Abstract

study aims to determine and explain the results of the implementation of the authority of the Camat in fostering the Implementation of Village Government in Rokan IV Koto Sub-District Rokan Hulu and to know the factors inhibiting the tasks of the sub-district Head in fostering the Village Government, and to know the appropriate pattern of coaching for the implementation of the village government in Rokan IV Koto Subdistrict, this research is in the form of field research by way of survey with Likert-scale processing, while viewed from the nature of this research is descriptive analysis that explains and develops various research findings in the field and analyze the data so that obtained an answer to the problems formulated, the population is mostly and some are small, so the researchers do the sampling. For the Village Head is directly limited to 3 Villages with 3 Village Heads, Village Secretaries with 3 Sekdes, Village Governors 3, Dusun Head 3, and BPD 19 using techniques using saturated sampling techniques other term census techniques. To analyze the data, in this case the data that have been collected are grouped according to each data type then presented in Likert scale table. Furthermore, the data that has been presented in the form of the table is analyzed descriptively, ie analysis in the form of descriptions and explanations of the table presented, from the results of the discussion that has been done it can be drawn conclusions, among others are: Evaluation of District Camat in Fostering the Implementation of Village Government in Rokan IV Koto Sub-district Rokan Hulu District with 6 indicators of assessment are: Efficiency, Effectiveness, Responsiveness, Supervision, Consultation of Government Affairs Implementation, it can be categorized as Good Enough. Based on observation items obstacles observation faced in the implementation of village administration is the budget for the implementation of these activities so that the element of the builder is a major element that must be improved prior to coaching on the specially developed in Rokan IV Koto District Rokan Hulu District.

Abstract

Evaluation is the process of comparing the standard to the facts and analyzing the results. The extent to which the policy achieves its goals and objectives. To be better, public policy is the decision made by the State, especially the government as a strategy to realize the objectives of the State concerned, the service is a process of the activities of a person or group of people to provide assistance optimally to others requiring both requested and unsolicited. Related to that through Article 4 of Regional Regulation No. 12 of 2008 on the Distribution of License Nuisance mention the ordinance for the maintenance of drug store permits. For the indicator the authors use the indicator of KEPMENPAN No. 64 Year 2004, the location of research that is writer fokuskan dikota pekanbaru with type of research that is descriptive quantitative.

Abstract

Model Pembinaan dalam melakukan Transparansi merupakan suatu cara atau prinsip sehingga menjamin akses bagi setiap masyarakat agar memperoleh informasi atau data terkait penyelenggaraan pemerintahan desa dalam pengelolaan dana desa yang dilakukan oleh pemerintah. Dengan adanya model pembinaan dengan prinsip transparansi diharapkan pemerintah Desa Titi Akar melakukan pengelolaan Dana Desa dengan transparan serta melibatkan masyarakat Desa. Penelitian ini bertujuan untuk mendeskripsikan model pembinaan pemerintahan desa agar transparansi didalam pengelolaan Dana Desa dan mekanisme pengelolaan Dana Desa yang dilakukan oleh pemerintah Desa Titi Akar Kecamatan Rupat Utara Kabupaten Bengkalis Provinsi Riau. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Teknik pengumpulan data dalam penelitian ini meliputi, observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa model pembinaan pemerintahan desa dalam transparansi pengelolaaan dana desa yang dilakukan oleh pemerintah Desa Titi Akar Kecamatan Rupat Utara sudah sesuai dengan peraturan Perundang-undangan yang berlaku serta melibatkan masyarakat mulai dari tahapan perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertanggungjawaban sampai dengan penyerahan hasil laporan Pembinaan . Berdasarkan indikator dari model pembinaan transparansi menunjukan bahwa minimnya ketersediaan aksesibilitas dokumen serta adanya kelengkapan, kejelasan dan kemudahan bagi masyarakat untuk mengakses informasi yang tidak bisa diakses secara menyeluruh dengan minimnya pemasangan baliho dan papan informasi di beberapa titik yang menjadi penting. Penelitian ini menyimpulkan bahwa Desa Titi Akar Kecamatan Rupat Utara sudah menjalankan proses mekanisme pengelolaan Dana Desa secara bertahap dengan melibatkan beberapa unsur terkait termasuk masyarakat Desa Titi Akar Kecamatan Rupat Utara.

