<![CDATA[The purpose of this study was to find out and analyze community participation and analyze barriers to community participation in the development of Sungai Buluh Village, Bunut District, Pelalawan District. The method used in this research is qualitative descriptive. In this study the analysis unit was the community involved in the development in Sungai Buluh village. The results of the study found that not many people participated in development because most people were not aware of the activities. Suggestions from this study In order to achieve development success in increasing community participation, the socialization program should be maximized again in meetings so that many people attend the village planning meetings held]]>

<![CDATA[This study aims to determine and analyze the influence of supervision on the performance of employees of industry and trade sub division of supervision of goods and services Riau Province and its inhibiting factors. The type of research used is survey research,primary data source is all employees of Industry and Trade Sub Division of Supervision of goods and services Riau Province amounting to 85 people.Sampling technique by probability with census / saturated sampling technique is the sample taken based on the total population.Data analysis is done descriptively quantitative.The result of the research shows that supervision has positive and significant effect on employee performance with coefficient of determination (r2) value is 0,932,Meaning that 93.2% of employee performance is influenced by supervision.The inhibiting factor in supervision is that the leadership has not conducted regular and structured supervision.In addition there are difficulties in the supervision of goods and services in circulation because many new products and not in accordance with the standards.]]>

<![CDATA[Performance Faculty of Administrative Sciences can be seen from the performance of employees. This study focuses on the performance of existing units in the Faculty of Administration in carrying out its main duties and functions in order to support the strengthening of Faculty's performance. But in reality the performance of existing units in the faculty of administration of the University of Lancang Kuning showed less satisfactory work. Indicators that are visible include unstructured unit work programs, inadequate facilities and infrastructure, limited budget support and weak leadership which are a constraint in motivating employees to do their job well. The objective of the study was to explain the performance of faculty units and their inhibiting factors. The research method uses qualitative with emphasis on the concept of performance measurement. The techniques used in data collection are observation, interview and documentation study. The results showed that the performance of the faculty unit has not run well, this is obtained from the measurement of performance indicators that include job performance, expertise, behavior and leadership. As for the inhibiting factors of faculty unit performance is the limited support of facilities, infrastructure and funding. Besides, the reward and punishment system has not been done to the employee job resulting in the employee's motivation in working to be reduced, besides it is necessary to be given guidance and training for the work unit to understand the duty and function properly.]]>

<![CDATA[This research was held with a period of study of 3 (three) months. Where the population and the sample amounted to 42 people consisting of morning class students of semester VII Fia Unilak. The sampling technique are using census. Type of data that collected in this study includes data, past experiences, beliefs, and experiences of others. the theoretical concepts using the concept of Vincent Gaspers. Analysis of the data in this study is using qualitative descriptive analysis. The research was funded by the Faculty of Administration with funds in the amount of three (3) million rupiah. The results of research is Pretty Good with responses as many as 18 respondents or 41.67% that responded Pretty Good which is the most dominant indicator of past experience as much as 19 respondents or 42 responses , 52%. Suggestions in this research is to create and provide views of the respondents who are young cadres in trying to run a business entrepreneur which must to remember the intense competition in the world of work so that entrepreneurship is the one of ways to go. And to all parties to work together to form a cadre of entrepreneurs who are reliable in the Lancang Kuning University Pekanbaru]]>

<![CDATA[This study aims to determine (1) How Ethics of the Customer Service Officers of PT. Avia Jaya Indah at PT. Chevron Pacific Indonesia, (2) Any obstacles in implementing Ethics in the Customer Service Officers of PT. Avia Jaya Indah at PT. Chevron Pacific Indonesia. This research method is qualitative research, after the data in the field are collected through observation, interviews and documentation, the data is clarified according to the type of data, then the data is analyzed qualitatively to describe or describe the factors that lead to the Customer Service Ethics of PT Avia Jaya Indah at PT. Chevron Pacific Indonesia in Pekanbaru is not running as it should. The results of this study indicate that (1) The overall ethics of customer service serving PT. Avia Jaya Indah is good enough and in accordance with the specified indicators, but there are still some shortcomings, such as still often found CSI employees have not used greeting generously, still often found employees who are dressed in uniform and harmonious and there are still employees who are less professional in responding to work due to lack of information and understanding of Customer Service Officers on going work in the field. (2) Obstacles that occur in implementing service ethics at PT. Avia Jaya indah is that there is still lack of professionalism in communication with customers, no follow-up regarding follow-up of requests to the customer concerned, lack of Customer Service knowledge about work in progress in the field and lack of daily evaluations of supervisor work results of customer service employees]]>

<![CDATA[Desa adalah suatu lembaga Negara yang merupakan kesatuan masyarakat yang memiliki batas-batas wilayah yang berwenang untuk mengatur dan mengurus kepentingan masyarakat setempat, berdasarkan asal usul dan adat istiadat setempat yang diakui dan dihormati dalam sistem Pemerintahan Negara Kesatuan Republik Indonesia. Salah satu wujud kewenangan desa untuk mengatur kepentingan masyarakatn melalui pembentukkan produk hukum desa dalam bentuk peraturan desa (Perdes). Salah satu tujuan dari pembentukkan produk hukum desa untuk menertibkan penyelenggaraan pemerintahan desa serta mengatur pelaksanaan pembangunan dan pelayanan umum. Peraturan desa yang ada di Desa Buluh Cina hanya mencakup pada perdes tentang Anggaran Belanja Desa dan Bumdes. Melihat dari potensi wisata yang dimiliki Desa Buluh Cina terdapat Danau, Hutan lindung serta keramba ikan. Jika tidak ada aturan yang mengikat maka lambat laun akan memicu konflik di masyarakat terkait pengelolaan potensi wisata. Oleh karena itu, pemahaman yang benar terhadap fungsi, kedudukan, dan tata cara pembuatan produk hukum desa menjadi hal penting yang harus diketahui oleh aparat pemerintah desa, agar produk hukum yang dibuat benar-benar dapat berfungsi sebagaimana mestinya dan tidak bertentangan dengan peraturan perundangan yang berlaku.]]>

