Abstract

Kabupaten Ogan Komering Ulu Timur sebagai salah satu daerah otonom hasil pemekaran mempunyai fungsi strategis sebagai daerah transit, karena letaknya yang merupakan simpul arus transportasi yang menghubungkan beberapa daerah seperti berbatasan dengan provinsi lampung, Kabupaten Ogan Komering Ulu Selatan, Kabupaten Ogan Komering Ulu, Kabupaten Ogan Komering Ilir serta dilewati oleh jalur lintas tengah Sumatera. Berdasarkan fungsi dan letak tersebut, maka laju perkembangan dan pertumbuhan ekonomi Kabupaten Ogan Komering Ulu Timur cukup cepat. Kabupaten Ogan Komering Ulu Timur mempunyai jaringan irigasi, baik yang di kelola oleh Pemerintah Kabupaten maupun Pemerintah Desa. Untuk mencapai hasil yang maksimal maka diperlukan perencanaan DED. Permasalahan sungai yang sering banjir menggenangi permukiman, lahan pertanian dan perkebunan masyarakat terjadi karena perlambatan aliran sungai yang disebabkan oleh endapan, tanam tumbuh sekitar aliran sungai, dan lain-lain sehingga diperlukan kegiatan normalisasi. Perencanaan DED meliputi pengambilan data debit air, pengukuran awal sungai, seperti panjang sungai, dimensi sungai, kelandaian aliran sungai, kemudian data tanam tumbuh pada tepi aliran sungai yang perlu dibersihkan, kemudian setelah didapatkan data-data di atas dibuatlah perencanaan dimensi saluran rencana menyesuaikan dengan debit air banjir dan faktor kecepatan aliran sungai menuju ke muara sungai/pembuangan. Kemudian direncanakan untuk pembersihan tanam tumbuh sekitar tepi sungai yang memperkecil dan menghambat aliran sungai.

Abstract

Based on Law Number 6 of 2014 concerning Villages, village authority is village autonomy and villages are seen as having a fairly large role in providing public services for the community. Along with the development of information and communication technology, a transformation towards a Digital Village must be carried out. This article is the result of legal doctrine research by prioritizing data in library materials. Sources of information are obtained through regulations and scientific publications that are relevant to the research topic. Based on research, social contractual utilitarianism is the philosophical basis for digital transformation in village government and to realize a Digital Village must meet the following requirements. First, participatory, that is, it is prepared with the agreement of the residents and is in line with development plans in the Regency. Second, there is a need for a legal basis in the form of a Village Regulation on Digital Villages which is in accordance with the village development plan and describes the character that the Village wants to develop. Third, have a road map in the form of stages for developing a Digital Village.

Abstract

This study aims to examine the legal accountability of the Land Deed Official (PPAT) in unauthorized land rights transfers in the case study of SHM 24451. In their function as a public authority, the PPAT, creates authentic deeds, particularly deeds of land rights transfer, which serve as evidence proving that a legal act of rights transfer has occurred lawfully and provides legal certainty. This research is normative juridical legal research using doctrinal, conceptual, and case approaches. A descriptive method is used to analyze data based on the theory of authentic deeds and the theory of official accountability. The problem arises when, during the deed-making process, there is suspicion of non-compliance with formal and material requirements, thus making the PPAT, as a public official, accountable for the legal acts performed. The results indicate that rights transfers that do not meet formal and material requirements can be subject to administrative, civil, and criminal liabilities. This causes legal violations and harms the community. These findings emphasize the importance of compliance with professional ethics, legal principles during the execution of tasks, authority as a PPAT, as well as maintaining the integrity of the profession, institution, and public trust.

Abstract

This article analyzes the legal framework governing crop-livestock integration in Indonesia and it’s alignment with sustainable development principles. Although the Food Law, the Livestock and Animal Health Law, and the Evironmental Protection and Management Law recognize sustainability and the use of local resources, they don’t provide operational guidance for integrating crops and livestock. The research finds regulatory fragmentation: livestock manure is legally treated as waste rather than a soil nutrient, forage production is not mandated within livestock enterprises, and extension services operate under separate sectoral structures. Comparative analysis of Malaysia, Thailand, and India demonstrates that successful integration that support nutrient cycling and smallholder autonomy. This research purposes three core elements for legal reform: recognizing livestock manure as an agricultural resource, requiring forage production plans, and unifying agricultural extension under a single village-level farming plan. Strengthening these provisions would create a cohesive legal basis for sustainable crop-livestock systems and reinforce food security for smallholder farmers.
