Abstract

ABSTRACT This study focuses on aspects of human resource management of apparatus in Sumedang District. The aspects in question are (1) Job Analysis; (2) Needs Planning; and (3) Selection of Employee Candidates. The study was conducted in the Sumedang District Government. This study uses qualitative methods with descriptive approach. In connection with this study focused on local government public organizations, the general concept of staffing functions in human resource management, the researchers used the concept proposed by Dessler. The conclusions of this study include: 1) From the final results of Anjab carried out, information on the position and position map was obtained, even though in the real conditions the implementation of Anjab had not been carried out on the regional apparatus formed. 2) Planning the needs of employees and recruitment of prospective employees in Sumedang District which is carried out based on the results of Anjab with stages in: Analysis of employee needs carried out include: 1) Type of work, 2) Nature of work, 3) Analysis of workload and estimated number of civil servants in the period of time certain, 4) Principles of carrying out work, 5) Equipment available; and 6) Formulation of employee competency formation; 3) The stages of the implementation of the prospective employee selection (CPNS) in 2013 carried out covering 3 (three) stages to be followed, by the selection participants, namely: 1) Administrative Selection, 2) Basic Competency Selection, and 3) Field Competency Selection. Abstract

Background: Digital literacy is crucial for the State Civil Apparatus (ASN) in providing excellent services. Meanwhile, Administrative Services Unit (ULA) has obtained several awards in recognition of outstanding performance, serving as a significant foundation for the current finding. Purpose: This research aimed to describe the digital literacy competency of ASN in ULA to provide excellent services to the public and local governments. Method: A qualitative method with a descriptive approach was selected with the concept of digital literacy competency of ASN to analyze data. In addition, the validity of the findings was tested through data triangulation. Results: The digital literacy results among ASN showed that a fairly good insight with knowledge imbalances, good digital skills, and deficiencies in understanding the risks and the ability to control the dangers of digital technology use. Conclusion: Digital literacy among ASN in ULA shows a commendable level of proficiency and offers opportunities for improvement in certain domains. Abstract

Abstract Problems: This research addresses the readiness of civil servants (ASN) in welcoming the government's initiative to make Makassar City as a Metaverse City. Objective: The objective of this study is to illustrate the competencies of ASN in contributing to digital literacy improvement in Makassar City. Method: The research methodology uses a qualitative approach with a descriptive method that explores ASN literacy information in Makassar City using the DQ Institute indicators, namely: Skill, Knowledge, and Attitude. Descriptive reinforcement is achieved through data triangulation. The data analysis techniques used are data reduction, data presentation, and conclusion drawing. Findings: The findings in the Knowledge dimension indicate that ASN has fulfilled the indicators of information needs and data validity, demonstrating a cautious approach to manage information to avoid critical errors. In the Skill dimension, it was found that employees are proficient in operating digital system of ICT. In the Attitude dimension, the research discovered a high level of competency in producing accurate, tested information sources and effectively managing that information to achieve specific goals. Conclusion: This study concludes that the competence of ASN in building digital literacy within the Communication and Informatics Office of Makassar City has progressed effectively. Overall, ASN can adapt to use digital systems in public services and actively participate in digitally-based service innovations. Keywords: ASN. Abstract

