Abstract

This research was conducted applying qualitative method for assessing governance in Bali Region. The stage of research began with the collection of primary and secondary data. The second stage was choosing a theory as means of analyzing the data. The third stage analyzed and interpreted the data that had been selected. The fourth stage was to do the writing and construction of research results. The results showed that values of local wisdom of Bali, which is reflected in its democratic models, showed how the government and people of Bali held a governance rule. Strengthening institutional capacity and the capacity of policy was strongly supported by the development of this democratic model. In this context, there is a symmetrical relationship between the accountability and transparency of government who is regarded as Guru Wisesa with the level of public trust in him. It is also supported by the implementation of the five values of local wisdom in giving service (seva) to the public, namely: Sathya (Truth), Dharma (virtue), Shanti (Peace), Prema (love) and Ahimsa (abstinence violence). However, the model of democracy with the values of local wisdom is not enough to produce a democratic political system without the support of the situation, conditions and political institutions. Freedom and equality (equality) as part of the democratic values are still hampered by paternalistic cultures that restrict the freedom of society.

Abstract

Orthodoxy is the present state that we must prepare to face the challenges of the age symbolized by the new mysticism, the number "2020". Economic challenges most noticeable each country according to proponents of technocratic is to increase the added value potential (which can be donated by citizens respectively) to the global economy, by improving skills and their abilities and improving infrastructure facilities that can link the skills and expertise it with (the needs of ) the world market. The main component in this effort is to increase the ability to produce goods and services that are solid knowledge and information. In other words, the mastery of science and information technology (IT) is a necessity. Proponents of humanist-spiritualist want to equip it with the formation of good character in the process of human resource development. This strategy wants more "humanizing" human development by making themselves as the center (not industrial), with its main source of creativity and personal commitment (not capital).Key words: human resources, development, character

Abstract

This study discusses “Democra cy and Autonomy Transformation in theGovernance of Mengwi Village in the Transition Era: A Cultural StudiesPerspective”. The problem investigated was the shift in the nation’s approach to thepolicy of villages after the reign of New Order. In this era, the policy ofdemocratization and decentralization appeared till the village level. However, thepolicy was not totally implemented in the villages. The aims of this study are: todescribe democracy transformation in the village governance in the transition era, toclarify autonomy transformation in the village governance in the transition era, and toanalyze the implication and the sense of democracy and autonomy transfor mation tothe development of village governance.This study was conducted employing qualitative method. Various forms ofdemocracy and autonomy transformation in the village governance took place duringthe transition era. In the first stage, the primary and secondary data were collected. Inthe second stage, the theory applied for examining the data was chosen, and in thethird stage, the collected and classified data were analyzed and interpreted. In thefourth stage the results of the study were reported and constructed. The theoriesapplied in this study include; democracy, political democracy, substantial democracy,decentrali zation and political culture. The approaches applied were Tranpolitic andpost-structuralism.The results of the study showed that; first, the village democracy in the firsttransition era (1998-1999) was mostly still uniform, and there were not many choicesin the implementation of the village democracy. The village autonomy was stillblocked in centralistic pattern, homogeneous with hierarchical structure. Second, inthe second transition era (2000-2004) the role of the village representatives became sodemocratic accompanied by the extended village autonomy. Third, in the thirdtransition era (2005-2008) democracy became retransformed to the procedural patternaccompanied by the strengthening of supra village government power decreasing theautonomy of the villages. Fourth, democracy and autonomy transformationcontributed to the demand for the strengthening of democracy institutions, bettercommunity participation and more accountable public services, transparence and responsiveness to what was needed by the people. Fifth, democracy and villageautonomy transformation, in addition to having the sense of involving the activeparticipation of the society in the village governance, also had the sense ofstrengthening the civil and political society in every village social organization whichactualized what was needed by the society. This condition at the same timefunctioned as the responses to nation’s hegemony through the supra villagegovernment which took place until the first transition era.

