Abstract

This paper intends to explain the role of non-normal education in empowering women to improve the family economy. Empowerment is an approach in which women are provided with educational or training services so that they have a set of venture capital to improve their economic conditions. This research was conducted using qualitative research methods, namely describing the phenome of the implementation of women's empowerment through non-formal education to improve the family economy as developed by Pahlawan Ekonomi (PE) in the city of Surabaya. The implication of empowering women is the acquisition of a new set of knowledge, experiences, skills, and attitudes so that participants are able to apply them in their daily lives to increase their income. Economic activities in the family are generally the responsibility of the husband, but not all families are able to meet their needs if they only rely on their income from the husband. Wives (women) generally only receive what their husband's income is, even though women have the potential to participate in increasing family income. It is time for the participation of women (wives) in improving the family economy to be developed. Women do not only depend on their husband's economic income, but on how they also play a role in supporting the improvement of the family economy. Women's participation in increasing the family economy should start from empowering women through education or training that is suitable for their situation and condition.Education that is suitable for empowering women is integrated non-formal education, namely non-formal education whose content of learning is related to the problems or needs of the families of students, namely improving the family economy. The results of this study indicate that the participants of non-formal education (through education and training) experienced changes in their mental attitudes and awareness of the importance of women's involvement (wives) in family economic activities. They do not depend on their husbands anymore, and they attend training in economic skills, so that at the end of the activity they acquire a set of skills that can be used to open new businesses that support the family economy. Abstract

The quality of education in schools still showed no improvement of symptoms significantly. Figures failure in national examinations continued in various regions. Schools may have been trying to improve the quality of education, however, probably because the strategies are less effective, then the result is not effective. The school has a lot of limitations to truly improve the quality of education, which include limited time, rigid curriculum, and teachers' limited capabilities. Therefore, it is necessary the effective solution to resolve the issue. Integrating non-formal and formal education in schools is an alternative that should be considered. Non-formal education system with the characteristics and flexible implementation can offer services to contribute to improving the quality of education in schools. Abstract

The fastest development of technology and the internet in the 4.0 revolution era that influenced the world of education, especially higher education. Currently education focuses on outcome-based education, thus forcing all lecturers to innovate in teaching and learning. One form is by on-line learning for English learning materials developed through the website. This study analyzes the effectiveness of on-line based learning on websites on the ability to read students in the process of learning English at Universitas Brawijaya through "absyak" media websites. The use of the blended learning model has been done in several subjects, but for English subjects (reading) has never been done before. This research is quantitative descriptive. The research sample used a sample of 65 students through a questionnaire on students of the English language study program at Brawijaya University in academic year 2018/2019. The results showed that 81.99% agreed with the application of English reading learning based on blended learning through "absyak" media websites and the remaining 18.01% did not agree on learning English reading based on blended learning through "absyak" media websites. The implementation of online-based learning through "absyak" learning in the media can be effectively contained in high student responses, increased student scores and student attitudes towards variation and learning innovation.

Abstract

This reserach was focused and related to effect of sustainability communication, bureaucracy structure and public support which have significant effect toward policy implementation performance and to execute Three Dharma (education, research and comunity service) in higher education. Communication, resources, bureaucracy structure and public support has its influence against disposition. In bureaucracy structure, public support has significant effect toward its main resources which is lecturer or its teaching staff. This study aimed to analyze the effect of communication and organizational culture toward leadership style, cooperation and trust also organizational commitment of lecturer in higher education viewed from its harmonization in executing three laws. Structural equation modeling (SEM) was used to analyze causality relation between variables. This study used survey method. Population in this study was lecturers in higher education. The total sample was determined 100 respondents from elevens Institution in higher education. Result of this study showed direct and positive significant effect of communication and organizational culture toward leadership style and cooperation also trust and organizational commitment of lecturers in higher education. There was no direct and positive significant effect of communication toward organizational culture. There was direct and positive significant effect toward cooperation and organizational commitment of lecturers to Institutions in higher education. There was direct and positive significant effect of work trust toward organizational commitment.

