Abstract

Decentralization has become an important factor in managing smaller administrative region. The regional autonomy ruled by the central government through the legislation UU No. 32 in 2004 about Regional Government is expected to improve the outcome of policies of Indonesia’s local administration. One of the authorities delegated to the local administration is the responsibility to manage the natural resources, which is important in increasing the regional income for the development of the communities. However, the implementation of natural resource management still cause several problems such as environmental degradation, poverty, and income inequality. In order to solve the problems, politics play an important role in the regional policy making including the planning, budgeting, implementing and monitoring the policy as well as maximizing the role of communities’ participation. This cooperation between the local administration is expected to result in the effective, efficient, fair, and sustainable use of natural resources. Abstract

This study aims to analyze policy of Padang city administration in overcoming and developing street children. This qualitative descriptive research is located in the city of Padang, West Sumatra Province, Indonesia. The findings of this study indicate that street children activities around Padang’s Bagindo Azis Chan Street lasted on average six to twelve hours per day. The street children sell brooms, clean the windshield during rainy days, clean windshield using feather dusters, and sing. Most of the street children are no longer in school. Those who do not live with their parents tend to drop out of school. The average street children in the area confirm to have families with permanent residence in Padang area, but not all of them settle down with their family. The Padang city admnistration have trained and provided capital assistance for street children and their parents but is not yet sustainable while the funding can not afford to start adequate business.

Abstract

This study aims to assess the effectiveness of the implementation of the JKN program through BPJS in poor health services in the city of Padang. The mixed approach was used in this study with sequential explanation by distributing questionnaires to the respondents, followed by interviews with officials of BPJS Padang. The findings of this study indicated that the variable of effectiveness of JKN through BPJS have very strong relationships with the health services of the poor in the city of Padang. From the interviews it is known that the implementation of JKN program through BPJS for poor public health services in the city of Padang has not been effective. The effectiveness is not only seen from the quantitative targets but also based on the quality aspects of health services that includes the aspects of responsiveness, courtesy, credibility, and access. Abstract

ABSTRACT On the slope of Local Government Election of Padang in 2008 there were five pairs of mayor and deputy mayor candidates, among other candidates was Fauzi Bahar and Mahyeldi (Coalition PAN and PKS) that gets the most votes in the election of regional head and deputy regional head of Padang. Efforts were made ​​could not be separated from political parties or candidates foresight in carrying the work program as well as segmentation of the electorate. The study examines the political segmentation of the voters for election winner slope of Padang Local Government on the aspects of policy-oriented problem-solving and ideological orientation. The finding of this study indicated that policy-oriented problem-solving that involved mass media in electoral politics segmentation of Fauzi Bahar-Mahyeldi voters is not too significant. Furthermore, economic performance and political responsibilities were more emphasized on the process of imaging and "selling" the performance of the incumbent. Ideological orientation of political segmentation of voters for the election winner is very important for the election because it has cadre of investigators with a high loyalty. Abstract

Pembangunan jalur bebas hambatan (jalan tol) terus mengalami peningkatan yang cukup signifikan di seluruh wilayah Indonesia. Keberadaannya juga diperhitungkan, menimbang manfaat yang akan dirasakan terutama dari segi ekonomi. Dan untuk mewujudkan hal tersebut, dibutuhkan lahan yang luas demi kelancaran pembangunan yang telah direncanakan melalui pengadaan tanah. Namun dalam pengadaan tanah tidak terlepas dari kendala-kendala terutama persoalan ganti kerugian, salah satunya jalan tol ruas Padang-Sicincin yang berada di Kabupaten Padang Pariaman yang terkendala karena masih banyak masyarakat yang tidak setuju dengan nilai tanah yang dikeluarkan oleh tim appraisal serta tumpang tindih kepemilikan lahan antara pemilik sertifikat dengan penggarap lahan. Tujuan dari penelitian ini yaitu untuk mengetahui sejauh mana implementasi pembangunan jalan tol ruas Padang-Sicincin dilihat dari aspek pengadaan tanah. Penelitian ini merupakan penelitian kualitatatif. Untuk informan penelitian, ditentukan dengan teknik purposive sampling dan accidental sampling. Teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Berdasarkan hasil penelitian, pengadaan tanah untuk pembangunan jalan tol ruas Padang-Sicincin sudah sesuai dengan undang-undang pengadaan tanah dan petunjuk teknis pengadaan tanah. Kendala yang terjadi, sudah diupayakan oleh Pemerintah Kabupaten Padang Pariaman untuk dicarikan solusinya, namun belum maksimal.

