Abstract

The research aims to understand how urban land consolidation can solve these problems and improve environmental quality and maintenance of natural resources by involving active community participation. The research method is qualitative, with documentation techniques as one of the data collection methods, by viewing and analyzing documents created by the subject himself or other people about the topic. Data analysis, which consists of three main activities, namely data presentation, data reduction, and conclusion drawing/verification, is a series of activities inseparable from one another. This research shows that the primary substance in land consolidation is that community participation is necessary to donate part of their land, which will then be used to construct public and social facilities. Therefore, it is essential to socialize land consolidation with land rights holders or participants so that they understand the process and mechanism for implementing the land consolidation project correctly. With this understanding, urban land consolidation can be a problem solver and solution for creating a suitable living environment according to spatial planning and making land available for public and social purposes.

Abstract

The practice of democracy is not the same as as its theory. People's sovereignty is often derailed by power-hungry political elites. Even though people in the Reform era are no longer expected to only play a limited role or merely as a giver or renew political legitimacy or as mere objects of political activity. It is worried because the practice of electoral democracy is felt further away from the spirit of democratic principles. There is still widespread behavior that justifies any means that is contrary to the values and principles of democracy, such as: politicization of SARA (suku, agama, ras, antargolongan) or politics of identity, criminalization of political opponents, dissemination of hoaxes, hate speeches, and intimidation, unneutral state apparatus, or election organizers, practices of money politics, sound auction and bribery, document forgery and manipulation of operating procedures. As a result, elected leaders often do not serve the people. All policies taken are often biased in the interests of the ruling elite or the interests of investors, and tend to be very minimal even without involving the people. In the future bad practices should not be continued and should be replaced by a shared commitment to establish substantial democracy by upholding law and justice. Stop the electoral democracy is only a lip-service of a five-year democratic party and must have a real contribution to the improvement of the nation. Electoral democracy must be an arena of healthy competition to get someone who is qualified and able to be a leader in an effort to realize common goals of just prosperity. If it fails to uphold a substantial democracy in everyday political life, then it does not only mean the castration of people's sovereignty or the failure of democracy alone, but the destruction of the Republic of Indonesia will be at stake.

Abstract

The restorative justice house program in Sumerta Kelod Village, East Denpasar District, Denpasar City, represents innovation in conflict resolution at the local level. This article aims to explore the implementation of tata kelola pemerintahan kolaborasi in the context of the program and evaluate its impact on the sustainability and effectiveness of the program. Community Partnership Program Implementation Activities are divided into three stages, namely preparation, implementation, and monitoring and evaluation stages. The results of the PKM implementation show that the Tata kelola pemerintahan kolaborasi Model in the Rumah Restorative Justice Program is quite effective in improving the inclusive and participatory decision-making process in Sumerta Kelod Village. This emphasizes the importance of integrating various interests and resources to achieve common goals in strengthening collaboration, capacity development and monitoring and evaluation effectiveness. Collaboration between the village government and various other parties in implementing the Restorative Justice Program is an important step to create a more just, peaceful and harmonious environment at the village level. Restorative Justice, which emphasizes restoration of losses and reconciliation between perpetrators, victims and society, requires a participatory and inclusive approach. This collaboration not only increases the effectiveness of the program but also ensures that the results reflect the interests and needs of the entire village community.

Abstract

Tujuan penelitian ini adalah untuk memahami budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan di Kota Denpasar. Dalam pelayanan publik budaya birokrasi harus dapat memberikan harapan yang dapat memuaskan masyarakat pengguna jasa layanan. Oleh karena itu faktor pengawasan, konsistensi aparat birokrasi, dan komunikasi yang efektif menjadi sangat penting. Manfaat penelitian ini adalah memperkaya bahan studi terutama yang berkaitan dengan upaya peningkatan pelayanan publik. Memberikan kontribusi pemikiran sebagai rekomendasi peningkatan pelayanan publik. Memberikan pemahaman akan pentingnya budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan. Penelitian ini dilaksanakan dengan metode kualitatif dengan menggali berbagai bentuk dan model etika dalam pelayanan publik. Tahapan pertama, dilakukan pengumpulan data primer dan sekunder. Tahapan kedua, memilih teori untuk mengkaji data. Tahapan ketiga, menganalisis dan menginterpretasikan data yang telah diseleksi. Tahapan keempat, melakukan penulisan dan konstruksi hasil penelitian. Hasil peelitian menunjukkan penerapan beberapa budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan di Kota Denpasar tampak dalam peningkatan. Seiring kecenderungan semakin besarnya peran dan dinamika tuntutan masyarakat terhadap fungsi pelayanan oleh pemerintah baik secara kuantitatif maupun kualitatif dalam berbagai bidang kehidupan bermasyarakat dan bernegara untuk melakukan berbagai perbaikan pelayanan temasuk meningkatkan komitmennya melalui berbagai standar pelayanan yang ditentukan atas dasar budaya pelayanan, aspirasi masyarakat dengan memperhatikan budaya organisasi aparatur pemerintah Beberapa budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan yang tampak dalam pelayanan publik di Kota Denpasar adalah: 1) Sewaka Dharma, 2) Mengindahkan etika (fatsoen) pelayanan publik; 3) Semangat kerja sama; 4) Kesetaraan dan penghargaan atas hak-hak warga; 5) Transparansi dan akuntabilitas pemegang kekuasaan; dan 6) Partisipasi masyarakat dalam kebijakan publik. Penerapan budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan tampak dalam peningkatan pelayanan publik diharapkan lebih responsif terhadap kebutuhan dan dinamika yang semakin akselarasi serta lebih berkualitas dengan tetap memperhatikan beberapa parameter yaitu (a) Tangibles (fasilitas fisik); (b) Reliability (kehandalan); (c) Responsiveness (daya tanggap); (d) Assurance (jaminan) dan (e) Emphaty (empati).
