Abstract

In the implementation of school education, the education administration system has a function that determines the form, structure and content of school program planning; arrangements and management, and an appropriate organizational plan and coordination system for school activities to run effectively towards the vision of education. This study aims to provide an overview of the administration and academic supervision programs in vocational high schools that should be integrated. The qualitative research method was designed through a case study approach, the CIPP (Context, Input, Process and Product) model, designed through a checklist as a guide for researchers. The study results illustrate that the education administration as a governance system to integrate all resources related to the effectiveness of the learning process for improving the quality or achieving educational goals has not shown significant changes. Implementing academic supervision has not been integrated with the school administration system, which can be seen from the scheduling. It is carried out once every semester, outside the supervision task's provisions where teachers should receive supervision at least twice in one semester. In addition, teachers face several problems related to the teaching and learning process that require supervision assistance. This illustrates that the supervision program has a continuous sequence

Abstract

The government's efforts in developing the economy of low-income communities in the city of Surabaya require high participation support. The low community participation in the incubation facilitation program for independent businesses is a problem that needs a solution. The purpose of this study was to analyze the factors that influence citizen participation in the business incubation facilitation program in the city of Surabaya. The research method used is descriptive quantitative and case study methods. Data collection techniques using a questionnaire. The analysis technique uses inferential analysis and cross tabs. The results of this study indicate that the results of data processing indicate that individual psychological conditions and stakeholder involvement have a positive effect on citizen participation in the business incubation program in the city of Surabaya with a significance of 0.000, where the value is 0.000 < 0.05. Practical implications, as input to the government as material for evaluating policies on economic empowerment programs to improve the economy of low-income communities in the city of Surabaya. Theoretical implications, as a reference for further theoretical studies of researchers regarding the ladder of participation in the scope of the program

Abstract

Rendahnya mutu pemberian layanan publik di Indonesia hingga sekarang telah menjadi sesuatu yang normal terjadi. Pemerintah sebagai pelaksana yang memberikan layanan publik untuk hak masyarakat belum bisa memberikan layanan sesuai harapan masyarakat. Hal itu ditunjukkan melalui surat kabar banyak masyarakat yang mengeluh mengenai palayanan public yang diberikan pemerintah. Hal ini terjadi secara merata baik dari tingkat daerah hingga tingkat desa. Pemberian layanan publik ditingkat desa bisa terlaksana dengan baik bilamana pemerintah desa melaksanakan pemerintahan secara transparan. Pelayanan publik akan terlakasana dengan baik bila pemerintah desa menjalankan fungsi pemerintahan dengan baik. Kepala desa yang memiliki sikap bijaksana tentunya memberikan arahan terhadap aparatur desa untuk mengedepankan pelayanan agar masyarakatnya mendapat pelayanan yang baik. Riset ini menggunakan pendekatan deskriptif serta analisis data secara kualitatif yang bertujuan mengungkap pemberian layanan Pemerintah Desa pada bidang Administrasi Kependudukan di Kantor Desa Dungun Kecamatan Tongas Kabupaten Probolinggo.Hasil penelitian ini menunjukkan bahwa Para pegawai administrasi kependudukan di Kantor Desa Dungun jarang menjelaskan kepada masyarakat terkait cara mengisi formulir bila mengurus administrasi namun masyarakat hanya diberikan formulir saja tanpa memberi tahu cara mengisinya. Sedangkan untuk proses mengurus adminsitrasi mansyarakat dapat mengatasinya sendiri, namun masih ada saja permasalahan yang manjadi kendala misalnya masih butuh waktu yang panjang dalam menerbitkan KK, e-KTP di Kantor Desa Dungun Kecamatan Tongas Kabupaten Probolinggo. Pihak dari desa juga belum menyediakan informasi-informasi mengenai pemberian layanan administrasi kependudukan yang menjadikan masyarakat kesulitan mengurus surat pengantar penerbitan e-KTP serta KK.

Abstract

This research investigates the application of the Penta Helix Model in addressing two critical issues in Surabaya City: reducing stunting and upscaling human resource capabilities. The Penta Helix Model, which encompasses collaboration among academia, business, government, community, and media, offers a comprehensive framework for sustainable urban development. Meta synthesis as this research method reffered to synthesizes findings from recent and past research to identify effective strategies and their interrelationships within this model. Key strategies for reducing stunting include nutritional interventions such as micronutrient supplementation and fortification of staple foods, health care initiatives like the Integrated Management of Childhood Illness (IMCI) and growth monitoring, and educational programs that emphasize school-based nutrition and WASH (Water, Sanitation, and Hygiene) education. Community engagement through initiatives like Community-Led Total Sanitation (CLTS) and women's empowerment programs further supports these efforts, while effective governance and supportive policies provide the necessary environment for successful implementation. In upscaling human resource capabilities, the research highlights the importance of educational enhancement through vocational training and continuing professional development, health and wellness programs to maintain a productive workforce, and community empowerment via technology-driven approaches such as AI for socio-economic predictions. Business and economic development initiatives, coupled with technological innovations like mHealth solutions and remote sensing, are also crucial in aligning workforce skills with market demands and improving access to essential services. The research finding referred the interconnectedness of these strategies and the necessity of a collaborative approach within the Penta Helix Model. By leveraging the strengths of each stakeholder, Surabaya City can develop and implement comprehensive, inclusive, and sustainable interventions to address stunting and enhance human resource capabilities. This integrated approach not only improves public health and educational outcomes but also drives economic growth and resilience, contributing to the overall development of Surabaya City
