Abstract

Dalam beberapa tahun terakhir, city branding yang cerdas (smart branding) telah  menjadi penting dalam pertumbuhan ekonomi kota-kota di seluruh dunia. Kota Malang,  sebagai salah satu kota terbesar di Jawa Timur, Indonesia, telah mengadopsi konsep smart  branding untuk membentuk identitas dan persepsi lokal yang kuat. Smart branding merupakan  pendekatan strategis yang mengintegrasikan teknologi inovatif, keterlibatan masyarakat, dan  praktik pembangunan berkelanjutan. Kota Malang memperlihatkan komitmen dalam  membangun citra yang unik dengan memanfaatkan keberlanjutan dan keunggulan budaya.  Studi ini membahas penerapan smart branding di Kota Malang melalui beberapa program dan  inisiatif. Selain itu metode yang digunakan dalam penelitian ini melalui pendekatan kualitatif  untuk memahami potensi smart branding Kota Malang. Analisis dilakukan dengan  mengumpulkan data dari Pemerintah Daerah Kota Malang dan menganalisis dokumen  perencanaan Kota Malang. Hasil studi ini menggambarkan eksistensi dan keberhasilan smart  branding di Kota Malang melalui program-program yang telah dilaksanakan. Lebih lanjut  adanya beberapa strategi smart branding yang telah berhasil diimplementasikan di Kota  Malang, seperti Malang City Tour (MACITO), Malang Creative Center (MCC), Malang  Creative City EKRAF Malang, dan aplikasi Info Turis Malang. Strategi-strategi ini telah  membantu mengubah citra kota dan memperkuat identitas kota sebagai pusat pariwisata yang  berkembang, dinamis, dan kreatif.

Abstract

Good Governance merupakan salah satu bentuk pertanggungjawaban pemerintahkepada organisasi sektor publik dalam upaya meningkatkan kesejahteraan masyarakat dan menjalankan aspek-aspek fungsional pemerintahan secara efektif dan efisien. Dalammewujudkan pemerintahan yang baik (Good Governance) maka diwujudkan melalui adanya penyempurnaan dengan lahirnya Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 29 Tahun 2010 tentang Pedoman Penyusunan Penetapan Kinerja dan Pelaporan. Penelitian ini memiliki tujuan untuk mengetahui interpretasi tentang akuntabilitas kinerja instansi pemerintah dan untuk mendeteksi tindaklanjut terhadap temuan kinerja sebagai bentuk akuntabilitas kinerja pada Pemerintah Kabupaten Pamekasan. Penelitian yang dilakukan menggunakan metode studi literatur dengan mengkaji dokumen resmi Pemerintah Daerah yaitu Laporan Kinerja Instansi Pemerintah (LKjIP) Inspektorat Daerah Kabupaten Pamekasan Tahun 2020 dan literatur lainnya. Hasil penelitian menunjukkan pemahaman akuntabilitas kinerja yang digambarkan melalui peningkatan kualitas pengawasan internal dan kapabilitas APIP yang berada pada level 2. Selain itu, masih ditemukannya beberapa permasalahan dalam pelaporan kinerja dan capaian kinerja yakni keterbatasan sumber daya manusia pada Inspektorat Daerah Kabupaten Pamekasan khususnya APIP baik dari segi kuantitas maupun kualitas.

Abstract

Research and development have a strategic role in formulating and implementing the policy. Research and development is one important step in order to produce a new idea. This article has a purpose produce a picture the existence of the difference between the point of view of academics with the point of view of a practitioner in formulating and implementing the policy.This article produced based on data collection started from focus group discussion and seminar. The results of analysis from focus group discussion, strengthened by seminar-seminar both at the local, national and international.The topic of the study subjects of many times successfully identified obstacles the role of academics and analysis the role of academics and the benefit of involvement academics.A new idea produced by academics cannot always directly applied by a practitioner. Any different and gap between the results of the study with the application of policy is caused by several factors. The differences that appear among others the different the time, different conception, different audience, different motivation and different consequences. There are 3 (three) way academics in influencing policy, through policy, the policy of research and development, and education policy and training (Adam, 2014). There are 3 (three) the key to strengthen the role of academics in the formulation policy among others network, reputation, and expectations.