Salah satu strategi yang diambil pemerintah dalam bersaing pada era transformasi adalah melalui citra atau reputasi yang dibangun dengan baik bagi publik melalui brand yang dimiliki sesuai tren yang saat ini berkembang yakni employee branding. Fenomena employee branding belum banyak diterapkan pada organisasi pemerintahan, sebagian besar baru pada organisasi profit. Diskominfo Kota Kupang berhasil meningkatkan citra pegawai melalui brand aplikasi SIMPEG ADEM yang dikelola secara mandiri. Penghargaan yang diberikan BKN Awards menunjukkan kemampuan pegawai untuk mewujudkan tujuan organisasi. Tujuan dari penelitian ini adalah membantu untuk menganalisis deskripsi proses employee branding yang diadopsikan pada aplikasi SIMPEG ADEM yang dikembangkan oleh Diskominfo Kota Kupang. Konsep ini dijabarkan oleh empat dimensi yakni bentuk komunikasi, persepsi pegawai, intepretasi aplikasi, dan konsekuensi proses. Desain deskriptif dengan metode kualitatif digunakan untuk bisa menganalisis data penelitian dari hasil wawancara, observasi dan dokumen yang relevan dengan konsep. Kebenaran atas hasil penelitian diuji melalui triangulasi data. Gambaran employee branding pada aplikasi SIMPEG ADEM menunjukkan: 1) komunikasi yang dibangun secara rutin dan baik dalam pelaksanaan tugas; 2) persepsi pegawai terbentuk melalui kegiatan-kegiatan yang diselenggarakan; 3) kemudahan dalam pengaksesan secara mandiri; dan 4) keberhasilan memperoleh penghargaan meski survei belum dilaksanakan. Proses yang telah dijalankan membantu peneliti menemukan bahwa organisasi pemerintah daerah juga dapat menerapkannya dengan mengadopsikannya pada teknologi aplikasi yang dikelola pemerintah. Abstract

Informasi dan data merupakan aset yang sangat penting untuk dilindungi karena saat ini informasi dan data merupakan aset yang berharga karena berisikan segala keterangan mengenai sebuah organisasi. Karena anggapan demikian maka hal ini menyebabkan timbulnya kejahatan di dunia digital yang disebut kejahatan siber. Maraknya kejahatan siber yang terjadi maka diperlukan Keamanan Informasi dan Persandian yang mahir pula untuk mencegah pencurian data dan informasi. Penelitian ini bertujuan untuk mengetahui bagaimana pengelolaan keamanan informasi dan persandian dan tingkat kematangan dalam pengamanan informasi di Dinas Komunikasi dan Informatika Provinsi Kalimantan Timur. model penelitian yang digunakan adalah penelitian kualitatif dengan metode deskriptif dengan pendekatan induktif. Peneliti melakukan wawancara, observasi dan dokumentasi pada lokasi penelitian sebagai teknik pengumpulan data. Pada penelitian ini, peneliti menggunakan teori CIA TRIAD oleh Michael E. Whitman dengan dimensi Confidentiality, Integrity dan Avalaibility. Penelitian ini juga menggunakan alat evaluasi Indeks Keamanan Informasi (KAMI 4.2) dengan standar ISO/IEC 27001: 2013 yang menentukan aspek-aspek yang perlu dipenuhi untuk mencapai keamanan informasi. Hasil dari penelitian ini adalah bahwa pengelolaan keamanan informasi dan persandian di Dinas Komunikasi dan Informatika masih kurang dan rentan terhadap serangan siber karena beberapa fasilitas yang belum memadai dan regulasi yang belum mengatur penuh mengenai keamanan informasi, hal ini juga dibuktikan dari hasil evaluasi Indeks Keamanan Informasi yang menunjukkan tingkat kematangan keamanan informasi yang masih berada pada Tingkat I+ - Tingkat II+, dimana seharusnya dalam standar ISO/IEC 27001: 2013 bahwa ambang batas minimum kesiapan sertifikasi adalah Tingkat III+. Abstract

Handling disaster emergencies with the Integrated Emergency Management System through the LAKA SI LASER program has the aim of exploring the collaborative process of handling disaster emergencies that occur in Pinrang Regency. Handling disaster emergencies through the LAKA SI LASER program refers to the concept of collaborative governance put forward by Emerson. The three dimensions measured are collaboration dynamics, collaborative actions, impact and adaptation of the LAKA SI LASER program. Qualitative research method with a case research approach that explores information on handling disaster emergencies within the Pinrang Regency BPBD and agencies involved in handling disaster emergencies. Strengthening case studies using data triangulation. Collaboration through the LAKA SI LASER program shows the fact that in dealing with disaster emergencies, not involving all agencies in the LAKA SI LASER program to handle disaster emergencies and also minimal facilities for handling disaster emergencies. However, the collaboration carried out provides benefits for each agency participating in the collaboration to handle disaster emergencies. Keywords: Collaboration, Disaster Emergency, LAKA SI LASER.