<![CDATA[This research discusses the evaluation of the Pekanbaru City Regional Regulation Number 9 of 2014. Every people's market must meet the requirements starting from the supporting facilities and facilities that must exist in the people's market according to those already in the policy, while at Sail Market there are supporting facilities and facilities which are not available or many are not functioning due to lack of maintenance from the manager. The theory used is Riant Nugroho's evaluation theory which suggests an evaluation of policy performance. The place of this research is the Department of Trade and Industry of Pekanbaru City and Sail Market . The purpose of this study is to evaluate the Regional Regulation Number 9 of 2014 on the physical planning of Sail market. This research uses a descriptive qualitative method, this method is used to describe how the Pekanbaru City government manages and supervises the people's market, especially the Sail Market. The results of this study conclude that the Pekanbaru City government in dealing with people's markets managed by third parties to create a decent, safe and healthy people's market according to the provisions of Regional Regulation No. 9 of 2014 has not been effective. The Department of Trade and Industry has not been able to carry out its duties and functions as the agency responsible for managing the people's market. This is because the current condition of Sail market is that there are many supporting facilities and facilities that do not exist.]]>

<![CDATA[Penelitian ini membahas tentang Transparansi Pengelolaan Anggaran Pendapatan dan Belanja Kampung (APBKam) di Kampung Tualang Kecamatan Tualang Kabupaten Siak, bertujuan untuk mengetahui dan menganalisis tentang Transparansi Pemerintahan Kampung Dalam Pengelolaan Anggaran Pendapatan dan Belanja Kampung (APBKam) di Kampung Tualang Kecamatan Tualang Kabupaten Siak. Penelitian ini adalah penelitian Kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan Transparansi Pemerintahan Kampung Dalam Pengelolaan Anggaran Pendapatan dan Belanja Kampung (APBKam) di Kampung Tualang Kecamatan Tualang Kabupaten Siak belum terlaksana dengan maksimal. Dengan menggunakan lima Indikator Transparansi menurut Kaho,Y.R, yaitu : Perencanaan, Penatausahaan, Pelaksanaan, Pelaporan, Pertangungjawab terlihat bahwa Transparansi Pemerintah Kampung Tualang dalam pengelolaan APBKam belum maksimal dengan hal berikut, yaitu masih lemahnya pengawasan dan pemberian pelatihan kepada aparatur pemerintah Kampung Tualang.]]>

<![CDATA[Penelitian ini tentang Pengawasan Inspektorat Dalam Penggunaan Dana Desa Di Kampung Tanjung Kuras Kecamatan Sungai Apit Kabupaten Siak dan mencari solusi atas kendala yang dihadapi. Permasalah dalam penelitian ini adalah Pengawasan dalam proses perencanaan belum terlaksana dengan baik. Hal ini terbukti terdapat beberapa kegiatan ayng tidak sesuai dengan perencanaan. Hasil dari pengawasan berupa temuan inspektorat hanya berupa teguran dan rekomendasi perbaikan dan pernyataan kepala kampung untuk meelakukan perbaikan. Metode penelitian yang digunakan adalah penelitian kualitatif. Teknik pengambilan data yang digunakan yaitu observasi dan wawancara secara semi terstruktur. Berdasarkan hasil analisis penelitian Pengawasan yang dilakukan oelah inspektorat bersifat membina dan mengawasi penggunaan dana desa berdasarkan Peraturan Bupati Siak No. 44 tahun 2018. Pengawasan di lakukan di akhir tahun sehingga dijumpai kelalaian di Kampung Tanjung Kuras. Jika dilakukan secara terjadwal dan berkala maka dapat meminimalisir kelalaian penggunaan dana kampung. Kampung Tanjung Kuras Melakukan Kelalaian administrasi keuangan seperti bukti transaksi yang tidak lengkap dan penggunaan dana tidak sesuai dengan perencanaan yang ada. Dari pengawasan tersebut inspektorat telah melakukan pembinaan dengan memberikan sanksi berupa komotmen untuk menyelesaikan kekurangan administrasi dan merekomendasikan agar Camat Sungai Apit memberi teguran kepada penghulu Kampung Tualang]]>

<![CDATA[Abstract This service is an education of people's behavior to be smart in politics and the realization of democratic consolidation both at the national and local levels. With the above conditions, it is deemed necessary for the contribution of Unilak Higher Education to carry out service with the theme of inclusive political education and strengthening civic culture for the PKK community to fulfill their rights and obligations in politics. Through counseling and FGD methods, this service can encourage the creation of a community culture that is aware of ethical politics and encourages the realization of a civic culture from the community. This can be seen from the increase in public knowledge regarding political rights, both in voting and in supervising the election Keywords: Political Education, Civic Culture, PKK Abstrak Pengabdian ini merupakan edukasi dari perilaku masyarakat agar cerdas dalam politik dan terwujudnya konsolidasi demokrasi baik di tingkat nasional maupun lokal. Dengan kondisi tersebut di atas, maka dipandang perlu kontribusi Perguruan Tinggi Unilak melakukan pengabdian dengan tema pendidikan politik yang inkulisif dan penguatan civic culture bagi masyarakat Ibu PKK untuk memenuhi hak dan kewajibannya dalam politik. Melalui metode penyuluhan dan FGD maka pengabdian ini dapat mendorong terciptanya kultur masyarakat yang sadar akan politik etik dan mendorong terwujudnya budaya kewargaan dari masyrakat.
