Abstract

Abstrak Peningkatan kebutuhan air bersih di Kabupaten Magelang menuntut model tata kelola inklusif dan berkelanjutan. Penelitian ini bertujuan mengkaji model Quintuple Helix Innovation (QHI) dalam pengelolaan bank air bersih berbasis masyarakat di Lereng Gunung Sumbing, dengan memetakan peran dan sinergi lima aktor: pemerintah, akademisi, DUDI, masyarakat, dan lingkungan. Menggunakan pendekatan kualitatif, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Hasilnya menunjukkan bahwa QHI meningkatkan efektivitas distribusi air, memperkuat kelembagaan lokal, serta membangun kesadaran ekologi. Koperasi Darmowarih Tirtolestari menjadi aktor sentral dalam pengelolaan bank air bersih yang didukung oleh sinergi antara pemerintah, akademisi, DUDI, dan masyarakat lokal. Peran lingkungan bukan sekadar objek konservasi, melainkan ruang produksi pengetahuan dan inovasi. Model ini menciptakan sistem pengelolaan air yang efisien dan kolaboratif. Namun, tantangan struktural seperti lemahnya replikasi kebijakan, kapasitas SDM, dan relasi kuasa dalam kebijakan air menunjukkan perlunya reformasi kelembagaan dan keberpihakan ekonomi-politik agar model QHI mampu mewujudkan keadilan ekologis dan transformasi sosial. Kata kunci: QHI, Tata Kelola Air, Bank Air Bersih, Pembangunan Berkelanjutan Abstract The increasing demand for clean water in Magelang Regency necessitates an inclusive and sustainable governance model. This study aims to examine the Quintuple Helix Innovation (QHI) model in community-based clean water bank management on the slopes of Mount Sumbing by mapping the roles and synergy of five key actors: government, academia, business/industry (DUDI), community, and the environment. Using a qualitative approach, data were collected through in-depth interviews, participatory observation, and document analysis. The findings reveal that QHI improves water distribution efficiency, strengthens local institutions, and fosters ecological awareness. Koperasi Darmowarih Tirtolestari serves as the central actor in managing the water bank, supported by the synergy among government, academia, business actors, and the local community. The environment is not merely an object of conservation but also a space for knowledge and innovation production. While the model creates a collaborative and efficient governance system, structural challenges such as weak policy replication, limited human resource capacity, and power relations in water governance highlight the need for institutional reform and strong political-economic commitment to realize ecological justice and social transformation. Abstract

Saat ini kondisi debit Mata Air Sigandulan yang mengaliri 11 desa di Kecamatan Kajoran mengalami penurunan fungsi ekologi. Penurunan debit tersebut disebabkan oleh penggundulan hutan, berkurangnya tanaman penyimpan air, serta belum maksimal upaya konservasi air berkelanjutan. Hal ini menyebabkan fungsi dan manfaat jasa lingkungan belum terdistribusi secara berkeadilan. Tujuan pengabdian kepada masyarakat ini adalah untuk melakukan internalisasi gerakan pengelolaan sumber daya air berbasis Integrated Community Development (ICD) di masyarakat kawasan lereng Gunung Sumbing, Kabupaten Magelang. Metode yang digunakan meliputi pemetaan potensi dan problematika, pelatihan dan pendampingan pengorganisasian kelompok, serta kolaborasi aksi penanaman pohon dan pembibitan. Kolaborasi aksi multi stakeholders yang dilakukan dalam kegiatan ini menghasilkan jejaring kemitraan, peningkatan pengetahuan dan keterampilan masyarakat dalam mengelola sumber daya air secara berkelanjutan.

Abstract

This article examines the integration of the sister village program in the emergency response to the Mount Merapi disaster during the COVID-19 pandemic using the analysis of the AGIL functions- Adaptation (A), Goal attainment (G), Integration (I), and Latency (L). This study uses a descriptive narrative method. Primary and secondary data were collected through interviews, observations, documentation and FGDs in order to support and strengthen the results. The study findings show that according to the functionalism perspective, the condition of Nggargomulyo Village and Tamanagung Village people which are bound by the MoU sister village still has not shown harmonization. The community involvement of Tamanagung Village actively in the management of the evacuation is relatively low. Whereas community involvement in the sister village program is the basic principle of achieving the goals of this village fraternity cooperation. This condition resulted in the people of Ngargomulyo Village finding its difficult to adapt to the new refugee situation during the COVID-19 pandemic. This affects the program integration process and the functioning of the system, both internally and externally, because the program has not yet been institutionalized within the community. For this reason, it is necessary to refresh the role and function of the sister village as the main instrument in overseeing the disaster management system in Magelang Regency related to being integrative and sustainable.
