, Seluma Regency had been effective in the fields of education, health, and the community's economy. The results of the research on education indicators have been effective, the answers given by the informants did not find the ineffectiveness of the Family Hope Program in Lubuk Sahung Village. While the health sector output indicators in the category can be said to be quite effective from some information that received assistance in the health sector of the Family Hope Program that the health indicators have been implemented and utilized properly. Then the impact indicator on is good with changes in the economy of the beneficiary familiesof the Family Hope Program. In general, the Family Hope Program seen from the dimensions of its effectiveness, Lubuk Sahung Village has been running effectively.

Abstract

Poverty is still one of the public problems which are a serious concern of the Indonesian government. In March 2017 it was learned that the number of poor families in Indonesia decreased by 1.19 million. Nevertheless, the number of poor people in Indonesia is still more than the population of Australia. As of the end of 2017, the number of poor people in Indonesia was 26.58 million or 10.12 percent of the national population. In contrast with the number of poor people nationwide that has decreased, in Batam City, the number of poor people has increased. Based on the Integrated Database in 2017 the number of poor people in Batam City was 28,674 households. Although there is a high level of interest in the issue of poverty, unfortunately, the number of studies related to poverty issues is still limited, especially research on poverty alleviation in Batam from a public policy perspective. This study aims to describe and analyze the implementation of poverty alleviation programs in Batam in 2015-2018. This research was conducted using a qualitative descriptive research design. The implementation of poverty alleviation programs in this study was assessed using the George C. Edward III implementation model. The results showed that poverty alleviation programs in Batam City had been implemented quite well. Based on the communication indicators, it is known that the poverty alleviation program implementor has known and understood what the goals and targets of the program are; based on resource indicators it is known that the poverty alleviation program implementor still lacks both human and financial resources; based on indicators of disposition it is known that the poverty alleviation program implementor in general already has a commitment, honesty, and democratic attitude; based on bureaucratic structure indicators it is known that the poverty alleviation program already has standard operating procedures and is quite well implemented and the bureaucratic structure is quite liquid and there have not been any obstacles to coordination and diffusion of accountability among organizational units. The results of this study are expected to be input for the Central Government and Regional Governments in evaluating the implementation of poverty alleviation programs and can be used as material for consideration for stakeholders in formulating poverty alleviation programs

Abstract

This research aims to provide an assessment of the implementation of the Action Plan for the Prevention, Eradication, Abuse, and Illicit Trafficking of Narcotics and Narcotics Precursors (P4GN) in the prevention field conducted by the National Narcotics Agency of Bengkulu Province. This study utilizes a qualitative method employing a case study research strategy. Data is collected through interviews, observations, and documentation, while data analysis is carried out interactively using the Miles and Huberman data analysis model. The research findings indicate that there are three well-assessed prevention programs/activities and two programs/activities whose implementation needs improvement. The evaluation of the effectiveness of these programs/activities is based on the achievement of P4GN success indicators. The three programs/activities that received positive evaluations are: a) P4GN socialization, b) urine testing for non-civil servant employees and transportation service operators, and c) drug-free village program. On the other hand, the two programs/activities that require improvement are: a) urine testing for every family planning activity, and b) urine testing for core members of the anti-drug youth cadre

Abstract

This research seeks to contribute knowledge by describing, exploring, and analyzing prison services organized by Batam prisons. The results show that public service in prisons is a special public service involving a particular community. In general, public service in Batam prison has been well organized, but there are some areas of service that are still not good. The study also found three obstacles facing Batam prison in public service. Firstly, there is no special room for visitors and inmates who are legitimate married couples. Secondly, Batam prisons are already overcapacity. Batam prison is the ideal 542 people, but is currently inhabited by 1193 prisoners. Third, the difficulty of eradicating the control of drugs from within the prison. Based on the results of the study, it is known that 71.7% is a case of inmate drug, while the rest are other criminal cases. Thus the potential for drug control from within the prison is very large. In addition, the potential that may occur is the occurrence of cadres or municipal traders in prison because drug dealers or dealers can interact with drug users, or other inmates in public spaces such as places of worship, canteen and sports venues.

