Abstract

Democratic Albanian local governance is a prerequisite to the meaningful decentralization of infrastructure management.When people participate in defining visions for sustainable development for their communities, in formulating strategies for equitable accessto services and resources and in setting priorities for action, they have endorsed. Participation also sharpens their awareness of theinterrelations between economic, social and environment issues. This is a highly significant feature of infrastructure Albanian programsand carries important role for local development. This Albanian reform allows banks to better evaluate the creditworthiness of potentialborrowers, facilitating access to credit for firms and individuals. Albania also strengthened investor protection. A new company lawrequires that disinterested shareholders approve transactions between interested parties and obligates those parties to disclose allinformation on the transaction to the public. The law also reinforces directors’ duties and requires directors, when found liable, to paydamages and return profits to the company. A new bankruptcy law approved during 2008 provides a more efficient framework for closinga business.

Abstract

This paper' search aims to illustrate: the effectiveness of the legislature on market regulation with objective the economicefficiency' and the context within the “Authority of Competition" implements competition policy. The lawmaker role' on Concentrationscontrol is illustrated through both theoretical and empirical methods of economics and law.The economic analysis shows that, theAlbanian market is a market of small size and there is a risk of the concentration of the market since the demand is limited and operateonly a limited number of companies. We realized that in matters of concentrations with the old Regulation. 4068 of 1989, Albanian lawprovided for only the prohibition of a concentration that creates or strengthens a dominant position, but didn't provided for the abuse thatoccur by this position, as provided by European legislation. In addition, the same regulation didn't give to the Competition Authority thepossibility to take account of technical progress, as the Community Law. In 2008, the Albanian authority, review the provisions of Lawno. 9121 of 28 July 2003 "On Protection of Competition" in order to meet requirements to European competition law under the Europeanintegration process. At the end, the results of the paper, on the effective' market situation in Albania, will be exposed according toeconomic analysis of law.

Abstract

During the last years Albanian Financial System has continued its stable growth. The quite good financial outcome, in bothbanking sector and non-bank financial sector, was due to the better use of the financial sources and the ongoing relatively quickexpansion of the investment activities with high return. The long-term trend for a gradual decline of the capital adequacy indicator of thefinancial system and particularly of the banking sector has continued, but the declining rate is reducing. The assets of the financialsystem have been steadily growing, but the weight of the non-banking financial sector still remains low, thus limiting the contribution ofthis sector on the stable development of the overall financial system. This article discusses the progress and the influence that thefinancial system has itself as a creator of money, not only lending. Is good for our analysis to remember how this concept has a directimpact on economic factors such as: the commercial debt that has been raised in recent months, inflation which has increased, anddirect investments which have fallen. Naturally we are going to illustrate the principal methods that the financial management uses toprevent the various risks that represent the financial market, and which are the most appropriate indicators to analyze the situation of theAlbanian financial system.