Abstract

Implementasi suatu kebijakan publik adalah suatu tindakan yang dapat dilaksanakan sesudah kebijakan dirumuskan dan ditetapkan. Salah satu kebijakan yang diimplmentasikan di daerah adalah berkaitan dengan penanganan konflik sosial khususnya pencegahan konflik sosial. Penelitian ini bertujuan untuk mengetahuai bagaimana implementasi UU Nomor 7 Tahun 2012 tentang Penanganan Konflik Sosial Di Kota Probolinggo, mengetahui faktor-faktor pendukung dan penghambat pencegahan konflik sosial di Kota Probolinggo dan startegi menghadapi faktor - faktor penghambat pencegahan konflik sosial di Kota Probolinggo. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui interview, selain itu diperlukan observasi lapangan dan dokumentasi.Hasil penelitian mengantarkan pada kesimpulan implementasi penanganan konflik sosial di Kota Probolinggo,khususnya pencegahan konflik dilaksanakan Tim Terpadu Penanganan Konflik Sosial sebagai pelaku implemetasi (implementator) dan masyarakat sebagai sasaran kebijakan. Faktor pendukung pencegahan konflik sosial di Kota Probolinggo adalah sinergi yang baik sumber daya manusia pelaksana implementasi, kondisi geografis dan luas wilayah Kota Probolinggo dan penggunaana sosial media yang baik dan benar. Sedangkan faktor-faktor penghambatnya adalah pelaksanaan pencegahan konflik sosial belum melibatkan LSM/Ormas dan perguruan tinggi, minimnya inovasi dalam pencegahan konflik sosial, dukungan pendanaan,minimnya dukungan regulasi. Adapun stretegi untuk mengatasi hambatan adalah menjalin kerjasama dengan LSM/Ormas dan perguruan tinggi sebagai mitra dalam pencegahan konflik sosial di Kota Probolinggo, mendorong munculnya inovasi dalam pencegahan konflik sosial, peningkatan koordinasi dengan Tim Anggaran Pemerintah Daerah dan penyusunan regulasi dimana mendukung pencegahan konflik sosial

Abstract

Abstract Like the Ministry of Education and Culture, the Ministry of Religion has also allocated TPG for GPAI since the 2008 budget year. TPG or Teacher Professional Allowances are one of the main agendas of the Ministry of Religion in order to improve GPAI's professionalism to create quality education. To facilitate the distribution of the TPG, an application is needed to make it easier for the admin to validate the TPG disbursement feasibility data. From here the Ministry of Religion of the Republic of Indonesia published an online digital-based application called SIAGA or an acronym for the Information System and Administration of Religious Teachers. The benefits of SIAGA application are to overcome the limitations of space and time. This is where the research begins with a research focus, in the form of: (1) The form of public policy implementation from the aspect of the distribution of the Islamic Religious Education Teacher Professional Allowance based on the SIAGA application; (2) Problems in terms of supporting and inhibiting factors from the implementation of the policy for the distribution of these allowances; (3) and alternative forms of solutions to policy implementation problems.The results of this study include: First, the implementation of the SIAGA application at the Ministry of Religion of Malang City, starting with socialization, training, teacher data collection, data verification, to determining the feasibility of disbursing the Teacher Professional Allowance in each teacher and supervisor of Islamic religious education. Second, supporting factors include (1) Communication (2) Human Resources, in this case the admin of the PAIS Section; and (3) positive commitment from all instruments. While the inhibiting factors are: (1) Weaknesses of the Alert System Application (2) the social environment is not conducive. Abstract

