Abstract

The Regional Government of Tangerang Regency delegates the authority to collect retribution in the sub-district sector regulated in Tangerang Regent’s Regulation No. 14 of 2014 on the Delegation of some of the Regent’s Authority to the Camat to Implement Regional Government Affairs. However, in the implementation has not received response and intensive attention from the community or the licensing service providers either the district or Integrated Licensing Service Board. On the background of the problem, the researcher conducted a study focusing on “IMPLEMENTATION OF POLICY AUTHORITY POLICY TO SUPPLY IN CONSTRUCTION RETRIBUTION PERMITS PERMITS BUILDING OUTSIDE THE REGION IN TANGERANG REGENCY”. In this research the writer use descriptive research method with inductive approach. Data obtained from primary data sources and secondary data, obtained through interviews with related parties, combined with observation and documentation. The result of this research concludes that the implementation of the Abstract of Authority of Levy of License to Establish Building Outside the Area in Kelapadua Subdistrict has not run optimally yet. In addition, the monitoring/ monitoring conducted by Kelapadua District implementers on mandatory retribution is considered less than optimal, the officers who should conduct surveys to the field for two times during the process of making most can only be done 1 times even there are people who in the process of service has been 2 months But has not yet obtained a building permit letter Based on the observations, the authors suggest that the addition of field officer field personnel, controlling the compulsory retribution, the policy of Tangerang regency government should be consistent in improving the maid in the program Delegation of Authorization Levy Levy Permit Building Outside the Area, Availability of structured communication network, and conduct socialization And carry out the process of identifying the development as a whole, as well as providing warning (preventive) and sanction (repressive) to people who deliberately avoid making or pay retribution in order to have a deterrent effect that can stimulate local revenue. Abstract

Penelitian ini bertujuan untuk mengetahui proses pelaksanaan dana otonomi khusus, upaya – upaya apa yang dilakukan pemerintah daerah, serta faktor – faktor penghambat dalam proses pelaksanaan dana otonomi khusus tersebut. Hasil penelitian: Pertama, proses pelaksanaan dana otonomi khusus dalam pembanguna rumah layak huni telah digunakan dengan baik dilihat dari terwujudnya bangunan rumah yang telah dinikmati fasilitasnya oleh masyarakat; Kedua, faktor – faktor penghambat dalam proses pelaksanaan dana otonomi khusus dalam program pembangunan rumah layak huni terdiri dari susahnya melepaskan tanah adat, masih lemahnya tata kelola keuangan, masih banyaknya peperangan suku yang menyebabkan kurang efisiennya pengiriman barang material; Ketiga, upaya yang dilakukan adanya dasar hukum pelaksanaan dana otonomi khusus, dilakukan penghentian pembangunan, aparatur melakukan mediasi untuk pembebasan tanah.

Abstract

The village fund is the origin of the APBN funds that are given to the village, transferred to the APBD district/city, and used to pay for the upkeep of government, the implementation of development, the development of civil society, and community empowerment. According to the regulations of the Finance Minister, the Minister of Village, Desert Village Development, and Transmigration sets priorities for the use of village money. The 2020 PDTT Permendes No. 13 on priority use of the village fund in 2021 specifies the SDGs (Sustainable Development Goals) as the top priority for the use of village finances. There are issues with the preparation and prioritisation of the village fund of the government of Kadongdong Village, which results from the lack of participation by all members of the community and the village government's lack of transparency towards the public. As a result, the public lacks understanding of how and what the priority programme of the nation's funds is. Based on the occurrence, researchers are eager to learn more about Kadongdong village in Garut's Banjarwangi district's Analysis Success Implementation Policy Priority Fund Village. According to Edward III's thesis, the success of policy execution depends on four factors: communication, resource availability, disposition, and bureaucratic structure. The research's findings indicate that Kadongdong Village's implementation of the village fund policy, which has been noted by researchers in the context of Kadong Dong Village, is not optimal. It is evident from this communication that the government of Kadongdong Village does not include the entire figure of the community in establishing the priority of the village fund.
