Abstract

Tsunami merupakan kejadian alam yang terjadi ketika adanya aktifitas di dasar laut dan sangat berbahaya, karena dapat mengakibatkan kerusakan yang besar. Mengingat bahaya tsunami maka dalam penelitian ini dibuat sebuah perancangan pemodelan menggunakan paralelel computing untuk memodelkan tsunami yang terjadi di Aceh, menggunakan NVdia CUDA dan menggunakan metode lattice Boltzmann D2Q9. Abstract

Tujuan dari penelitian ini yaitu mengembangakan aplikasi pembelajaran Learning management system berbasis android untuk digunakan mempelajari kemampuan TIK bagi masyarakat yang dapat diakses gratis. Penelitian ini merupakan penelitian pengembangan. Subjek penelitian ini adalah masyarakat yang memiliki smartphone android dan ingin mengetahui atau mempelajari kemampuan TIK dalam bidang jaringan computer, rekayasa perangkat lunak, dan multimedia. Teknik pengembangan menggunakan pengembangan aplikasi android berbasis web. Metode pengembangan system menggunakan metode prototype yang memudahkan interaksi antara pengembang dengan pengguna dan dapat dilakukan dengan cepat. Hasil penelitian adalah aplikasi LMS berbasis android yang dapat digunakan dengan gratis dan diakses dimana saja, kapan saja selama ada koneksi internet.

This research is a development research. The subjects of this research are people who have android smartphones and want to know or learn ICT skills in the fields of computer networks, software engineering, and multimedia. The development technique uses android web-based application development. The system development method uses a prototype method that facilitates interaction between developers and users and can be done quickly. The result of the research is an Android-based LMS application that can be used for free and can be accessed anywhere, anytime as long as there is an internet connection.

Abstract

Background: Efficient and transparent complaint management is a key component of improving public services in local governments. Specific Background: At the Minahasa Regency Investment and One-Stop Integrated Services Office, complaint handling has been performed manually, leading to slow responses, lack of transparency, and administrative inefficiencies. Knowledge Gap: Previous studies have focused on web-based complaint platforms but have not addressed simple and fair queuing mechanisms to manage incoming reports. Aim: This study aims to design and implement a web-based complaint management system that applies the First In First Out algorithm to structure the handling of public complaints. Results: The developed system successfully organized complaints according to arrival order, reduced response time from three–five days to one–two days, improved administrative workflows, and provided real-time monitoring for users and administrators. Novelty: Unlike prior approaches that used priority or round robin scheduling, this study integrates First In First Out to ensure fairness and clarity in processing sequences, proven through real implementation. Implications: The system contributes to digital governance by strengthening transparency, accountability, and efficiency in local public service management. Highlight First In First Out algorithm ensures fair and structured complaint handling. System reduces response time and improves administrative efficiency. Abstract

General Background: Evaluating public satisfaction with government services is vital to ensuring transparency and continuous improvement in public administration. Specific Background: At the Investment and One-Stop Integrated Services Office (DPMPTSP) of Minahasa Regency, satisfaction assessment has been limited by manual data processing and a lack of integrated systems, leading to inefficiencies in monitoring and classification. Knowledge Gap: Existing approaches to measuring the Public Satisfaction Index (IKM) have not effectively utilized machine learning to automate classification and provide real-time recommendations. Aims: This study aims to implement the Support Vector Machine (SVM) algorithm to classify public satisfaction levels and support service evaluation at DPMPTSP Minahasa. Results: Using 182 testing datasets, the system successfully categorized satisfaction into four levels—very satisfied, satisfied, less satisfied, and dissatisfied—with the majority of respondents classified as satisfied. The developed web-based system also provided actionable recommendations for each satisfaction level. Novelty: This study presents an integrated and automated framework that applies SVM to the public service domain, enabling efficient, accurate, and real-time evaluation. Implications: The findings demonstrate that machine learning can enhance public service management by facilitating data-driven decision-making and promoting service quality improvements. Highlight : The SVM algorithm effectively classifies public satisfaction levels into four categories. The web-based system improves efficiency and accuracy in service evaluation. Abstract

