Abstract

The study has purpose to analyze the role of actors in the social representation of Covid-19 control. The study uses a mixed method with an explanatory sequential design. The results shows that there is a positive influence on the role of actors on the discipline of health protocols in controlling Covid-19 in West Nusa Tenggara (NTB), each pentahelix actor participates well. Higher education as a consulting actor provides input, views, and academic legitimacy. Academics criticize policies scientifically so that they can be accepted and have an impact as an alternative problem’s solving. Pharmaceuticals accelerate the production of domestic drug raw materials and to fulfill the realization of national drug raw material independence. BPBD NTB coordinates with the Indonesian Red Cross provides basic disaster management training for government officials, communities, businesses, non-governmental organizations, and other stakeholders. Community helps the government's task of reducing any potential threat of threatening disasters.

Abstract

This study aims to determine the effect of Leadership and Emotional Intelligence on Employee Performance at PT XYZ., partially and simultaneously uses an associative method with  a quantitative approach, using a sample of 82 people. Collecting data using questionnaires techniques and tools. To find out the description of the respondents' answers and distribution of data using descriptive data analysis techniques. Data processing uses application Microsoft Excel and SPSS version 25. Based on the leadership T test (X1) with employee performance (Y) the t value is 2.240 > t table 1.990 with significant 0.028 <0.05 indicating a significant influence of leadership on employee performance and emotional intelligence (X2) with employee performance (Y) obtained t count 3.744 > t table 1.990 with a significant 0.000 <0.05 indicating a significant effect of emotional intelligence on employee performance. There is an influence of Leadership and Emotional Intelligence simultaneously or jointly on employee performance as evidenced by the results of the F test obtained Fcount 19,442 > Ftable 3.11 with a significance of 0.000 <0.05. Leadership, emotional intelligence on employee performance has a contribution of 31.3% while the rest is influenced by other variables not examined.

Abstract

The side of the government bureaucracy to the political power or the dominant group makes the bureaucracy not sterile. Many viruses continue to irritate it like; impartial service, far from objectivity, too bureaucratic, etc., as a result they feel stronger themselves, immune from supervision. The descriptions above may be concluded that the neutrality of the bureaucracy will always be associated with political elements and political power; in this case the political element is defined as the power to make decisions, while the political power is all political aggression in the form of political parties. With the issuance of Law Number 5 of 2014 concerning ASN, in which the law has been regulated and determined in the form of restrictions and sanctions that will be received by a member of the ASN Public Servants and Government Employees with this Work Agreement (PPPK). By looking at the phenomena or opinions above, the writer tries to give a little review of the various impacts that will occur on the roles and functions of civil servants ASN and PPPK if they are not neutral in bureaucratic services as follows: 1. Community interests are distorted, 2 Services are not optimal, 3. Position placement tends to see the involvement in the election, 4. The position of the bureaucracy is filled by incompetent civil servants. That in order to maintain the neutrality of ASN in the election, it is very necessary: There is a strengthening of the ASN Code of Ethics with clear and firm limitations, There is a guarantee of protection in maintaining the neutrality of ASN; Collaboration with BKN is established to provide administrative sanctions in the form of not being promoted to ASN, Construction of KASN cooperation, Regional Civil Service Agency (BKN) with Regional Civil Service Agency (BKD) as a source of information in the regions, and Bawaslu to oversee the election and election throughout the Republic of Indonesia. Abstract

