The method used in this research is a survey method with direct observation and sampling in the field. Determination of the type of nematocytes from A. formosa coral was carried out using an Olympus microscope with an objective lens magnification of 10X40 (400) at the Marine Biology Laboratory, Faculty of Fisheries and Marine, Universitas Riau. Of the 25 main types of nematocytes known in the phylum Cnidaria, one type was found in this species. The results of the research show that there is a type of Holotrichous isohiza in the A. formosa coral. This type of nematocyte is thought to be used to attack and kill prey

Abstract

Digital transformation within police institutions represents a strategic initiative that not only aligns with technological advancement but also addresses public demands for fast, transparent, and accountable services. One of the concrete manifestations of this transformation is the utilization of digital applications by the Indonesian National Police through the Digital Korlantas platform, which encompasses a variety of services such as motor vehicle registration and identification, issuance and renewal of driving licenses, as well as accident reporting and real-time traffic information. This article examines the implementation of digitalization in traffic police services by positioning the Digital Korlantas application as the primary case study. The writing employs a qualitative approach and literature review, which enables the author to comprehensively analyze theories, concepts, and relevant research findings to build a systematic assessment. The findings indicate that the implementation of digitalization in traffic services has a significant impact on enhancing efficiency, strengthening service integrity, and expanding public access. However, the development of the digital system still faces challenges such as disparities in digital literacy, data security issues, and internal bureaucratic adaptation that requires policy consistency. This study is expected to serve as an academic reference for understanding the dynamics of public service digitalization, particularly in the traffic sector, and to enrich discussions on technology-based police service innovations.

Abstract

Purpose: Digital transformation has become a key agenda in public sector reform, particularly at the local government level where public services are delivered directly to citizens. However, the effectiveness of digital initiatives is often constrained by limited digital capacity, including human resource readiness, institutional coordination, and technological integration. This study examines strategies for improving digital capacity within the local government of Palopo City. Subjects and Methods: This study employs a qualitative descriptive approach. Data were collected through in-depth interviews with local government officials, document analysis of digital governance policies, and direct observation of digital system implementation. The research focuses on human resources, institutional arrangements, and technological infrastructure as key dimensions of digital capacity building. Data were analyzed thematically to identify patterns and strategic issues shaping digital transformation at the local level. Results: The findings indicate that digital capacity building in Palopo City is progressing unevenly across government units. Basic digital skills are generally present, yet advanced competencies remain limited. Institutional support and leadership commitment vary, leading to fragmented implementation of digital initiatives. Although digital systems have been developed, limited integration and underutilization persist due to capacity and governance constraints. Conclusions: The study concludes that strengthening digital capacity in local government requires a holistic and sustained strategy that integrates human resource development, institutional alignment, and technological governance. Digital transformation should be approached as an organizational learning process to ensure its contribution to effective and sustainable local governance.

Abstract

Corporate criminal liability for environmental crimes in Indonesia's mining sector has undergone fundamental transformation with the enactment of Law No. 1 of 2023 on the Criminal Code (KUHP 2023), effective 2026, which explicitly recognizes corporations as criminal law subjects—a departure from the colonial-era code that solely acknowledged natural persons (Saputera, 2025; Sianipar, 2025). This research analyzes the conceptual framework of corporate criminal liability under KUHP 2023 and its application to environmental crimes in the mineral and coal mining industry, which has been implicated in widespread ecological damage including air pollution, water contamination, and degradation of ecosystems across mining-intensive regions (Winarsa, 2022). Employing normative juridical methodology with statute, conceptual, and case approaches, the study systematically examines primary legislation including KUHP 2023, Law No. 32/2009 on Environmental Protection and Management (UU PPLH), Law No. 3/2020 on Mineral and Coal Mining (UU Minerba), and Supreme Court Regulation No. 13/2016 on Corporate Criminal Procedures, alongside judicial precedents (Nurhasanah, 2021). Findings demonstrate that Articles 46-50 KUHP 2023 adopt vicarious liability doctrine, establishing three cumulative requirements for corporate liability: acts within business scope per articles of association, unlawful corporate benefit, and acceptance as corporate policy, with accountability extending to corporations, functional managers, order-givers, controlling parties, and beneficial owners (Kharisma, 2021; Saputro, 2021). Jurisprudence confirms application of polluter pays principle and strict liability in environmental enforcement, as evidenced in dumping cases involving hazardous waste disposal (Nurhasanah, 2021). However, implementation challenges persist, including structural corporate complexity obscuring liability subjects, inadequate law enforcement capacity in beneficial ownership identification, and regulatory disharmony between KUHP 2023 as lex generalis and sectoral environmental statutes as lex specialis (Winarsa, 2022). The study recommends expedited issuance of implementing regulations harmonizing KUHP 2023 with UU PPLH and UU Minerba, mandatory training for law enforcement on corporate liability doctrine, enhancement of evidentiary mechanisms including limited burden of proof reversal under UU PPLH, and establishment of proportional sanction guidelines under Article 118 KUHP 2023 considering environmental damage severity and corporate economic capacity, thereby ensuring effective deterrence and victim-centered justice in Indonesia's mining sector (Nurhasanah, 2021).