Abstract

This research aims to increase the accuracy of vote predictions in the Quick Count process in the 2024 Governor Election using the XGBoost algorithm. Quick Count is a fast method for obtaining estimates of election results based on some of the data that has been calculated. The XGBoost algorithm was chosen because it has proven effective in various applications, including predictive modeling. This research analyzes the implementation of the XGBoost algorithm in modeling vote predictions for Quick Count, especially in the context of the 2024 gubernatorial election. By using various evaluation metrics such as accuracy, precision, recall, and F1-score, this research provides a comprehensive understanding of the performance of the XGBoost model. The research results show that the XGBoost algorithm achieves high accuracy, precision, recall, and F1 score, demonstrating its ability to classify sounds accurately. The practical implications of this research are significant in improving the integrity of the democratic process by providing more reliable and transparent election results. Additionally, this research paves the way for developing more sophisticated Quick Count methods by leveraging insights from previous research on machine learning techniques and data security.

Abstract

The purpose of this research is to find the application of strategic management in the administrative reform of public services at the Regional Water Company Badung Regency. The approach used is a case study, data collection technique used observation, interviews, documentation, and analysis stages of reduction, data presentation, and verification. The SWOT analysis can set six strategic issues and strategies for administrative reform of public services that must be addressed, namely: human resources, administrative leadership, and managerial skills, organizational change and development, public service management information system (SIMPP), systems and procedures, as well as cooperation with the private sector.

Abstract

The implementation of local governance involves not only the detachment from the shackles of central hegemony, the implementation of decentralization and regional autonomy policies, and the level of empowerment of civil society, but also attention to the ongoing conditions of the transition to democracy in people's lives in the region. Debureaucratization policy is one of the prerequisites for the implementation of good governance. The application of this policy requires the existence of a regional bureaucratic structure that can guarantee that there will be no distortion of aspirations coming from the community and avoid abuse of power. Debureaucratization requires that local governments can be more adaptive to changes and dynamics of society. Thus the bureaucracy will be more just and in favor of the sovereignty of the people so as to prioritize the interests of the people in a professional, proportionate and efficient manner. Debureaucratization practices and decentralization policies have become the main determinants that influence the dynamics of change for the realization of regional governance.

Abstract

The restorative justice house program in Sumerta Kelod Village, East Denpasar District, Denpasar City, represents innovation in conflict resolution at the local level. This article aims to explore the implementation of tata kelola pemerintahan kolaborasi in the context of the program and evaluate its impact on the sustainability and effectiveness of the program. Community Partnership Program Implementation Activities are divided into three stages, namely preparation, implementation, and monitoring and evaluation stages. The results of the PKM implementation show that the Tata kelola pemerintahan kolaborasi Model in the Rumah Restorative Justice Program is quite effective in improving the inclusive and participatory decision-making process in Sumerta Kelod Village. This emphasizes the importance of integrating various interests and resources to achieve common goals in strengthening collaboration, capacity development and monitoring and evaluation effectiveness. Collaboration between the village government and various other parties in implementing the Restorative Justice Program is an important step to create a more just, peaceful and harmonious environment at the village level. Restorative Justice, which emphasizes restoration of losses and reconciliation between perpetrators, victims and society, requires a participatory and inclusive approach. This collaboration not only increases the effectiveness of the program but also ensures that the results reflect the interests and needs of the entire village community.

Abstract

Tujuan penelitian ini adalah untuk memahami budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan di Kota Denpasar. Dalam pelayanan publik budaya birokrasi harus dapat memberikan harapan yang dapat memuaskan masyarakat pengguna jasa layanan. Oleh karena itu faktor pengawasan, konsistensi aparat birokrasi, dan komunikasi yang efektif menjadi sangat penting. Manfaat penelitian ini adalah memperkaya bahan studi terutama yang berkaitan dengan upaya peningkatan pelayanan publik. Memberikan kontribusi pemikiran sebagai rekomendasi peningkatan pelayanan publik. Memberikan pemahaman akan pentingnya budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan. Penelitian ini dilaksanakan dengan metode kualitatif dengan menggali berbagai bentuk dan model etika dalam pelayanan publik. Tahapan pertama, dilakukan pengumpulan data primer dan sekunder. Tahapan kedua, memilih teori untuk mengkaji data. Tahapan ketiga, menganalisis dan menginterpretasikan data yang telah diseleksi. Tahapan keempat, melakukan penulisan dan konstruksi hasil penelitian. Hasil peelitian menunjukkan penerapan beberapa budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan di Kota Denpasar tampak dalam peningkatan. Seiring kecenderungan semakin besarnya peran dan dinamika tuntutan masyarakat terhadap fungsi pelayanan oleh pemerintah baik secara kuantitatif maupun kualitatif dalam berbagai bidang kehidupan bermasyarakat dan bernegara untuk melakukan berbagai perbaikan pelayanan temasuk meningkatkan komitmennya melalui berbagai standar pelayanan yang ditentukan atas dasar budaya pelayanan, aspirasi masyarakat dengan memperhatikan budaya organisasi aparatur pemerintah Beberapa budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan yang tampak dalam pelayanan publik di Kota Denpasar adalah: 1) Sewaka Dharma, 2) Mengindahkan etika (fatsoen) pelayanan publik; 3) Semangat kerja sama; 4) Kesetaraan dan penghargaan atas hak-hak warga; 5) Transparansi dan akuntabilitas pemegang kekuasaan; dan 6) Partisipasi masyarakat dalam kebijakan publik. Penerapan budaya birokrasi pemerintah dalam pelayanan administrasi kependudukan tampak dalam peningkatan pelayanan publik diharapkan lebih responsif terhadap kebutuhan dan dinamika yang semakin akselarasi serta lebih berkualitas dengan tetap memperhatikan beberapa parameter yaitu (a) Tangibles (fasilitas fisik); (b) Reliability (kehandalan); (c) Responsiveness (daya tanggap); (d) Assurance (jaminan) dan (e) Emphaty (empati).

