Abstract

Democratic Albanian local governance is a prerequisite to the meaningful decentralization of infrastructure management.When people participate in defining visions for sustainable development for their communities, in formulating strategies for equitable accessto services and resources and in setting priorities for action, they have endorsed. Participation also sharpens their awareness of theinterrelations between economic, social and environment issues. This is a highly significant feature of infrastructure Albanian programsand carries important role for local development. This Albanian reform allows banks to better evaluate the creditworthiness of potentialborrowers, facilitating access to credit for firms and individuals. Albania also strengthened investor protection. A new company lawrequires that disinterested shareholders approve transactions between interested parties and obligates those parties to disclose allinformation on the transaction to the public. The law also reinforces directors’ duties and requires directors, when found liable, to paydamages and return profits to the company. A new bankruptcy law approved during 2008 provides a more efficient framework for closinga business.

Abstract

E-Learning is gaining significant interest in distance education, including university and other. It also get a special importancein terms of exchanges of experiences between different institutions within and outside the country. Despite the distance people already havethe opportunity to learn from others, or used in any other time and place that they are. These advantages are powered by technologicaldevelopments, developments that require a generation as qualified to be adopted in time with the rapid technologicevolutions.The advantages of using e-learning are related to the degree of qualification of the generation which live in an era of rapid technologicalchange. Despite the rapid technological development in many countries there are benefits from the use of e-learning or there are benefits thatare not at levels as it’s required .E-learning will be consider as one of the new business that requires the implementation of a moderninfrastructure for the needs of customers .In determination of the needs customers there is always a question, which is necessary byenterprises in the e-learning to identify the application, create and determine its size.

Abstract

The capacity of public administration was weak; the system, stemming from a party focused environment, was highlypoliticized. Corruption was pervasive in every facet of the public sector. Citizens feared public administration and did not trust itto provide even the most basic services in a fair or impartial way. The financial collapse in 1997 was a watershed event inAlbania's transition from its communist past. It highlighted the problems of Albania's economic governance capacity and, from anadministrative standpoint, reaffirmed and highlighted the inefficacy of a public administration, unable to enforce its laws andregulations. As the public's confidence in Albanian1 institutions had been significantly eroded by the recent events, restoring thepublic's trust in the government became the main priority of the government. In order to achieve this objective the capacity of thepublic administration needed to be dramatically strengthened.2 The donors concurred with this assessment. IDA, starting withthe 1998 CAS, considered governance and institution building as one of the central planks of its intervention and identified theneed to adopt and implement reforms to build an accountable and transparent state as the most important challenge facing theGovernment of Albania. Over the next several years, the Albanian Government, in partnership with donors, emphasizedinstitutional reform and capacity building and developed a comprehensive strategy to strengthen the public institutions for moreeffective governance.

Abstract

The topic on the current integration phase of the Republic of Macedonia after the completion of the questionnaire andthe commencement of the ratification process of the Stabilization-Association Agreement between the Republic of Macedoniaand the European Commission by national assemblies of the EU member states. In this phase, institutional reforms arefundamental and within those the establishment of a new modern, functional, democratic European administration is a crucialpre-condition. Since 1991, and especially after the endorsement of the Ohrid Framework Agreement in 2001, Macedonia hasbeen clearly and unambiguously determined to pursue the strategic orientation in order to integrate in the EU. After theendorsement of the Ohrid Framework Agreement, Macedonia has undergone a long and complex way of reforms towards itsEuropean integration goal. Some of the steps include the Stabilization and Association Process, endorsement of the Stabilizationand Association Agreement and the accomplishment of the application questionnaire as a candidate country for EUmembership. The country is currently going through a phase of two parallel processes that converge to the country’s fullmembership in the EU: the process of ratification of the Integration Agreement between Macedonia and the EC as well as theprocess of implementation of remaining reforms in order to accomplish the whole set of membership criteria.

Abstract

In this article, consider optimal decision making in two-alternative forced-choice. The paper research consist byanalyzing the mathematical models of TAFC decision making and show that all but one can be reduced to the drift diffusionmodel, implementing the statistically optimal algorithm (most accurate for a given speed or fastest for a given accuracy). Thepaper research prove further that there is always an optimal trade-off between speed and accuracy that maximizes variousreward functions, including reward rate (percentage of correct responses per unit time), as well as several other objectivefunctions, including ones weighted for accuracy. These findings address empirical data and make novel predictions aboutperformance under optimality. This literature review of decision making (how people make choices among desirablealternatives), culled from the disciplines of psychology, economics, and mathematics, covers the theory of riskless choices, theapplication of the theory of riskless choices to welfare economics, the theory of risky choices, transitivity of choices, and thetheory of games and statistical decision functions. [1] [2] [3] In this paper we are trying to adopt the concrete data of ITC in Vloraregion for touristic promoting. The theories surveyed assume rational behavior: individuals have transitive preferences. Thereare two points of hypothesis in this study: 1.The GTCA (Game theory and competitive analyse) theory and it apply in Albaniancondition for promoting the tourism.2. MMDM (Mathematics Models and Decision Making) theory and apply in developing theconditions for promoting the reforming in Albania. Game theory, a discipline that was given its modern form by themathematician John von Neumann, models markets in which the actions of competing parties influence one another while eachacts in its own self interest.

