Abstract

Fishermen cooperative is expected to be an economic entity that plays a significant role in enhancing welfare of fishermen. Through the cooperatives, fishermen are having opportunities to scale-up their resources and strengthen their position in the fishery supply chain system. Using a fishermen cooperative (the co-op) as a case, this study aims to build business process map in order to facilitate the assessment of co-op’s performance. The map is developed based on the data collected mainly by observation and interview with the board of the cooperative. The study reveals that the cooperative has no both clear pattern of business process and measured performance. The study proposes the business process map with clear pattern so that the performance of the co-op can be measured objectively. The co-op needs to be accompanied and supervised by strongly related stakeholders (in particular the Government) in an attempt apply the map. The map will be more favourable if there is a further research on developing supply chain model of the cooperatives.

Abstract

AbstrakFinansial teknologi adalah jasa keuangan dan teknologi yang beberapa tahun ini sudah merambah  ke sektor pertanian, terutama untuk komoditas sayuran yang termasuk dalam tanaman musiman. Penelitian ini bertujuan untuk mengukur tingkat keberlanjutan dari  finansial teknologi (fintek) dan usahatani yang dibiayainya. Salah satu Kabupaten yang sudah ada implementasi fintek adalah Kabupaten Garut yaitu untuk komoditas cabai. Metode penelitian yang digunakan ialah stratified random sampling sebanyak 146 orang di 2 kecamatan sentra cabai yaitu Kecamatan Pasirwangi dan Cikajang. Alat analisis yang digunakan ialah  Multi Dimensional Scaling (MDS) Rapfish yang mengukur keberlanjutan berdasarkan 5 dimensi, yaitu  dimensi ekonomi,  sosial, lingkungan dan dimensi kelembagaan yang didasarkan pada Indikator fintech dengan teknik ordinasi dari Software RAPFISH (Rapid Appraisal Technique for Fisheries). Hasil penelitian menunjukkan bahwa dimensi sosial dan ekonomi indeks keberlanjutannya termasuk pada status cukup berkelanjutan, sedangkan untuk dimensi lingkungan, teknologi dan kelembagaan masih  pada status kurang berkelanjutan. Oleh karena itu perlu diperbaiki atribut-atribut yang masih lemah untuk semua dimensi terlebih untuk dimensi lingkungan, teknologi dan kelembagaan. Selain itu yang perlu diperbaiki dan ditingkatkan adalah infrastruktur, literasi digital dan pengawasan yang ketat dari pemerintah dalam mengawal fintek ini agar optimal perannya dalam mendukung keberlanjutan pembangunan pertanian di perdesaan.Kata kunci: Finansial Teknologi, Keberlanjutan,  Multi Dimensional Scalling (MDS), Rapfish. AbstractFinancial technology is a financial and technological service that has penetrated the agricultural sector in recent years, especially for seasonal vegetable commodities. This study aims to measure the level of sustainability of financial technology (fintek) and the farms it finances. One of the districts that has implemented fintech is Garut Regency, namely for chili commodities. The research method used was stratified random sampling of 146 people in 2 sub-districts of chili centers, namely Pasirwangi and Cikajang sub-districts. The analytical tool used is Multi Dimensional Scaling (MDS) Rapfish which measures sustainability based on 5 dimensions, namely economic, social, environmental and institutional dimensions based on fintech Indicators with ordination techniques from RAPFISH (Rapid Appraisal Technique for Fisheries) Software. The results show that the social and economic dimensions of the sustainability index are included in the moderately sustainable status, while the environmental, technological and institutional dimensions are still in a less sustainable status. Therefore, it’s necessary to improve the attributes that are still weak for all dimensions, especially for the environmental, technological and institutional dimensions. In addition, what needs to be improved and enhanced is infrastructure, digital literacy and strict supervision from the government in overseeing this fintech to optimize its role in supporting the sustainability of agricultural development in rural areas.
