Abstract

The regional income of the Berau Regency has been depending on the mining sector for last five years. Unfortunately, both the value and quality of the mining sector are continuously declining. These conditions threaten the economic sustainability of the Berau Regency. The eco-tourism sector, if developed by proper management especially in terms planning, may be the best way to accommodate those threats. Scenario Planning is one of suitable planning approaches that are much more capable to accommodate the complexity and the uncertainty in comparison to the conventional approach. Scenario Planning is seldom used in Indonesia, especially in tourism planning. Scenario Planning in this research paper is using the TAID method that includes tracking, analyzing, imaging and deciding. Data were collected by interviews, secondary data and observation in order to fulfill tracking step. The output of tracking step will be analyzed by cross-impact analysis in order to build scenarios in analyzing step. The output of analyzing step is used to make a vision and formulate the strategies. This paper offers four alternatives of strategies, which are Dissemination, Optimization, Strengthening and Reform. This paper also provides descriptions of the conditions of the Derawan Islands District in the next 10 years through the lenses of different perspectives of planning approach. This can be used as one of the considerations for the government to develop eco-tourism in the Derawan Islands District.

Abstract

Warehouse Receipt System is one of the most powerful tools to overcome price fluctuations in the agricultural/plantation sector, especially during the harvest season. Therefore, this study aims to analyze the existing conditions of coconut commodities in Inhil District and to formulate appropriate strategies for the application of WRS to the coconut commodities. Data were collected by observation, interview, and document review. Data were analyzed using interactive Miles, et al. (2014). Through Collection data, condensation data and finally withdrawing conclusions, then to create a strategy using SWOT analysis by compiling IFAS and EFAS tables. The study showed that the production of coconut commodities decreased dramatically, in which low coconut prices and fluctuation of the coconut prices were the main factors. While the result of suitable strategy is the diversification of strategy with the policy direction must be the master plan of WRS, acceleration of regional infrastructure development, strengthening of socialization of WRS, innovation of plantation water trio program through technology utilization and increasing industry in coconut processing sector.

Abstract

Research and development have a strategic role in formulating and implementing the policy. Research and development is one important step in order to produce a new idea. This article has a purpose produce a picture the existence of the difference between the point of view of academics with the point of view of a practitioner in formulating and implementing the policy.This article produced based on data collection started from focus group discussion and seminar. The results of analysis from focus group discussion, strengthened by seminar-seminar both at the local, national and international.The topic of the study subjects of many times successfully identified obstacles the role of academics and analysis the role of academics and the benefit of involvement academics.A new idea produced by academics cannot always directly applied by a practitioner. Any different and gap between the results of the study with the application of policy is caused by several factors. The differences that appear among others the different the time, different conception, different audience, different motivation and different consequences. There are 3 (three) way academics in influencing policy, through policy, the policy of research and development, and education policy and training (Adam, 2014). There are 3 (three) the key to strengthen the role of academics in the formulation policy among others network, reputation, and expectations.