Abstract

This research is motivated by a few people who understand about the Online SIM Program, the lack of socialization by the Padang Police regarding the Online SIM Program and the public's knowledge of the intentions and procedures for administering SIM Online. The internet network is slow so that it hinders the network with Korlantas Polri so that it affects the community satisfaction index has not been carried out regularly. This study aims to determine whether or not there is a relationship between the effectiveness of the SIM Online service program and community satisfaction at the Padang Police and to find out how far the effectiveness of the Online SIM service program is related to community satisfaction at the Padang Police. The type of research used is descriptive quantitative research, namely quantitative research which aims only to describe the state of social symptoms as they are, without looking at the existing relationships. The sample in this study was focused on two-wheeled motorcycle users in the city of Padang, totaling 100 using purposive random sampling technique using simple correlation analysis. Based on the results of data analysis in the research that has been carried out, it is concluded that there is a significant positive correlation between the effectiveness of the Online SIM Service program with community satisfaction at the Padang Police. This means that the higher the program effectiveness score, the higher the community satisfaction or the better the effectiveness of the SIM Online service program, the higher the community satisfaction.

Abstract

Perkembangan demokratisasi di negara-negara Asean belum merata, terdapat negara dengan tingkat demokratisasi yang meningkat namun ada juga yang stagnan bahkan mengalami kemunduran. Salah satu negara di kawasan Asean yang mengalami perkembangan demokrasi dengan cukup baik adalah Indonesia dengan salah satu parameternya adalah pelaksanaan Pemilu yang relatif baik tanpa konflik yang luas baik Pemilu maupun Pilpres. Di antara aspek yang mempengaruhi partisipasi pemilih dalam Pemilu adalah Tingkat melek politik masyarakat. Melek politik upaya memahami seputar isu politik, keyakinan para kontestan, bagaimana kecenderungan mereka mempengaruhi diri sendiri dan orang lain. Singkatnya literasi politik merupakan senyawa dari pengetahuan, keterampilan dan sikap mengenai politik termasuk mengenai Pemilu. Adapun faktor-faktor yang mempengaruhi tingkat melek politik masyarakat adalah: Kebutuhan terhadap informasi politik, strategi pencarian, gerakan mengkomunikasikan informasi, mengevaluasi produk dari proses akhir politik. Selanjutnya dengan melihat faktor tersebut akan diketahui tingkat melek politik masyarakat setelah itu dapat disarankan kebijakan apa yang nantinya dapat dirumuskan untuk meningkatkan melek politik masyarakat tersebut. Salah satu daerah yang disorot dalam melihat pengaruh melek politik dalam partisipasi pemilih adalah Kabupaten Solok, Sumatera Barat, Indonesia

Abstract

This paper contributes to providing an understanding of the dynamics of infrastructure development planning in sustainable development. First, this paper will explain the concept of development from the beginning. The idea is used in a scientific context. Then it will also be described development planning and, in more detail about infrastructure development planning. The research method used is a qualitative approach with systematic literature review (SLR) from various sources of the best journals in googlescholar.com, sciencedirect.com and other relevant sources. The result of this article review is to explain the development of development planning concepts from different periods; development planning context (Developed and Developing countries); categories of physical or social infrastructure development planning; then the sustainability impact of infrastructure development planning, both positive and negative effects of economic, environmental and social aspects, the last about the relationship of development planning with political decision making Based on this paper it is known that the dynamics of infrastructure development planning related to the sustainability of development. Then development planning cannot stand autonomous as an idea or concept that is normative because political decision-making determines the success of the planning. Furthermore, it is necessary to collaborate and synergize development actors in realizing infrastructure development planning. The novelty in this paper is to raise some research questions that can be researched for the future about the dynamics of infrastructure development planning in sustainable development.

Abstract

This study examined the conceptualization of public policy consisting of public policy concepts, public policy models; Public policy process; Policy actor; Transportation infrastructure policy. Through this article it will be known the role of the policy actor in giving birth to public policy especially the transportation infrastructure policy. The actor's role will help in the success and/or failure of a policy in the field of transportation infrastructure. This was a literature study. Data in this study were collected through reviewing the literature from various sources such as googlescholar.com; sciencedirect.com and other relevant sources. The literatures that were referenced came from a variety of published years and from various policy issues that came from various countries. The conclusion of this writing was that the public policy and policy actor were very urgent and had important role of in childbirth infrastructure policy especially in the field of transportation. In the future, this article becomes a conceptual reference for interested parties to examine the issue of policy actor role in formulating public policy.
