Abstract

The house is one of the basic human needs The purpose of this study was to determine the implementation of development in the rehabilitation program for uninhabitable housing in Pangkalpinang City. Researchers use this type of qualitative research with a descriptive-inductive approach to reveal facts and events in the field. Data collection techniques used observation, documentation and interviews. The results of this study indicate that the implementation of the rehabilitation program for uninhabitable housing construction in the City of Pangkalpinang has been pursued optimally. But in reality the implementation of the program still has some obstacles so that the achievement of the program does not go according to plan. This is due to the lack of participation from the community with program involvement, there are still many people who have not met the criteria as potential recipients of assistance due to lack of administration and limited facilities.

Abstract

The purpose of this study was to identify and analyze 1) the Implementation of the Establishment Policy of the National Museum Public Service Agency at the Ministry of Education, Culture, Research, and Technology, 2) Supporting and Inhibiting Factors of the Implementation of the National Museum Public Service Agency Establishment Policy at the Ministry of Education, Culture, Research, and Technology, and 3) The efforts of the Ministry of Education, Culture, Research, and Technology in overcoming obstacles to the implementation process of the determination policy public service agency of the National Museum. The research method used a qualitative approach, data collection techniques were observation, interviews, and documentation. The results of this research were: 1) The implementation of the policy of establishing the Museum Public Service Agency has been implemented by conducting internal and external communication, optimizing the use of existing resources including employees, infrastructure facilities and adequate budgets, making work systems by compiling business processes, standard operational procedures and derivative rules or regulations governing the running of public servants such as setting visiting and utilization tariffs, business strategic plan and finally develop a simple and effective bureaucratic structure in order to create an agile organization, 2) Supporting factors: There is policy support from the ministry, regulatory support, employee support, asset support, and strategic geographical location. Inhibiting factors: there is still a lack of understanding of the team in preparing the proposed documents, policies, and fears of employees, as well as facilities that need to be improved, 3) Efforts of the Ministry of Education, Culture, Research, and Technology in overcoming obstacles such as: preparing follow-up documents on recommendations for improvement, socialization and internal and external coordination meetings, making service programs, drafting derivative regulations on policy implementation.

Abstract

Informasi dan data merupakan aset yang sangat penting untuk dilindungi karena saat ini informasi dan data merupakan aset yang berharga karena berisikan segala keterangan mengenai sebuah organisasi. Karena anggapan demikian maka hal ini menyebabkan timbulnya kejahatan di dunia digital yang disebut kejahatan siber. Maraknya kejahatan siber yang terjadi maka diperlukan Keamanan Informasi dan Persandian yang mahir pula untuk mencegah pencurian data dan informasi. Penelitian ini bertujuan untuk mengetahui bagaimana pengelolaan keamanan informasi dan persandian dan tingkat kematangan dalam pengamanan informasi di Dinas Komunikasi dan Informatika Provinsi Kalimantan Timur. model penelitian yang digunakan adalah penelitian kualitatif dengan metode deskriptif dengan pendekatan induktif. Peneliti melakukan wawancara, observasi dan dokumentasi pada lokasi penelitian sebagai teknik pengumpulan data. Pada penelitian ini, peneliti menggunakan teori CIA TRIAD oleh Michael E. Whitman dengan dimensi Confidentiality, Integrity dan Avalaibility. Penelitian ini juga menggunakan alat evaluasi Indeks Keamanan Informasi (KAMI 4.2) dengan standar ISO/IEC 27001: 2013 yang menentukan aspek-aspek yang perlu dipenuhi untuk mencapai keamanan informasi. Hasil dari penelitian ini adalah bahwa pengelolaan keamanan informasi dan persandian di Dinas Komunikasi dan Informatika masih kurang dan rentan terhadap serangan siber karena beberapa fasilitas yang belum memadai dan regulasi yang belum mengatur penuh mengenai keamanan informasi, hal ini juga dibuktikan dari hasil evaluasi Indeks Keamanan Informasi yang menunjukkan tingkat kematangan keamanan informasi yang masih berada pada Tingkat I+ - Tingkat II+, dimana seharusnya dalam standar ISO/IEC 27001: 2013 bahwa ambang batas minimum kesiapan sertifikasi adalah Tingkat III+. Kata Kunci: Informasi, Kejahatan Siber, Keamanan Informasi, Persandian.

Abstract

This research examined the determining factors in implementing digital public service policies at the sub-district level in South Jakarta, focusing on policy substance, task behavior of implementers, work network interactions, target group participation, and resources as proposed by Hamdi (2014). Digital public services at the sub-district level are aligned with the Electronic Based Government System (SPBE) framework but still face various challenges. This research adopts a post-positivist approach using qualitative data collection methods. The novelty of this study remained in its emphasis on the determining factors influencing the success of digital public service policies at the sub-district level. The findings revealed that determining factors influence the implementing of digital transformation policies in public services at the sub-district level in South Jakarta. Clear policies accommodated to local needs, cross-agency collaboration, and improvement of public digital literacy, socio-cultural influences, and the importance of participatory approaches involving community feedback are identified as supporting factors for the success of digital public services at the sub-district level.

Abstract

In the development of tourism in the region requires planning, strategy and innovation where managers and governments must seriously develop their regional tourism sector to improve the regional economy and society is descriptive qualitative with an inductive approach. Sources of data obtained from primary and secondary data. Data collection is done by observation, interviews, and documentation. Data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that the partnership pattern in the development of tourism in Purbalingga District had gone quite well but not yet at maximum. This is stated by fulfilling the 3 principles of partnership namely mutual respect, respect and trust. To realize partnerships in tourism it is necessary to agree on the perception of partnerships between the private sector, the government and the community

Abstract

Terrorism is one of the global threats that can affect Indonesia's social, political, and economic stability. Currently, terrorism has been categorized as an extraordinary crime that requires extraordinary efforts from various parties to counter it. This research examines and describes the collaboration process built into countering terrorism in Indonesia. This research uses a descriptive qualitative method with six informants as research subjects. The results show that implementing collaborative governance to counter-terrorism in Indonesia has been running well and involves many parties. However, in the context of the stages of the implementation of collaboration, there are still obstacles. The motivational factor of the parties involved in counterterrorism is enough to influence the imbalance of resources and knowledge among collaborative actors. Different perceptions in addressing the issue of terrorism have caused the starting conditions in the implementation of collaboration not to work properly. This affects the commitment between collaboration actors and the consistency in running various terrorism prevention programs. In addition, the lack of strong regulations governing BNPT's role as coordinator in terrorism prevention causes obstacles in the synergy process. Collaboration has been implemented in terms of quantity, but in terms of quality, there are still things that are not optimal.
