Abstract

The Pacific region has become a major focus of international attention following indications of increasing Chinese military involvement in the past decade. This involvement has raised significant concerns, especially for countries in the region, including Australia. As one of the regional powers and traditional actors in the Pacific, Australia faces complex national defense and security policy challenges as a result of Chinese military involvement in the region. Using a qualitative approach with desk study analysis, this paper attempts to explain the implications of Chinese military involvement in the Pacific region for Australia's national defense and security policy through the framework of security dilemma analysis and strategic perspectives in foreign policy making. This paper finds that China's military presence in the Pacific region affects defense strategy and poses new security challenges for Australia, including increasing security pressures and changes in Australia's defense strategy. In response, Australia has taken proactive steps by strengthening cooperation with regional allies, enhancing defense capabilities and strengthening security diplomacy in the Pacific region as a form of transformation of its defense policy. Abstract

Mubtada dan Khabar adalah bentuk kalimat yang saling berkaitan satu sama lainnya, sehingga belumlah menjadi kalimat yang sempurna jikalau mubtada belum dilengkapi oleh khobar. Mubtada dan Khabar juga memiliki ketentuan ketentuan yang sudah baku, seperti harus sesuainya antara Mubtadadan Khabar dalam mufrad, tatsniyah, jama’-nya dan muannats, mudzakkar-nya. Adapun jumlah fi’liyah adalah jumlah (kalimat) yang diawali dengan kalimat fi’il. Atau dengan kata lain yang tersusun dari fi’il, fa’il, dan maf’ulbih. Seperti halnya kalimat dalam bahasa Indonesia, kalimat dalam bahasa Arab pun terdiri dari tiga unsur penting, yaitu subjek, predikat dan objek. Qasidah Burdah sebagai objek kajian material dalam riset sederhana mengenai mubtada’ khobar ini adalah dikarenakan Qasidah Burdah adalah salah satu qasidah yang cukup popular di kalangan masyarakat Indonesia. Berbagai halaqoh sholawat dan pengajian sering menampilkan Qasidah Burdah ini dalam bentuk lagu dan nyanyian. Alasan tersebutlah yang menjadi basis landasan epistemologis pemilihan Qasidah Burdah sebagai objek material dalam artikel ini. Hasil penelitian menunjukkan bahwasannya dari Nadzm Burdah mulai bait 1-58, dapat disimpulkan bahwa yang menggunakan jumlah ismiyyah adalah sebanyak 24 jumlah. Sedangkan yang menggunakan jumlah fi'liyyah adalah sebanyak 104 jumlah.

Abstract

This study aims to analyze the involvement of the Nusantara Nature Conservation Foundation (YKAN) in mangrove management in Berau Regency. This study explains how YKAN, as a broker organization in an advocacy network, encourages the local Forlika community to obtain resources from global partnerships. This study uses a qualitative descriptive method. The research data is sourced from primary data through interviews and uses primary data from relevant literature studies related to the research variables. The results of this study show that there is cooperation between each actor in international relations in managing mangrove areas in Berau Regency. YKAN's partnerships with global and local institutions give YKAN a strategic position in transnational advocacy networks. YKAN functions as a liaison that advocates for the needs of coastal communities at the international level, so that YKAN's role is to represent local communities in cross-actor cooperation in Berau Regency.

Abstract

As part of climate change mitigation efforts and Indonesia's commitment to realizing low-emission land-based development, the Indonesian government through the Ministry of Environment and Forestry (KLHK) and the World Bank are following up on the REDD+ agenda through the Forest Carbon Partnership Facility (FCPF). The agreement aims to provide full support for increasing Indonesia's capacity in formulating a national strategy in realizing reduced emissions from deforestation and forest degradation. East Kalimantan Province is the selected region to follow the emission reduction target. The target set is to reduce emissions by 41% in 2030. In its development, the framework has entered the implementation phase and results-based payments. However, the distribution of incentives from selling carbon to Indigenous peoples as parties who have rights to carbon and are involved in forest management initiatives has not benefited directly. This research aims to analyze further how the realization of profit sharing and fulfillment of Indigenous peoples' rights over forest management in the FCPF project is a form of coherence in climate change governance towards Indigenous peoples' rights in a fair manner. Using a descriptive qualitative approach, data collection was triangulated through interviews and literature for further reduction and conclusions drawn. The results of this research state that the lack of inclusion of Indigenous communities in an inclusive and participatory manner in the carbon trading framework has the potential to reduce the rights of Indigenous communities to decentralized forest management and their welfare in carbon trading projects.
