Abstract

This study evaluates the implementation of the Digital Population Identity (IKD) mobile application as an effort to improve the quality of public services at the Population and Civil Registry Office (Disdukcapil) of Subang Regency. With rapid technological advancements, public service digitalization has become a priority for increasing efficiency and accessibility in population administration. The IKD application was introduced to facilitate public access to Disdukcapil services, reduce waiting times, and streamline administrative processes. This study adopts Steers’ theoretical approach, examining effectiveness through the analysis of organizational characteristics, external environment, workforce, and management policies and practices. Using a qualitative research method through interviews and field observations, the study identifies several challenges in the implementation of IKD, including limited public understanding of technology and the technical readiness of Disdukcapil to address technical obstacles. The findings are expected to contribute to the development of optimal technology adaptation and communication strategies to enhance the acceptance and effectiveness of the IKD application, supporting a more responsive and inclusive transformation of digital-based public services.

Abstract

Kata Kunci: pemberdayaan  masyarakat,  budidaya udang Vaname, kelompok tani, pesisir, Subang   Abstract Langen Sari Village, located in the coastal area of Blanakan Subdistrict, Subang Regency, has considerable potential in the fisheries sector, particularly in Vaname shrimp cultivation. However, limited technical knowledge and weak institutional capacity among farmer groups hinder optimal pond management. This community service program aims to enhance community capacity through technical training on shrimp cultivation, institutional strengthening of farmer groups, and facilitation of market access. The methods employed include observation, interviews, and participatory-based training. The results indicate improvements in technical understanding, more structured group management, and the establishment of a marketing mechanism through the village cooperative. This program serves as an example of an applicable and sustainable community empowerment strategy based on local potential. Abstract

The study aims to analyze how both constructs have been investigated in empirical research, the reported relationships between them, the educational levels at which they are studied, and the methodological approaches and instruments employed. A systematic literature review (SLR) combined with bibliometric analysis was used as the method to provide a comprehensive overview of research trends, thematic clusters, and conceptual structures. Articles published between 2015 and 2025 in the Scopus database were screened and selected following PRISMA guidelines, resulting in seven studies that met the inclusion criteria. The bibliometric analysis identified five main thematic clusters, indicating the interaction between cognitive, affective, social, and pedagogical dimensions. The review shows that problem-solving skills are predominantly treated as indicators of cognitive achievement, while self-efficacy is positioned as a separate affective factor. Only two studies explicitly examined the relationship between these variables, reporting positive and mutually reinforcing interactions, whereas most studies analyzed them independently. Quantitative approaches with experimental or quasi-experimental designs dominated, with cognitive aspects assessed through performance tests and self-efficacy measured via Likert-scale questionnaires. Overall, the findings highlight the limited integration of cognitive–affective constructs in biology education research and emphasize the need for conceptual and methodological models that capture the dynamic interplay between self-efficacy and problem-solving performance. These insights provide implications for designing holistic and developmentally appropriate learning interventions in biology education