Penelitian ini bertujuan untuk menganalisis strategi deteksi dini, respon pemerintah, dan model penataan konflik sosial antar kampung di Kota Mataram, khususnya antara Kampung Monjok Culik dan Karang Taliwang. Konflik berkepanjangan yang sering terjadi di wilayah ini disebabkan oleh berbagai faktor, termasuk perbedaan sosial, budaya, dan agama, serta masalah komunikasi antar kelompok. Menggunakan pendekatan kualitatif dengan metode deskriptif, penelitian ini mengeksplorasi efektivitas strategi penyelesaian konflik berbasis kearifan lokal dan intervensi pemerintah. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, serta dianalisis menggunakan model interaktif Miles dan Huberman.Hasil penelitian menunjukkan bahwa penyelesaian konflik memerlukan pendekatan yang holistik, mencakup peringatan dini, mediasi, dan pendidikan multikultural. Selain itu, kearifan lokal, seperti tradisi dan nilai-nilai budaya, berperan penting dalam menciptakan perdamaian yang berkelanjutan. Pemerintah daerah memiliki peran signifikan dalam menyediakan kebijakan yang mendukung pencegahan konflik melalui penguatan regulasi, fasilitasi dialog antar kelompok, dan pembentukan satuan tugas terpadu. Studi ini merekomendasikan model penataan konflik berbasis kearifan lokal yang menekankan pada kolaborasi antara pemerintah, tokoh masyarakat, dan kelompok lokal untuk menciptakan harmoni sosial di Kota Mataram.

Abstract

Permasalahn pokok penelitian ini adalah ada pada indikasi bahwa kondisi Kawasan wisata Senggigi sampai saat ini belum optimal pemerintah daerah dalam mengembangkan Kawasan wisata pantai, Tujuan Penelitian ini adalah Mendeskripsikan dan menganalisis penertiban pariwisata di kawasan wisata Senggigi Kabupaten Lombok Barat, Mengidentifikasi dan menganalisis hambatan dalam penertiban pariwisata di kawasan wisata Senggigi Kabupaten Lombok Barat dan Menganalisis model penertiban pariwisata di kawasan wisata Senggigi Kabupaten Lombok Barat. Jenis penelitian ini adalah kuantitatif dengan Metode menggunakan teknik Rasch Model. Hasil penelitian menunjukkan Keamanan publik di kawasan wisata Senggigi: perlu sinergitas antara pemerintah masyarakat pelaku usaha dan masih perlu ditingkatkan terutama dalam hal penyiapan keamanan, amenitis di lokasi kawasan dan peningkatan kesadaran masyarakat akan pentingnya partisipasi mereka dalam mendukung keamanan dan ketertiban pariwisata kawasan Senggigi : Keberadaan aturan: aturan yang diterapkan pada tata kelola pariwisata sudah cocok dengan kondisi masyarakat setempat, Pemberian Sanksi. Humanokrasi: harus ada strategi, inovasi dan pelibatan seluruh stakeholder pariwisata.