Abstract

Bank Sampah merupakan salah satu wadah yang dapat menyelesaikan permasalahan yang sedang masyarakat alami, ini juga merupakan fasilitas untuk mengelola sampah dengan prinsip reduce, reuse dan recycle (3R) yang dipergunakan oleh Pemerintah daerah untuk sarana edukasi, perubahan perilaku dalam pengelolaan sampah, dan pelaksanaan ekonomi sirkuler yang dibentuk dan dikelola masyarakat, badan usaha serta Pemerintah. Solusi sistem informasi manajemen bank sampah (SIMBA) diyakini mampu mengubah perilaku masyarakat agar lebih peduli terhadap sampah, solusi inovatif memaksa masyarakat memilah sampah, menumbuhkan potensi ekonomi kerakyatan, memberikan kesempatan kerja dan investasi. SIMBA dengan menerapkan kemitraan pengelolaan sampah antara kebijakan Pemerintah dan Pemerintah Daerah dengan memfasilitasi kerjasama bank sampah usaha daur ulang, bank sampah dengan produsen. Penelitian ini dengan menggunakan metode kualitatif, dengan survei deskriptif. Adapun pengumpulan data diperoleh dari observasi (pengamatan langsung), wawancara dan dokumentasi pada penanggung jawab Bank Sampah Induk (BSI) dan Bank Sampah Unit (BSU) Kota Dumai. Kajian teori yang digunakan adalah konsep kebijakan pemberdayaan masyarakat, konsep sampah, dan konsep perubahan sikap perilaku. Hasil dari SIMBA berbasis aplikasi dbase dan web dapat menyimpan data dan informasi pengelolaan sampah Kota Dumai, dapat diakses oleh Pemerintah Daerah, dunia usaha serta masyarakat. Pelajaran yang dapat diambil dari program tersebut adalah untuk upaya peningkatan ekonomi masyarakat, mendayagunakan sampah menjadi barang yang memiliki nilai ekonomi dan dasar dalam pengambilan kebijakan.

Abstract

This study aims to determine the role of Head in Foster Village Consultative Body in District Ujung Batu Rokan Hulu. Indicator ratings Village Consultative Body builder used includes providing guidance, mentoring, provision of training, referrals, and surpervisi. This type of research beralokasi Ujung Batu sub-district office are descriptive survey, which prioritize the list of questionnaires as a means of data collection and data collected by the tool used as raw material for the empirical conditions in the objectivity of research goals at the location studied. There are two groups of the population and sample in this research that the district governments amounted to four (two) people, the village government amounted to 16 (sixteen), in this case the Village Consultative Body and the Village Head ushered second village in the district of Ujung Batu. The type and data measurement techniques consist of primary data was collected by using a list of questionnaires and interviews as well as a list of secondary data collected by using observation. While data analysis techniques used by the tool table. Based on this technique researchers assess and conclude that the role of Head in Foster Village Consultative Body in District Ujung Batu Rokan Hulu is in the interval Less Good.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis hasil dari Pengaruh Transparansi, Akuntabilitas terhadap Pengelolaan Alokasi Dana Desa (ADD) di Kabupaten Rokan Hulu. Penelitian ini berbentuk penelitian lapangan dengan menggunakan penyebaran kuisioner dan olahan data menggunakan tols aplikasi SPSS, 26 secara Kuantitatif, mengingat jumlah Populasi yang terlalu banyak maka peneliti berupaya menemui sumber Populasi dari responden dengan membuat metode penentuan sampel yaitu Purposive Sampling. berdasasarkan responden yang dijelaskan pada penelitian maka peneliti memperoleh data hasil rumusan kuisioner, observasi serta untuk memperoleh informasi yang lebih akurat. Untuk menganalisa data, dalam hal ini data yang telah terkumpul dikelompokkan menurut jenis data masing-masing kemudian disajikan dalam bentuk narasi table data olahan skala Ordinal. Selanjutnya data yang telah disajikan dalam bentuk tabel dan dideskripsikan berupa narasi kalimat, dan observasi tersebut dianalisa secara Kuantitaif dalam bentuk penggambaran-penggambaran yang terjadi di lapangan, yakni, dari hasil pembahasan yang telah dilakukan maka penulis, membuat kesimpulan dari 2 variabel X yang di hubungkan kepada variabel Y yaitu Transparansi, Akuntabilitas, terhadap Pengelolaan Alokasi Dana yang di simpulkan pada berpengaruh signifikan. Namun meskipun hasilnya berpengaruh signifikan tetap harus ada perbaikan-perbaikan yang dilakukan demi pencapaian pengelolaan alokasi dana desa yang baik.

Abstract

Peat restoration is a government strategic program which is a top priority area, especially for Riau Province. Peat restoration is also one of the pilot projects that must be handled correctly, quickly and thoroughly so that it does not repeat the wounds of the disaster like 7 years ago. This is because, as the owner of the largest peatland in Sumatra, history has also been categorized as the biggest source of forest and land fires. It was suspected that the restoration of the peat was originally due to forest and peatland fires, so that the World Bank once estimated that the economic loss from the karhutla disaster reached Rp. 221 Trillion (Mileva et al. 2016). In accordance with Presidential Decree No. 1 of 2016, the government established the Peat Restoration Agency which is the leader in implementing peat restoration in Indonesia (Lebaran et al. 2016). It should be known that peat restoration is indeed designed within the framework of collaboration with many elites (representative groups that are considered capable), namely the Government, communities, NGOs and the private sector, which are the key elites for the implementation of peat restoration (collaborative governance). The elite approach strategy is the focus of this study by using collaborative governance theory as the main research framework. This study uses a qualitative method with a case study approach assisted by literature studies. Researchers found that there was a failure of peat restoration management strategy in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda became the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors become the main ones because peat restoration is related to investments in forestry and oil palm plantations. Then the cause of the failure of the management strategy, namely failure to understand communication between elites, was also caused by a lack of commitment from elite leaders in Riau.

Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.