Abstract

The aim of this research article is “developing the topic” which is being analyzed. The treated issues in this researcharticle, with constitutional – juridical thematic, lay and focus in analyzing the customs and the constitutional conventions assubsidiary sources of the constitutional law, as a branch of the law, it presents illustrative and concrete examples from thepractice of the comparative constitutional law. This article shows special interests, mainly and firstly, in the development oftheoretic and juridical – constitutional thought, and also treats professional and applicative issues. The juridical norms, if we usea figure of speech, are “the spinal cord” or “the essence” of the constitutional law as a branch of the law. As a matter of fact, thejuridical norms constitute the content of the constitutional law. The juridical norms that regulate the social relations, whichcompose the object of the constitutional law are called constitutional – juridical norms, and this is how they diverge from thejuridical norms that regulate other social relations, which on the other side, are included in other branches of the law (in theadministrative law, in the criminal law, in the civil law etc)1. The constitutional – juridical norms are juridical sui generis norms(norms of a special kind), that are “regulated or sanctioned by the state” for the juridical regulation of the social relations whichare created during the activity of the highest and most important organs of a given state.

Abstract

This article presents a summary of the current status, of health Albanian system.The developing health care system ofundergraduate, postgraduate and continuous medical education in Albania and suggests opportunities for development andpartnerships that would help the country's medical education reform. The impact of these changes and developing health caresector may be reduced by two modifications in undergraduate medical programs. First identifying, training practicediscrepancies, with a view of correcting them. Computerization of all pharmacies started for the first time in 2007. Partnershipwith health institutions and namely with pharmacies was also strengthened. The intention of this corporation was to insurehardware equipment to support the software produced by HII.Since their system was designed in such a way that it served notonly to HII, but also to pharmacies in their everybody work, very soon pharmacists that previously didn’t want to procureequipment became our collaborators in improving the system. The HII received more than 17% of all health funds, with 8.5%coming from the state budget, 4.3% from employers and 4.4% from individual contributions. While the state remains the majorsource of health care financing, its contribution shrank from around 84% in 1990 to less than 60% in 1999 as other funding,especially out-of-pocket payments, increased.

Abstract

The definition of the constitutional law is an important theoretical problem, because in literature, generally, "there isno single definition" of the constitutional law. Seen from the perspective of the broad (wide) comparative juridical-constitutionalliterature, a conclusion drawn can be, that the constitutional law can be defined in two main meanings: first, in the traditionalmeaning and, secondly, in the modern one. In the traditional sense, the constitutional law is defined as "a set of juridical normsthat refer to the dispersion of state power and the exercise of that power by the state bodies and with which in the same time thereciprocal relationships within state bodies, and the reciprocal relationships between state, citizens and institutions are defined."In the frame of the traditional sense, the constitutional law can be viewed in two basic meanings (senses) one, in the strictmeaning and, two, in the broad one. In its narrowest sense, the constitutional law can be defined as "a set (an entirety) ofjuridical norms, intended to regulate relationships within the state between the ruler (ruler) and the governed (ruled).

Abstract

In order to develop the economy in most organized and desirable achievements outcomes is required the greatest efficiency ofthe organizing institution in the investment advisory. By this context, state institutions, professional institutes and other mechanisms ofcivil government should be active in the development policies orientation, as well as engaged in the design of economic investmentprojects. Besides other financial resources, great investment potential and our workers are employed abroad. Hence, owners who havea long time in Western Developed Countries, the experience gained and the financial savings budget are considerably potential that theircapital engaged in various productive activities, which will enable economic development on the one hand, to increase the financialpotential and on the other hand their financial remittances dedicated to their families, serve not only to meet the basic needs, but also toincrease business development; While those who invested in the economy at large led to the trade development ,although thecircumstances were difficult they invested in manufacturing. Today the benefits of different countries, financial institutions and the laborforce concentrated in the ”Diaspora-Immigration” Kosovo investitures that are living in developing countries, are great potential toinfluence economic development in general and the development of private initiative in particular. According to these conditions shouldbe taken into account the importance on financial orientation of those economic activities which are long-term perspective.

Abstract

In this paper we want to illustrate the facts that both means of supplying markets exporting and production in those markets.Moreover, there are two international business activities that we are studying in our paper research. Among, the companies Forbes(2000) listed as the 100 largest U.S multinationals companies. According the World Investment Report small and middle enterprisesaccount for 20.8% of the total 3.470 U.S. In this paper we analyze two topics directly related to exporting and production in foreigncountries to compare with foreign investments in Republic of Macedonia. The aim of this study is to analyze: (1) international trade whichincludes exports and imports in Republic of Macedonia, (2) foreign direct investments which international polices in Republic ofMacedonia must make to establish and expand the activity components and products in Republic of Macedonia. Today’s multinationalscreate widespread network of research, component production assembly and distribution.” We want together date from the developmentof foreign investments of Republic of Macedonia. There are a number of advantages of in focusing attention on a national that is alreadysizable purchaser of goods coming from would – be exporter country.
