Abstract

Mata kuliah birokrasi adalah mata kuliah yang dirasa perlu untuk dikaji bagi administrator muda di Indonesia. Mengapa penelitian penyususnan v-learning ini penting untuk di lakukan karena mata kuliah birokrasi merupakan mata kuliah wajib bagi mahasiswa administrasi Negara dan mata kuliah birokrasi dipelajari sebagai dasar pijakan mahasiswa melakukan telaah birokrasi bagi aparatur sipil. Permasalahan yang diangkat adalah bagimana penyusunan v-learning birokrasi yang sesuai dengan Kerangka Kualifikasi Nasional Indonesia (KKNI).Model pengembangan yang akan digunakan adalah model pengembangan ADDIE. ADDIE merupakan akronim dari Analyze, Design, Develop, Implement dan Evaluate. ADDIE adalah konsep pengembangan produk. Konsep ini diterapkan untuk melakukan pembelajaran berbasis kinerja (performance-based learning). Hasil 1) Pengembangan mata kuliah birokrasi  tatap muka ditambahkan media v-learning yang praktis dan mudah dipahami oleh mahasiswa D-III Administrasi Negara melalui beberapa tahap mulai dari pemetaan RPS, telaah reviewer, materi v-learning, upload & partisipasi v-learning. 2) Partisipasi mahasiswa 2018 kelas A dan B dalam mengikuti perkulihan V-learning mencapai 100% dari total 85 mahasiswa aktif. 3) Partisipasi mahsiswa 2018 kelas A dan B dalam mengerjakan tugas perkulihan mencapai 84% atau sekitar 68 mahasiswa dari total 85 mahasiswa. 4) Partisipasi mahsiswa dalam mengerjakan UTS secara v-learning mencapai 100% dari total mahasiswa 85 orang.

Abstract

The increase in cases of Corona Virus Disease 2019 (covid-19) has led the Central Government to the Village Government to issue regulations regarding covid-19. Implementation of handling and preventing Covid-19 using a communication strategy canalizing techniques. The trick is to gather various village stakeholders and village organizations to form a Task Force and Volunteer. The task force and volunteers have the goal of inviting the community to carry out a joint movement in breaking the chain of spreading Covid-19. The Covid-19 Task Force and volunteers also formed a posyandu for youth groups and health cadres consisting of mothers. Stakeholders such as village officials, village consultative bodies, youth organizations, youth mosques, task forces and the Health team, through coordination meetings, produced several programs as a step to accelerate the spread of covid-19. Programs such as spraying disinfectants, counseling on healthy living habits, socializing the handlers of covid-19, implementing physical distancing, handling covid-19 posts, distributing cloth masks, and making isolation rooms. The communication strategy used by Kesamben Village has proven successful in inviting the community to prevent the acceleration of the spread of Covid-19 and to increase public awareness of the importance of implementing health protocols. Increasing public awareness such as using masks when leaving the house as a habit, applying physical distancing and adopting clean and healthy living habits. This type of research used in this research is descriptive qualitative, the researcher uses interview techniques, observation and documentation.

Abstract

The implementation of Dolopo Village's website information system is still fairly ineffective. To increase the value of information systems in public services, Dolopo Village decided to create a website called "website desadolopo.com" so that all information systems and services can be reached by the wider community. In PERBUP Madiun Regency No. 2 of 2020 concerning Network Management of Legal Documents and Information within the Government of Madiun Regency in Article 13 concerning Structuring Legal Information Systems Number 3 that the utilization of information and communication technology is carried out through an internet/website system. This research method is descriptive qualitative with data collection by observation, interview and documentation. The conclusion of this research is that the application of the Dolopo Village website information system has not been running effectively due to the obstacle of the lack of technological knowledge of the Dolopo Village operator. The suggestion that can be given is the holding of training/socialization for handling technology development for the Dolopo Village government, so that they no longer use third party services if there are obstacles or problems that occur in the application of the Dolopo Village website information system. Based on the observation, there are several obstacles and barriers in the implementation of the Dolopo Village website information system, causing a lack of information dissemination related to Dolopo Village and constraints due to the lack of technological knowledge of operators in the implementation of the Dolopo Village website information system.