Abstract Inovasi dalam pelayanan publik sangat diperlukan bagi instansi pemerintah sebagai penyelenggara pelayanan publik agar dapat beradaptasi dengan perubahan lingkungan di masyarakat serta memudahkan pencapaian tujuan berbagai pihak. Inovasi merupakan salah satu wujud upaya reformasi pelayanan publik agar dapat menciptakan pelayanan yang efektif, efisien, akuntabel serta transparan demi terwujudnya good governance. Salah satu wujud inovasi adalah penggunaan e-government dalam pelayanan publik, sebagaimana yang diterapkan pada Badan Perencanaan Pembangunan Daerah (BAPPEDA) Kabupaten Mojokerto melalui inovasi pelayanan Sistem Informasi Penataan Ruang (SIPR) berbasis website “Majapahit GIS” yang telah digagas sejak akhir Tahun 2017.Penelitian ini bertujuan untuk menganalisis penerapan inovasi pelayanan berbasis website (e-government) pada pelayanan Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto. Metode penelitian menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, observasi dan studi dokumenSedangkan fokus penelitian ini yaitu: 1) Penerapan inovasi pelayanan berbasis website meliputi : efektivitas inovasi, keberhasilan penerapan e-government, dan penerapan prinsip-prinsip pelayanan publik; 2) Faktor pendorong dan penghambat; 3) Strategi mengatasi hambatan dalam inovasi pelayanan. Analisis data menggunakan teknik interaktif model dari Miles, Huberman and Saldana (2014). Hasil penelitian menunjukkan bahwa inovasi pelayanan berbasis website Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto telah berjalan cukup efektif dan telah memenuhi prinsip-prinsip aksestabilitas, kontinuitas, teknikalitas, profitabilitas, dan akuntabilitas.  namun belum berhasil optimal dalam  mewujudkan “one database system” atau sistem layanan terintegrasi yang dapat menyediakan seluruh data untuk mendukung perencanaan pembangunan wilayah di Kabupaten Mojokerto. Faktor pendorong dalam inovasi ini adalah komitmen pimpinan, sumber daya manusia, sarana prasarana serta dukungan kebijakan pemerintah pusat. Sedangkan faktor penghambatnya meliputi : kurangnya tenaga ahli di bidang IT, akses yang lamban karena aplikasi menggunakan jaringan internet terbuka, menu dialog publik yang belum efektif untuk konsultasi, kurangnya data pendukung, kurangnya dukungan pemerintah daerah dan sistem reward and punishment yang mendukung pelaksanaan kebijakan “one database system”. Strategi untuk mengatasi hambatan dalam inovasi ini meliputi : 1) penggunaan jaringan fiber optic yang disediakan pemerintah daerah untuk meningkatkan kesepatan akses pelayanan online; 2) Optimalisasi fungsi menu dialog publik; 3) Menjalin kerjasama dengan sektor swasta dalam penyediaan tenaga ahli di bidang IT Kata kunci : inovasi, efektivitas, e-government, informasi tata ruang

Abstract

This study aims to find out how the implementation of Law Number 7 of 2012 concerning Handling Social Conflicts in Probolinggo City, knowing the supporting and inhibiting factors of preventing social conflict and strategies to deal the inhibiting factors. The approach used in this study is a qualitative approach. The conclusion of the study shows that the implementation of handling social conflicts in Probolinggo City, especially conflict prevention is carried out by the Integrated Team for Handling Social Conflicts as implementers and the community as policy targets. The supporting factors for preventing social conflict in Probolinggo City are good synergy with human resources for implementing the implementation, geographical conditions and wise use of social media. Meanwhile, the inhibiting factors are that the implementation of social conflict prevention does not involve NGOs/Ormas and universities, the lack of innovation in preventing social conflict, funding support, and the lack of regulatory support. The strategy to overcome obstacles is to collaborate with NGOs/Ormas and universities as partners in preventing social conflict, encouraging innovation in preventing social conflict, increasing coordination with the Regional Government Budget Team and drafting regulations which support the prevention of social conflict.

Abstract

This paper will discuss the empowerment of teachers to improve the quality of education and school progress. School progress is determined by many factors, including the quality of education implemented. While the quality of education is determined, among others, by the quality of educators (teachers). Therefore, to improve the quality of education and promote schools, it is necessary to improve the quality of teachers. One of the strategic steps to improve the quality of teachers is through teacher empowerment which is carried out integrally and continuously. Teacher empowerment is the involvement of teachers in school decision-making processes, taking action according to the decisions taken, and enjoying the results of implementing school policies. For effective teacher empowerment, effective strategies are needed, including: 1) Formulating sustainable policies; 2) Provision of selected support and assistance; 3) Supervision and motivation; 4) Creating a conducive school environment; 5) Teacher career advancement based on performance and achievement, and 6) Giving prizes to outstanding teachers.
