This research aims to analyze the role of organizational culture innovation and employee participation in improving public service performance, by taking a case study at the Community and Nagari Empowerment Office (DPMN) of Agam Regency. The research uses a descriptive qualitative approach that allows in-depth exploration of the internal dynamics of the organization, especially related to work culture values and employee involvement in the innovation process. Data was collected through in-depth interviews with various stakeholders, participatory observation in the DPMN work environment, and analysis of organizational documents. The results show that an innovative organizational culture, supported by inclusive leadership and active employee participation, plays an important role in driving public service transformation. Initiatives such as service digitization, the establishment of an innovation forum, and cross-sector engagement demonstrate the effectiveness of participatory strategies in creating services that are more responsive, transparent, and adaptive to community needs. In addition, collaborative approaches and open communication have successfully built a sense of belonging among employees, which has a positive impact on motivation and organizational performance. Despite challenges such as limited digitally literate human resources and inequality in technological infrastructure between villages, the DPMN of Agam District was able to overcome these obstacles through training programs, technical assistance, and strengthening strategic partnerships. This finding confirms the importance of synergy between progressive organizational culture and employee participation in supporting a sustainable bureaucratic reform agenda, especially at the local government level that is in direct contact with the community. ABSTRAKPenelitian ini bertujuan untuk menganalisis peran inovasi budaya organisasi dan partisipasi pegawai dalam meningkatkan kinerja pelayanan publik, dengan mengambil studi kasus pada Dinas Pemberdayaan Masyarakat dan Nagari (DPMN) Kabupaten Agam. Penelitian menggunakan pendekatan kualitatif deskriptif yang memungkinkan eksplorasi mendalam terhadap dinamika internal organisasi, khususnya terkait nilai-nilai budaya kerja dan keterlibatan pegawai dalam proses inovasi. Data dikumpulkan melalui wawancara mendalam dengan berbagai pemangku kepentingan, observasi partisipatif di lingkungan kerja DPMN, serta analisis dokumen organisasi. Hasil penelitian menunjukkan bahwa budaya organisasi yang inovatif, didukung oleh kepemimpinan yang inklusif dan partisipasi aktif pegawai, memainkan peran penting dalam mendorong transformasi pelayanan publik. Berbagai inisiatif seperti digitalisasi layanan, pembentukan forum inovasi, serta keterlibatan lintas sektor menunjukkan efektivitas strategi partisipatif dalam menciptakan pelayanan yang lebih responsif, transparan, dan adaptif terhadap kebutuhan masyarakat. Selain itu, pendekatan kolaboratif dan komunikasi yang terbuka berhasil membangun rasa memiliki di kalangan pegawai, yang berdampak positif terhadap motivasi dan kinerja organisasi. Meskipun terdapat sejumlah tantangan seperti keterbatasan sumber daya manusia yang melek digital serta ketimpangan infrastruktur teknologi antar-nagari, DPMN Kabupaten Agam mampu mengatasi hambatan tersebut melalui program pelatihan, pendampingan teknis, dan penguatan kemitraan strategis. Temuan ini menegaskan pentingnya sinergi antara budaya organisasi yang progresif dan partisipasi pegawai dalam mendukung agenda reformasi birokrasi yang berkelanjutan, terutama di level pemerintahan daerah yang bersentuhan langsung dengan masyarakat.
