Abstract

Women with Disabilities have a greater social vulnerability both as Women and Persons with Disabilities. The stigma formed by the community greatly influences them in interpreting their menstruation. This study aims to explore the meaning of menstruation for women with mild disabilities. This research was conducted qualitatively using Alfred Schutz's Phenomenological Approach and supported by Symbolic Interactionism Theory and Radical Feminist Theory. The results of the study found the concept of menstruation, the concept of personal hygiene during menstruation, and gender relations in menstruation. The implications of this research are 1) Implementation of health policies related to reproductive health services for women with disabilities; 2) Menstruation socialization and counseling for Women with Disabilities and their families; 3) Capacity building of Social Welfare Institutions related to Gender and Reproductive Health; 4) Development of skills training for making cloth pads for women with disabilities and their families.

Abstract

This study aims to analyze the implementation of the Outcome-Based Education (OBE) curriculum at a faculty in a state-owned university in East Java using David C. Korten’s fit model, which emphasizes three elements: program, organization, and beneficiary alignment. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews with 12 lecturers, 6 students, and 3 administrative staff members, as well as through observations and documentation studies. The data were analyzed using the interactive analysis model. The results indicate that the implementation of OBE has achieved a progressive alignment between program design, organizational capacity, and beneficiaries, although it remains in a consolidation phase. The adoption of the Case Method and Project-Based Learning, supported by the SIM OBE information system, has successfully shifted the academic culture toward a student-centered learning approach, with average learning outcome achievements exceeding 70 percent of the class average score. The discussion of the findings suggests that while structural support and stakeholder involvement are relatively strong, several challenges remain, particularly regarding the consistency of pedagogical practices and the standardization of assessment among faculty members. These dynamics indicate that successful curriculum transformation requires a “triple alignment” among policy regulations, organizational culture, and classroom-level implementation. This study contributes to the conceptual framework of educational policy implementation by emphasizing that academic transformation is not merely administrative but requires strong synergy between curriculum design and operational capacity. The findings provide strategic insights for higher education institutions to optimize OBE implementation through the systematic integration of digital systems, faculty mentoring, and stakeholder collaboration to enhance graduate competitiveness.

Abstract

This study investigates the implementation of Gender-Responsive Budgeting (GRB) within local government development planning in Indonesia, using Mojokerto Regency as a case study. Applying Rhonda Sharp’s four-dimensional GRB framework and the Narrative Policy Framework (NPF), the research analyzes how GRB is operationalized and how policy narratives shape institutional behavior. The findings reveal that GRB has raised awareness within select agencies but remains fragmented and procedural. Key barriers include limited financial allocations, weak inter-agency coordination, superficial gender analysis, and marginalization of grassroots actors. Textual and network analyses confirm that challenges dominate stakeholder discourse, and decision-making power is concentrated in a few central institutions. The narrative elements consist of protagonists (DP2KBP2, BAPPEDA), antagonists (resistant OPDs), victims (marginalized groups), and allies (civil society) and unfold within a constrained governance setting, where the plot centers on the tension between mandates and practice. The moral emphasizes the need for leadership and reform, while belief systems reflect contested views of gender equity. The study concludes that advancing GRB requires sustained commitment, inclusive participation, and coherent policy narratives that frame gender equity as a strategic imperative
