Abstract

Program pemberantasan korupsi oleh Komisi Pemberantasan Korupsi (KPK) dinilai tidak efektif karena skor Indeks Persepsi Korupsi (IPK) Indonesia terus mengalami penurunan dan menduduki peringkat ke-110 didunia pada tahun 2022. Untuk itu, saat ini arah kebijakan pemberatasan korupsi berfokus pada upaya pencegahan. Penelitian ini bertujuan mengkaji strategi kebijakan pencegahan korupsi KPK melalui perbaikan sistem monitoring dan rekomendasi hasil kajian administrasi pemerintah. Melalui metode kualitatif, peneliti dapat memahami secara  komprehensif dan mendalam mengenai latar belakang masalah dengan menganalisis praktik kebijakan monitoring dalam pencegahan korupsi. Teknik pengumpulan data menggunakan wawancara dan studi dokumen seperti peraturan pemerintah, publikasi terkait monitoring evaluasi program dan pencegahan korupsi, laporan kinerja dan laporan tahunan KPK yang kemudian dianalisis dengan menggunakan teknik Miles, Huberman dan Saldana (2014). Hasil penelitian ini menunjukkan strategi kebijakan pencegahan korupsi oleh KPK dilakukan melalui monitoring rekomendasi hasil kajian terhadap sistem administrasi pemerintahan. Dalam beberapa kasus, strategi kebijakan pencegahan korupsi melalui monitoring rekomendasi hasil kajian memberikan implikasi positif terhadap perbaikan tata kelola dan reformasi administrasi pemerintah sehingga dapat mencegah terjadinya praktik korupsi. Penelitian ini menyimpulkan bahwa rekomendasi hasil kajian merupakan instrumen pencegahan korupsi yang dapat diperluas cakupan dan ruang lingkupnya sehingga dapat membuka ruang yang lebih luas untuk pencegahan korupsi di Indonesia. Disisi lain, penelitian ini merekomendasikan perlunya percepatan sistem monitoring secara luas dengan menerapkan sistem reward dan punishment untuk mendorong kepatuhan terhadap rekomendasi kajian serta penggunaan monitoring berbasis teknologi informasi sebagai basis utama untuk diseminasi sistem pencegahan korupsi yang lebih masif di Indonesia.

Abstract

In disclosing allegations of wrongdoings or corruption, an effective whistleblowing reporting and handling system is required as a form of implementing good corporate governance in public services carried out by the government. By conducting a study on the implementation of the complaint system and whistleblowing system at the Anti-Corruption & Civil Rights Commission of Korea (ACRC), this research aims to determine and analyze the implementation of the whistleblowing system and the factors that influence the effectiveness of complaint management. Through a systematic literature review using PRISMA 2020 and organizational capacity analysis by using Douglas Horton’s theory, it is concluded that a complaints system must be supported by policies and strategies from top management, human resources, technological infrastructure support, monitoring and evaluation processes, and networks as an effort to increase capacity in order to create a complaint handling system and effective policy. In addition, a policy of reward and protection for whistleblowers is needed which supported both internally and through collaboration with other agencies so that whistleblowers feel safe in reporting suspected wrongdoings.

Abstract

Geospatial data is one of the important supports in spatial-based national development. However, there is a problem with the large amount of data overlap. One of the reasons for this data overlap is the difference in the references used. Therefore, a policy is needed regarding the implementation of geospatial data. The Indonesian government has enacted Peraturan Presiden (presidential regulations) of Indonesia’s One Data and One Map Policy. Those policies aim to produce sufficient data. Indonesia's One Data Policy regulates the management of statistical, geospatial, and state financial data at the national level. But, the One Map Policy only regulates the management of geospatial data. As two different policies with the same level, have similar names, and have intersect in the management of geospatial data, there is a potential for misunderstanding in implementing both policies. This article aims to identify the similarities and differences between the two policies. The method is a literature study from various sources. This article used analysis comparison. The findings identified similarities and differences with almost the same amount. Based on the similarities and differences, recommendations are made. The author proposes a synergy of geospatial data management mechanisms or considers deregulate one of the policies after the policy target is completed with further study.