Abstract

Thematic bureaucratic reform is a program initiated by the Ministry  of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) to accelerate the improvement of efficiency and accountability of public services in Indonesia. This research aims to elaborate the level of understanding of the State Civil Apparatus (ASN) and the realization of the implementation of thematic bureaucratic reform at the local government level. A descriptive qualitative method is used in this study. The data was obtained based on an in-depth interview technique with a resource person from one of the employees in the City Government who has credibility in the preparation of bureaucratic reform. The results obtained in this study show that thematic bureaucratic reform is indeed the right step in the acceleration program to improve public services. In addition, there is a focus on the theme of bureaucratic reform which is divided into 4 (four) categories, namely poverty alleviation, increasing investment, digitizing government administration, and increasing the use of domestic products. However, in reality, in the field, there are still several obstacles in the preparation of the thematic bureaucratic reform roadmap, where the main obstacle is the lack of understanding of ASN in the preparation of the thematic bureaucratic reform roadmap. The hope in the future is that there will be a forum or in-depth socialization or technical guidance from the Ministry that can help overcome ASN problems related to the technical preparation of thematic bureaucratic reform roadmaps and integration with existing programs in local governments.

Abstract

Gender issue always become an interesting topic to be researched, especially when the gender issue itself is related to sustainable city issue. Sustainability of a city cannot be separated from gender role and contribution. The existence of gender often becoming influential group in city living environment. In one part of Malang City, at Kelurahan Purwantoro, initiating a Water Saving Movement or Gerakan Menabung Air (Gemar) at Kampung 3G (Glintung Go Green). The purpose of this research is to provide the relationship representation between gender and sustainable city program, especially in succeeding the activity at Kampung 3G (Glintung Go Green). This research using descriptive quantitative method, with questionnaire as the data gathering method in knowing the gender role and perception. This research also using SPSS to analyze the data. The result shows that there is a significant relation between gender and Kampung 3G sustainable city program, however the successes and development of the program did not affecting gender perception. It also shows that the successes of sustainable city program is not in line with the development of gender perception.

Abstract

People Centered Development are the determinants of successful development that welfare improvement, community trust, social justice, and public participation. This research using dynamic system for analysis of result. The success of development is supported by the leverage factors among others human development capacity, infrastructure development, and public welfare. Then, there are obstacles for improving human development capacity in Malang city is still that a gap, both in the form of gaps in income and opportunities. There were 4 (four) improving the human development capacity among others increased productivity the community, even distribution of opportunities and access to economy sources, the sustainability, and community empowerment.

Abstract

The level of accountability for the performance of the Pamekasan Regency Government in recent years has experienced a significant increase, so a strategy is needed so that the value of accountability continues to increase. The purpose of this study is to provide an overview of strategies for improving accountability and performance management in the government in Pamekasan Regency. The results of the study indicate that strategies for increasing accountability and performance management in the Pangandaran Regency Government include the Regional Apparatus Organization conducting a satisfaction survey on the community in each of its services periodically, the need to strengthen SOP (Standard Operating Procedures) in public services, increasing standard adjustments and review programs with community involvement (citizen charter), increasing the intensity level of coordination between regional apparatuses in order to improve public service innovation, providing and managing public complaints facilities, encouraging service innovation in each regional apparatus, and conducting periodic socialization of service evaluation policies.

Abstract

The COVID-19 pandemic in June 2023 is declared to be over in Indonesia. Through Press No. 17 of 2023, President Joko Widodo declared the 2019 Corona Virus Disease (COVID-19) pandemic status over. To cope with an endemic era, governments need to adapt and formulate clear strategies. The local government has an important role to play in the transition from pandemic to endemic. The Regional Government, the Government of Surabaya City, has prepared a transition mechanism for endemics. The role of the actor and the coordination system have awakened well. The use of ICTs is also one of the instruments used in the endeavour of transitioning to endemic. The readiness of the government of Surabaya is a reflection of the government's readiness in the face of this transition. The aim of this study is to find out the readiness of the government of Surabaya to implement the pandemic-to-endemic transition from an adaptive governance perspective.  This research uses a soft system methodology to analyse data. The results of the study show that the government of Surabaya has implemented an adaptive system of government in which the mayor of Surabaya is the chief commander. Coordination and collaboration between actors are supported by ICT. The distribution of roles between planners and executives is clearly depicted.
