Abstract

Mosso is a village located in between Indonesia - Papua New Guinea border. It is often known for its difficulty. In reaching government's efforts to empower the community through the use of village funds can make a positive contribution to the progress of the Mosso Village community. So it is necessary to develop communication strategy to empower the community by utilizing of village fund allocation that can increase community participation. The theory used in studying the results of this research is the development communication theory. The methods used in this study are descriptive qualitative research and data analysis techniques using Miles and Huberman models, namely data collection, data reduction, data presentation, and conclusion drawing/verifying (verification). The results of this study show that the village government's communication strategy has not been maximized in increasing community participation through utilizing empowerment programs, this is marked by 1). The communication that has occurred so far has been more monologic/directive in nature, communication has not led to a form of dialogue with the community, 2). The weak process of supporting the empowerment program consistently by the village government, starting from the planning, implementation, to evaluation stages.

Abstract

Pemberdayaan penting dilakukan oleh stokeholder untuk meningkatkan kesejahteraan masyarakat olehnya itu keberdayaan dapat dicapai oleh para pengelola pariwisata Papua. Pengelola Pariwisata mampu berdaya secara sosial, budaya, ekonomi, politik, Pendidikan dan lingkungan apabilah ada kesadaran diri sendiri untuk maju dan berdaya disamping didorong oleh pemerintah dan dunia usaha. Keberdayaan dalam hal ini diwujudkan melalui peran pengelola pariwisata, pemerintah dan dunia usaha melalui komunikasi pembangunan partisipatif dan pengembangan pariwisata. Pengembangan pariwasata ada banyak hal yang harus dikerjakan diantaranya pengembangan sarana prasarana dan objek wisata. Untuk pengembangan pariwisata melalui model komunikasi pembangunan partisipatif. Urgensi: sebagai sumber devisa daerah, membanguan pariwisata partisipatif, sumber daya manusia inovatif, kompotetif dan kreatif. Penelitian ini menggunakan paradigma positivistik dengan metode survey. Populasi adalah seluruh pengelola usaha wisata di Kota dan Kabupaten Jayapura, memilih sampel secara purposive. Analisis data penelitian dilakukan dengan pendekatan deskreptif dan infrensial. Tujuan: menganalisis pengaruh implementasi komunikasi pembangunan partisipatif terhadap pengembangan pariwisata dan keberdayaan masyarakat. Hasil: Pengaruh implementasi komunikasi pembangunan partisipatif sifatnya positif, signifikan dan langsung terhadap pengembangan pariwisata dan keberdayaan masyarakat.

Abstract

The people of Mosso village live in the Indonesia-Papua New Guinea border area. Their daily activities include work hunting in the forest, gardening, and fishing in rivers. The economy of the Mosso community is classified as low, as is the level of education of the Mosso community in the low category. Access to information has yet to be available, so the community needs more knowledge to adapt to developments in the digital era, especially since communication networks in Mosso village will only be available at the beginning of 2023. This PKM activity aims to increase people's knowledge and skills in digital-based communication media through training activities on applying digital communication media to the community in Mosso village, Muara Tami District, Jayapura City. The activity was carried out in Mosso village, Muara Tami District, with 25 participants. Activities are carried out by delivering materials face-to-face at the residents' meeting hall by providing materials, training, and assistance to residents in implementing digital communication media. The results of the activity running smoothly can be explained that community members have gained sufficient knowledge about digital communication media and can improve community skills through the use of digital communication media to support community activities.