Abstract

Penelitian ini bertujuan untuk mengurai akar masalah kemiskinan dan faktor-faktor yang mempengaruhi kemiskinan di wilayah pesisir Kota Bengkulu. Penelitian ini menggunakan pandangan dunia advokasi/partisipatoris, metode kualitatif dengan strategi penelitian studi kasus. Informan penelitian ditentukan dengan teknik purposive dan snowball sampling. Informan terdiri dari nelayan, penyuluh perikanan, pendamping PKH, pejabat politik/struktural dan peneliti/akademisi. Data diambil dengan wawancara, observasi dan dokumentasi, lalu dianalisis menggunakan Nvivo. Hasil penelitian menemukan bahwa masalah pengentasan kemiskinan di wilayah pesisir sangat kompleks. Terdapat tiga masalah utama pengentasan kemiskinan yang telah diidentifikasi. Tiga masalah utama tersebut adalah masalah alam dan lingkungan, masalah kebijakan dan masalah individu nelayan. Masalah alam dan lingkungan ini menjadi masalah pertama yang mempengaruhi kemiskinan di wilayah pesisir karena mayoritas mereka adalah nelayan tradisional. Nelayan tradisional pendapatannya sangat tergantung pada hasil tangkapan ketika melaut. Kondisi cuaca yang tidak bersahabat dan ekosistem laut yang sudah rusak parah mengakibatkan masyarakat pesisir menjadi kantong-kantong kemiskinan. Keberadaan kapal trawl yang terus beroperasi, limbah industri dan sampah plastik yang berada di laut merupakan penyebab utama kerusakan lingkungan/ekosistem laut. Masalah kebijakan merupakan masalah yang paling krusial dalam mempengaruhi keberhasilan program pengentasan kemiskinan. Masalah kebijakan terdiri dari tiga dimensi yaitu formulasi, implementasi, dan evaluasi, sedangkan masalah individu ini terdiri dari enam variabel yaitu alat tangkap, nilai-nilai budaya, manajemen keuangan, motivasi hidup, dan tingkat pendidikan. Tingkat pendidikan merupakan titik ungkit untuk mengatasi masalah individu yang melekat pada nelayan. Untuk menyelesaikan masalah pengentasan kemiskinan di wilayah pesisir harus dilakukan secara komprehensif sampai ke akar masalahnya dan mengoptimalkan treatment pada titik ungkit penyelesaian masalah.

Abstract

The aim of this research is to evaluate the effect of the Samisakerolling program on increasing income, welfare and employment opportunities inSawah Lebar Village, Bengkulu City. The research was conducted in SawahLebar Village, Bengkulu, from April 10 to May 10 2023. The approach usedwas a qualitative method with a narrative strategy. This research refers to theobjectives of the Samisake revolving fund program as regulated in BengkuluCity Regional Regulation No. 12 of 2013 concerning Management of SamisakeRevolving Funds, which includes increasing community income and welfare,expanding employment and business opportunities through the creation of newjobs, as well as implementing acceleration efforts. strengthening the people'seconomy through the involvement of the City Government, business world,local communities and community groups in participatory processes. However,due to limited time, resources and budget, the research focus is only on twoobjectives, namely increasing people's income, improving people's welfare andexpanding employment opportunities. The research results show that theSamisake Revolving Fund Program has succeeded in increasing recipients'income and welfare as well as opening up new job opportunities. This programsucceeded in increasing the gross and net income of the recipients. As manyas 73.33% of informants who were recipients of the Samisake program felt apositive impact after receiving the program. This positive impact includeschanges in conditions in terms of education, health and housing for Samisakeprogram recipients. As many as 33.33% of recipients of this programsucceeded in increasing their workforce to increase their business productivity