Abstract

Child marriage is still a crucial social problem in Indonesia, one of the provinces with the highest rate of underage marriage is West Java Province nationally. This practice not only violates children's rights, but also has an impact on their future, some drop out of school, ongoing poverty, and domestic violence. To respond to this problem, the West Java Provincial Government through the Women's Empowerment, Child Protection, and Family Planning Service (DP3AKB) initiated the Stop Child Marriage (STOPAN) program. This program involves cross-sector collaboration—government, academics, business, media, and communities—with a comprehensive and participatory approach to reduce the number of child marriages. This study aims to analyze the implementation of the STOPAN program in reducing the number of child marriages and evaluate its effectiveness from the perspective of Maqashid Syariah. The approach used is qualitative-descriptive with a case study method. The results of this study indicate that STOPAN is quite effective partially. The number of marriage dispensations decreased from 6,794 cases (2021) to 3,631 cases (2024), and the proportion of women aged 20–24 who married before 18 also decreased from 10.09% to 5.78%. However, the practice of unregistered marriage is still often carried out by some communities. From the perspective of Maqashid Syariah, STOPAN contributes to the protection of religion, soul, mind, descendants, and property, although it is not yet fully optimal. This study recommends strengthening the community-based approach and the integration of local religious and cultural values ​​in the implementation of STOPAN. ملخص لا يزال زواج الأطفال قضية اجتماعية بالغة الأهمية في إندونيسيا. تُعدّ مقاطعة جاوة الغربية من بين المقاطعات التي تشهد أعلى معدلات زواج القاصرات على المستوى الوطني. لا تنتهك هذه الممارسة حقوق الأطفال فحسب، بل تؤثر أيضًا على مستقبلهم، مما يؤدي إلى التسرب من المدارس، واستمرار الفقر، والعنف الأسري. ولمعالجة هذه القضية، أطلقت حكومة مقاطعة جاوة الغربية، من خلال وكالة تمكين المرأة وحماية الطفل وتنظيم الأسرة (DP3AKB)، برنامج "وقف زواج الأطفال" (STOPAN). يتضمن هذا البرنامج تعاونًا بين القطاعات المختلفة - الحكومة، والأوساط الأكاديمية، وعالم الأعمال، ووسائل الإعلام، والمجتمعات المحلية - مع اتباع نهج شامل وتشاركي للحد من معدلات زواج الأطفال. تهدف هذه الدراسة إلى تحليل تطبيق برنامج STOPAN في الحد من معدلات زواج الأطفال، وتقييم فعاليته من منظور مقاصد الشريعة الإسلامية. وقد استخدم المنهج الوصفي النوعي مع دراسة حالة. وتشير نتائج هذه الدراسة إلى أن فعالية برنامج STOPAN جزئية. انخفض عدد حالات الزواج من 6794 حالة (2021) إلى 3631 حالة (2024)، كما انخفضت نسبة النساء اللواتي تتراوح أعمارهن بين 20 و24 عامًا واللواتي تزوجن قبل سن 18 عامًا من 10.09% إلى 5.78%. ومع ذلك، لا تزال ممارسة الزواج غير المسجل شائعة في بعض المجتمعات. من منظور مقاصد الشريعة الإسلامية، يُسهم برنامج STOPAN في حماية الدين والحياة والعقل والذرية والممتلكات، على الرغم من أنه لم يصل إلى المستوى الأمثل بعد. توصي هذه الدراسة بتعزيز النهج المجتمعي ودمج القيم الدينية والثقافية المحلية في تنفيذ برنامج STOPAN. Abstrak Perkawinan anak di bawah umur masih menjadi persoalan sosial yang cukup krusial  di Indonesia, salah satu Provinsi dengan tingkat perkawinan di bawah umur tertinggi ada di Provinsi Jawa Barat secara nasional. Praktik ini tidak hanya melanggar hak anak, tetapi juga berdampak pada masa depan mereka, ada yang putus sekolah, kemiskinan berkelanjutan, dan kekerasan dalam rumah tangga. Untuk merespons persoalan ini, Pemerintah Provinsi Jawa Barat melalui Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Keluarga Berencana (DP3AKB) menginisiasi program Stop Perkawinan Anak (STOPAN). Program ini melibatkan kerja sama lintas sektor pemerintah, akademisi, dunia usaha, media, dan komunitas dengan pendekatan komprehensif dan partisipatif untuk menurunkan angka perkawinan anak. Penelitian ini bertujuan menganalisis implementasi program STOPAN dalam menurunkan angka perkawinan anak serta mengevaluasi efektivitasnya dari perspektif Maqashid Syariah. Pendekatan yang digunakan adalah kualitatif-deskriptif dengan metode studi kasus. Hasil penelitian ini menunjukkan bahwa STOPAN cukup efektif secara parsial. Jumlah dispensasi nikah menurun dari 6.794 kasus (2021) menjadi 3.631 kasus (2024), dan proporsi perempuan usia 20–24 tahun yang menikah sebelum 18 tahun juga menurun dari 10,09% menjadi 5,78%. Namun, praktik nikah siri masih kerap dilakukan beberapa masyarakat. Dalam perspektif Maqashid Syariah, STOPAN berkontribusi terhadap perlindungan agama, jiwa, akal, keturunan, dan harta, meskipun belum sepenuhnya optimal. Penelitian ini merekomendasikan penguatan pendekatan berbasis komunitas serta integrasi nilai keagamaan dan budaya lokal dalam pelaksanaan STOPAN.