This research aims to develop a Role-Playing Game (RPG) that highlights the history of the Tondano War to enhance the understanding of young generations. The Game Development Life-Cycle (GDLC) method was employed, consisting of five stages: initiation, pre-production, production, testing, and release. Data collection involved literature review and observation, with the game tested through blackbox testing on Android and Windows platforms. The results show that the game successfully introduces the history of the Tondano War through interactive narratives presented in chapters of varying difficulty. The game also allows players to strategize in turn-based combat. In conclusion, this game is effective as an educational medium that enriches historical knowledge and offers an engaging experience for young players.

Abstract

General Background: Public sector budget planning requires data-driven approaches to support service sustainability, particularly for emergency institutions such as regional fire departments. Specific Background: The Minahasa Regency Fire Department budget planning has relied on historical allocations that exhibit fluctuating and non-linear trends across expenditure categories. Knowledge Gap: Previous planning practices have not fully utilized non-linear statistical modeling to interpret historical budget dynamics and medium-term projections. Aims: This study aims to analyze historical budget trends and predict expenditure needs for the 2025–2027 period using a second-order polynomial regression model. Results: Using budget data from 2019–2024, the model successfully captured non-linear expenditure patterns, including a sharp increase in personnel and capital expenditures in 2024, with coefficients of determination of 0.448 for personnel expenditures and 0.409 for capital expenditures, while total projected expenditures approach IDR six billion by 2027. Novelty: This research integrates second-order polynomial regression with an interactive Streamlit-based application for visualizing and interpreting public sector budget projections. Implications: The findings provide an analytical basis for local governments to anticipate medium-term budget requirements, prioritize expenditures, and strengthen data-based financial planning for fire service operations. Abstract

This study aims to design and build a website-based application for scheduling fire and rescue personnel on duty at the Minahasa Regency Fire Department by implementing genetic algorithms. The main problem encountered is the manual scheduling process, which causes imbalances in schedule distribution, delays in information, and difficulties in adjusting when personnel changes occur. The system was developed using the Rapid Application Development (RAD) method thorugh the stages of needs identification, design, implementation, and testing. Genetic algorithms are used as an optimization mehod to produce a fair, efficient, and conflict free schedule. The system also provides a permit submission mechanism and automatic notifications to support officer communication and coordination. The results of User Acceptance Testing (UAT) showed an average score of 4.5 (versy good category), indicating that the system is easy to use and meets operational needs. Thus, this application contributes to improving the efficiency, accuracy, and transparency of the on-duty scheduling process at the Minahasa Regency Fire Department. HIGHLIGHTS • Ensures fair and conflict-free duty schedules using genetic algorithm optimization.• Improves communication and coordination with automated permit and notification features.• Achieves high usability with 4.5 UAT score, supporting operational readiness. Abstract

This study aims to develop a web-based system to evaluate the performance of top employees at the Secretariat of the Minahasa Regency Regional People's Representative Council. Previously, the performance evaluation process was conducted manually, resulting in inefficiency in data management, low transparency, and subjectivity in decision-making. To address these issues, a decision support system was designed and implemented using the Simple Additive Weighting (SAW) method to calculate the final score for each employee based on predetermined performance criteria. This study employed a structured system development approach, which included the stages of needs analysis, system design, implementation, testing, and maintenance. The system was developed using a web-based programming environment supported by a relational database to manage employee data, assessment criteria, and evaluation results. Employee performance assessments were conducted based on several criteria, including discipline, attendance, responsibility, and productivity, each of which was weighted according to its level of importance. The system performed data normalization, weighting, and ranking to objectively determine the best-performing employees. Functional testing using the black box method showed that all system features, including user authentication, data processing, performance evaluation, and report generation, functioned as expected. The results of the study show that the developed system is able to increase efficiency, accuracy, and transparency in the employee performance assessment process, and can be used as a reliable decision-making tool for management in selecting high-performing employees and improving overall organizational performance.
