Abstract

A decent house is everyone's dream, but in reality, there are still many houses that are still not up to standard. In Tusan Village, Banjarangkan District, Klungkung Regency through the BSPS PUPR program, 50 houses were allocated assistance. Procedurally, these houses are houses that have very unfit verification. Based on data from village officials and proposals that have been required, the recipient of the assistance must go through the submission process according to the rules. In the field process, there are three crucial constraints in broad outline and require intensive assistance solutions so that the BSPS program runs according to the initial planning. The synergy between the community, village officials, and the government is also needed in this process so that significant obstacles can be resolved in accordance with applicable regulations. In the end, this program can run on target and can also be enjoyed by the community in Tusan Village.

Abstract

Indonesia sebagai penyumbang sampah plastik terbesar kedua di dunia setelah Cina memunculkan ungkapan darurat sampah plastik di Indonesia. Masalah global ini harus segera dilakukan tindakan nyata dari lingkup terkecil yaitu rumah tangga sebagai salah satu yang memproduksi sampah. Pemahaman tentang sampah dari jenis, sumber, dan bentuknya sangat perlu untuk disosialisasikan. Langkah sederhananya yakni membudayakan 5R (reuse, reduce, recycle, replace, repair) dalam membangkitkan kembali semangat peduli lingkungan dan pengelolaan sampah secara sederhana pada tingkat rumah tangga. Sebagai perantara awal adalah pada lingkup terkecil yaitu keluarga dalam wilayah desa. Salah satu yang perlu ditingkatkan kualitasnya adalah organisasi yang menaungi ibu-ibu yakni PKK tingkat desa karena perannya pada dua area penting, keluarga dan lingkungan desa. Pada sisi kualitas PKK desa, perlu mendapatkan edukasi terkait tentang pengolahan sampah secara sederhana, agar edukasi tersebut kemudian dapat secara berkelanjutan menuju ruang lingkup yang dinaungi. Selain pemberdayaan, pengetahuan tentang sampah akan memunculkan kreativitas pada pengelolaannya agar sampah yang dimaksud menjadi sesuatu yang dapat berdaya guna dan memberikan keuntungan. Hal ini akan berdampak pula pada proses lanjutan pengolahan daur ulang sampah pada fase berikutnya dan pada akhinya akan berdampak pula pada penekanan atau pengendalian sampah secara lebih luas dalam berbagai lapisan kehidupan masyarakat.

Abstract

Purpose: The purpose of this study is to know the existence of BSPS as a government program through PUPR and the review focuses on Muncan Village, Karangasem Regency, as one of the beneficiary areas. The program follows the decisions, directions, rules, and procedures established by the provincial government of Bali. Research methods: The data are analyzed to separate criteria related to problems and solutions, and also solutions based on procedures and purposely determine informants based on specific criteria and considerations. Findings: Constraints were complicated by the emergence of the Covid-19 pandemic, which has an impact on various lines globally. Particular action needs to be taken primarily by TFL with the community. In addition to having to carry out procedures and rules in the distribution of aid, preventive measures addressing various field conditions also need to be considered. The analysis is divided into two categories: conditional on BSPS verification activities to keep going and initiatives to address the Covid-19 pandemic crisis in the field. Implications: The various obstacles faced are expected to become a consideration or study for the next period, especially with things that are unpredictable and are force majeure along with the team that is tasked directly in the field.

Abstract

Purpose: The housing rehabilitation program for low-income people is carried out by the Indonesian Ministry of Public Works and Public Housing. Muncan Village is one of the areas that received 2020 house rehabilitation assistance (BSPS) for Karangasem Regency. Research methods: Preventive measures are needed, especially for the Field Facilitator Team as the front guard, so that the BSPS program channelled adequately. The key to smooth distribution, in addition to the precise mechanism, must also follow the government's recommendations and implement health protocols. Findings: Constraints on distribution activities, starting from November 2019 to the initial process in April 2020. Field constraints, social aspects, education, and the community's situation become challenges in these activities. But beginning in 2020, the COVID-19 pandemic made the distribution of aid even more complicated with adjustments to the rules and recommendations of the government in conducting activities. Implications: Additional mission the field team to accelerate the handling of the pandemic, an appeal about anticipating COVID-19 also needs to convey. Strategies related to initiatives provide a masker for beneficiaries to foster protocol awareness and motivation regarding applicable rules.