Abstract

Sociopolitical polarization is a global phenomenon that affects the stability and cohesion of society, exacerbated by economic inequality, the role of the media, social identity, and the dynamics of international politics. Its impact on democracy, security, public policy, and economic growth creates an urgent need for deeper understanding and effective mitigation strategies. This research aims to analyze the causes, and consequences, and identify mitigation strategies for Sociopolitical polarization. The research was carried out using a descriptive qualitative approach, relying on data from relevant previous studies to process and analyze the phenomenon comprehensively. The results of the research show that Sociopolitical polarization is caused by various interrelated factors and has a broad impact on the social and political structure of society. Effective mitigation strategies include education and media literacy, dialogue and reconciliation, changes in political policies and practices, and regulation of technology and media. However, significant challenges such as resistance to change, the complexity of social identities, and global dynamics require a holistic and sustainable approach. Building consensus in a polarized society and creating a more integrated society is key to overcoming polarization. This research offers valuable insights for stakeholders in designing more effective strategies for reducing Sociopolitical polarization.

Abstract

Collaborative Governance Berbasis Tri Hita Karana di Desa Sayan merupakan langkah strategis untuk mengatasi kompleksitas hubungan antara Desa Dinas dan Desa Adat Sayan. Program pengabdian kepada masyarakat ini bertujuan memperkuat tata kelola pemerintahan desa secara kolaboratif dengan berlandaskan prinsip Tri Hita Karana, yaitu Parahyangan (hubungan dengan Tuhan), Pawongan (hubungan antar manusia), dan Palemahan (hubungan dengan lingkungan). Melalui pendekatan andragogi, kegiatan ini dilaksanakan dengan metode ceramah dan diskusi partisipatif untuk meningkatkan pemahaman peserta mengenai konsep collaborative governance antara Desa Dinas dan Desa Adat. Peserta diberikan materi tentang tata kelola kolaboratif berbasis Tri Hita Karana serta kesempatan mendiskusikan isu-isu aktual yang dihadapi dalam sinergi kedua lembaga tersebut. Hasil kegiatan menunjukkan bahwa kolaborasi antara Pemerintah Desa Dinas dan Desa Adat di Desa Sayan, Ubud, telah terwujud dalam beberapa aspek penting. Pertama, musyawarah bersama dilakukan untuk pengambilan keputusan strategis yang mengikat pemerintah dan masyarakat desa. Kedua, kerja sama diwujudkan dalam pengelolaan sumber daya alam dan keuangan desa. Ketiga, kolaborasi juga terjadi pada tahap perencanaan, pelaksanaan, dan pengawasan pembangunan desa. Adapun model governance yang diterapkan mencerminkan dua pendekatan: desentralistik pada Desa Dinas, di mana kewenangan pemerintah desa bersifat dominan, dan centripetal pada Desa Adat, di mana lembaga adat berperan sentral. Dengan demikian, implementasi Collaborative Governance berbasis Tri Hita Karana di Desa Sayan mampu meningkatkan efektivitas pemerintahan desa sekaligus mendorong pembangunan berkelanjutan.
