Abstract

Indonesian Migrant Workers (PMI) who have ended their employment contracts, are called purna PMI. Full PMI who have returned from working abroad bring enormous remittances. Remittances that are not managed properly will run out for consumptive purposes, so that it can cause purna PMI who have returned from working abroad to depart again as PMI. Therefore, purna PMI needs to be fostered and empowered with the aim of having sustainable income, thus having the opportunity to be able to create jobs for the surrounding communities. This research uses descriptive research with a qualitative approach. Based on the results of the study, there is currently a purna PMI empowerment program, namely the Program (1) Productive Migrant Village by the Ministry of Manpower, (2) Empowerment program for PMI Gold by the National Agency for Placement and Protection of Indonesian Workers (BNP2TKI). This program is actually relatively good, but the program in East Lampung Regency has not run optimally. This is because there are still obstacles such as human PMI resources that are still lack of knowledge, difficult access to capital, marketing of entrepreneurial products that have not been maximized and lack of local partners who are involved in the empowerment process. This has led to the need for synergies in creating and implementing an empowerment model, which can be a reference model for empowerment of regions with full PMI follicle to encourage the achievement of sustainable development in East Lampung Regency. Pekerja Migran Indonesia (PMI) yang telah mengakhiri kontrak kerja mereka, disebut purna PMI. PMI penuh yang telah kembali dari bekerja di luar negeri membawa remitansi yang sangat besar. Remitansi yang tidak dikelola dengan benar akan habis untuk tujuan konsumtif, sehingga dapat menyebabkan purna PMI yang telah kembali dari bekerja di luar negeri untuk berangkat lagi sebagai PMI. Oleh karena itu, purna PMI perlu dibina dan diberdayakan dengan tujuan memiliki pendapatan yang berkelanjutan, sehingga memiliki kesempatan untuk dapat menciptakan lapangan kerja bagi masyarakat sekitar. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Berdasarkan hasil penelitian, saat ini terdapat program pemberdayaan purna PMI, yaitu Program (1) Desa Migran Produktif oleh Kementerian Ketenagakerjaan, (2) Program pemberdayaan untuk PMI Emas oleh Badan Nasional Penempatan dan Perlindungan Indonesia Pekerja (BNP2TKI). Program ini sebenarnya relatif baik, tetapi program di Kabupaten Lampung Timur belum berjalan optimal. Ini karena masih ada kendala seperti sumber daya PMI manusia yang masih kurang pengetahuan, akses modal yang sulit, pemasaran produk wirausaha yang belum maksimal dan kurangnya mitra lokal yang terlibat dalam proses pemberdayaan. Hal ini menyebabkan perlunya sinergi dalam menciptakan dan menerapkan model pemberdayaan, yang dapat menjadi model referensi untuk pemberdayaan daerah dengan folikel PMI penuh untuk mendorong pencapaian pembangunan berkelanjutan di Kabupaten Lampung Timur.

Abstract

Advances in technology and information have opened up great opportunities for the community, especially for the world of education. Therefore, educational institutions or organizations must have strategies in dealing with changes in student interaction patterns on information technology devices and how schools face the development of the digital era. This research is a research that explores the strategy of education providers in the use of digital literacy as a medium to improve the quality of learning. The research method used in this research is descriptive qualitative analysis with a qualitative approach that focuses on substantive and formal theories as well as events that exist and are recognized as true. The strategy of the education provider organization in utilizing digital literacy at the IT Baitul Muslim High School in East Lampung has been going well so far, because the digital literacy program had been implemented in the school environment long before the COVID-19 pandemic hit. So that the learning process with digital literacy is nothing new for schools and students. Although in this case the improvement of teacher competence continues to be pursued as one of the school's strategies to improve teacher competence to actualize learning and the potential of students in digital literacy learning

Abstract

The phenomenon of cross-border migration between Indonesia and the Philippines, particularly in the Southern Mindanao region, has given rise to a significant Indonesian diaspora community. 65% of female migrant workers are undocumented, 80 cases of wage theft. However, this community often faces marginalization, especially in terms of access to fundamental labor rights and legal protection. This article analyzes the gender-based inequality experienced by Indonesian migrant workers, focusing on women employed in informal and domestic sectors groups that are particularly vulnerable to exploitation. The study examines public policy gaps at both national levels between Indonesia and the Philippines and the regional level, ASEAN. Highlighting the weak implementation of cross-border labor protections. Using a descriptive-analytical approach grounded in policy review and the theoretical framework of gendered labor, this article underscores the urgent need for inclusive, rights-based policy reform to promote fair and gender-responsive migration governance.
